b. The period of performance will be 1-year from date of award. The total estimated life-cycle value of this acquisition is . Fiscal year 2018 Operations and Maintenance funds have been provided under multiple military interdepartmental purchase request N0002418MP00779. The applicable North American Industry Classification System code is 511210, Software Publishers, with sales size standard of $38.5 million.
3. DESCRIPTION OF SUPPLIES/SERVICES:
A. The objective of this requirement is to purchase JCAT 2020 software licenses to support PMO IT’s implementation of the MSE 1.1 developed at Allegany Ballistic Laboratory over the last 6 years and will be centrally hosted at the Component Enterprise Data Center (CEDC) located in Charleston, SC. MSE 1.1 will replace the current Corporate Shipyard Application System (CSAS). At this time implementation of MSE has been completed at Southeast Regional Maintenance Center, Jacksonville, Florida; Southwest Regional Maintenance Center, San Diego, California; Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia; Ship Repair Facility and Japan Regional Maintenance Center, Yokosuka and Sasebo, Japan; Forward Deployed Regional Maintenance Center, Naples, Italy; Forward Deployed Rota, Rota, Spain; and Forward Deployed Bahrain, Bahrain.
B. MSE 1.1 implementations are scheduled for Portsmouth Naval Shipyard, Kittery, Maine and Portsmouth Naval Shipyard Detachment, San Diego, California; Naval Submarine Support Facility New London, Groton, Connecticut; Puget Sound Naval Shipyard & Intermediate Maintenance Facility, Bremerton, Washington; Norfolk Naval Shipyard, Portsmouth, Virginia; Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, Pearl Harbor, Hawaii; and Emergent Repair Facility Guam, Santa Rita, Guam.
C. JCAT 2020 provides the computational engine and a fourth generation language (4GL) used to code the Project Scheduling and Sequencing (PSS) application that is part of the MSE 1.1 suites of applications. The PSS system generates the project schedule used by MSE 1.1 applications using JCAT 2020 proprietary 4GL coding created by the Government to develop, modify and maintain the user interface and custom functions.
The PSS application used to schedule ship maintenance availabilities relies completely on the Robbins-Gioia JCAT 2020 platform software to develop, modify/update and maintain the user interface and custom functions of the application code in support of continuing functional needs and to stay ahead of the ever changing cyber security requirements. The servers that this software will reside on have been purchased and are installed at the CEDC awaiting the software. In order to support the implementation and meet the schedule of implementation, these licenses are imperative to the success of this rollout.
Portsmouth Naval Shipyard will be the first shipyard to implement MSE 1.1 beginning in July 2018.
4. IDENTIFICATION OF STATUTORY AUTHORITY:
Page 3 of 7 Pages
Only one responsible source and no other supplies or services will satisfy agency requirements, and Section 4202 of the Clinger-Cohen Act of 1996 and FAR 6.302-1/DFARS 206.302-1.
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
a. Description of events. Between 1994 and 1998 the naval shipyards developed an integrated management suite, CSAS, to replace aging mainframe systems. One component of CSAS was PSS which was adopted as part of a Joint Logistics Service Center project in conjunction with the Air Force, which the Navy was required to participate in. Since then, PSS has been extensively customized to become a core component of the ship maintenance management suite as part of CSAS and has since been expanded to the RMCs in the MSE 1.1 suite of applications replacing CSAS.
b. Justification.
(1) Minimum Government requirements. The Government’s minimum requirement is to purchase licenses for the CEDC to support the MSE 1.1 implementation at the Shipyards.
(2) Proposed sole source contractor. JCAT 2020 is proprietary software and Robbins- Gioia, LLC is the only sole source for the JCAT 2020 software licenses and support.
There are no other resellers for this product.
(3) Discussion regarding cause of the sole source situation. The JCAT 2020 product is the only product that will currently meet NAVSEA 04I, PMO IT requirements because it is the only software which will interact with CSAS and MSE without extensive modification and software development.
(4) Demonstration of unique source. Because Robbins-Gioia is the manufacturer of the software and holds all proprietary rights to the software, only Robbins-Gioia can provide the licenses and support. A review of the marketplace shows there are no other sources that can provide the proprietary software licenses and software support.
(5) Procurement discussion. JCAT 2020 provides the computational engine and a 4GL, proprietary to Robbins-Gioia, that are used to create MSE 1.1. Since MSE 1.1 development was based on the software currently in use the shipyards, no other product is known that can operate with this proprietary 4GL code and provide a compatible programming interface to provide the data processing that meets the CEDC needs to host MSE 1.1 for the naval shipyards.
(6) Impact. MSE 1.1 was developed using JCAT 2020 software to run their standard PSS systems which has been developed using unique configurations that interact with other modules like MAT and COST. Transitioning to a different product would require re-platforming the Data Centers supporting the Naval Shipyard’s, SUPSHIP’s and Regional Maintenance Centers (RMCs) corporate applications developed in MSE
1.1. This duplicate effort would involve coordinating the efforts of several NAVSEA organizations, in addition to an exceptionally high level of effort on the part of the shipyards; in order to re-platform the corporate applications developed in MSE 1.1. It has taken NAVSEA years of planning, testing and training of administrators in order to develop MSE 1.1 and ensure that the transition happens without impacting the mission of the shipyards, SUPSHIP and RMCs. The cost of one day of downtime due to the unavailability of the corporate applications would be over
Page 4 of 7 Pages not including the cost of delays in schedules. Robins Gioia is the only brand that will meet the Government’s requirements for the implementation of MSE 1.1. Thus, it is in the Government’s best interest to purchase the Robins Gioia JCAT 2020 brand name software.
For the redevelopment of the existing PSS application under a different platform with a different vendor product, new hardware would be required to support the newer technology. To obtain any other type of manufacturer’s software would entail a minimum of three years once a replacement software was determined compatible to our needs and reconfiguration efforts at a cost greater than to NAVSEA’s PMO IT and the shipyards.
(7) The new product would have to be modified to interface with existing interface applications which could require the purchase of additional software components.
Training would have to be developed and deployed to the current user community of several hundred people. There would be a period where growth and proficiency in product functionality would be slow. This will encumber projects scheduling updates, and potentially, the project schedule as a whole. Other products are available to sequence and schedule work, but only JCAT 2020 has been configured to interact with the MSE 1.1 suites of applications and has proven to be robust enough to handle the magnitude of work that the shipyards schedule for ship overhauls. As a result, the functionality provided by the Robbins-Gioia software is not available from any other known product on the market and is critical to overhaul operations and business processes, as well as providing the interface between scheduling and planning. The disruption caused by not having an operable scheduling system during a transition to another product would be unacceptable and would require extensive manual work-arounds to sequence and schedule work and meet the data requirements of the interfaces to other MSE 1.1 applications. This software is the only solution that will work for the ship software enterprise and the cost to change to different software could not be offset by any savings through competition.
6. FEDBIZOPPS (FBO) ANNOUNCEMENT/POTENTIAL SOURCES:
PMO IT requires a sole source award to Robbins-Gioia, LLC for its proprietary COTS JCAT 2020 software license and support. A combined synopsis/solicitation for this requirement will be published to the FBO website, as required by FAR 5.2.
7. DETERMINATION OF FAIR AND REASONABLE COST:
A determination will be made by the Contracting Officer that the contract represents the best value to the Government, as defined in FAR 2.101, and results in the lowest overall cost alternative (considering price, special features, and administrative costs) to meet the Government's needs. The Contracting Officer will also determine the pricing information valid for comparative purposes. Certified cost and price data is not required for this commercial item acquisition, in accordance with FAR 15.403-1(b)(3). The Contracting Officer will determine whether the price is fair and reasonable, based on comparison of the proposed prices to historical
Page 5 of 7 Pages and existing prices paid, comparison with commercial price lists, and comparison of proposed price with the independent Government cost estimate.
8. MARKET RESEARCH:
a. Market research was conducted from August 2016 through January 2017 through internet searches, internal discussions, and communication with the OEM. It was determined through market research that Robbins-Gioia, LLC is the only source that can provide the required JCAT 2020 software licenses and support.
b. The first step taken in conducting market research in support of the original JCAT 2020 requirement was to determine if there was any other-than-brand-name software or support that could provide the same or similar solution to the Government. NAVSEA surveyed and tested six products to include: Concerto, Primavera, Microsoft Project, Hewlett Packard Project Portfolio Management, and Artemis 9000. Market research revealed that no other products on the market at this time can currently meet the Government’s needs, without extensive development to allow it to immediately work with MSE 1.1. Based on the market research, JCAT 2020 is the only software product that can meet all of the minimum Government requirements immediately. There are no other products on the market that are similar or compare to the required JCAT 2020 software licenses and support. No current products can provide a family of ‘like’ products to support NAVSEA. Robbins-Gioia, LLC is currently the only contractor capable of providing the Department of Navy with the JCAT 2020 software licenses and support.
c. Market research revealed that JCAT 2020 software licenses and support are only available through the OEM. Market research revealed the JCAT 2020 software licenses and support are not available through a Department of Defense Enterprise Software Initiative Blanket Purchase Agreement, a General Services Administration Federal Supply Schedule or on the National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement V Government-wide acquisition contract. It was found that this software is only available through the open market from the only available source, Robbins-Gioia, LLC. Therefore, this will be a sole source procurement on the open market to Robbins-Gioia, LLC.
