Limited Sources Rationale – Justification and Approval
Subject: N4523A17MP00102
In accordance with (IAW) FAR Part 13.106(b)(1), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, licensing agreements, brand name or industrial mobilization).
Brand-name, proprietary, Redwood Software, Inc.’s Report2Web renewal software support is required for the Norfolk Naval Shipyard (NNS) and Puget Sound Naval Shipyard (PSNS). The period of performance (POP) is a one-year period from January 1, 2017 through December 31, 2017, followed by two (2) one-year options. The procurement will renew the software support provided under purchase order HC1028-16-P-0030, which expires December 31, 2016. The total estimated value, includes the life cycle cost of $135,840.00, with this cost encompassing
$45,280.00 of estimated costs for the base year and each of the option years. Fiscal year 2017
Operations and Maintenance subject to availability of funds were provided under the Military
Interdepartmental Purchase Request numbers N4523A17MP00102 and N4215817MP70048.
Report2Web has been used by NNS and PSNS for several years. Since FY 12, these shipyards have invested in excess of $200K in the current solution. The Navy requires continuation of the support for their software infrastructure and capabilities.
T Redwood Software, Inc.’s Web Based Enterprise Report Portal software is used to access business information using a standard Web browser. The software provides a convenient, secure environment for distributing, viewing, and working with a wide variety of reports within the enterprise.
Redwood Software, Inc.’s Report2Web is used for reporting the shipyards’ procurement process applications for Material Requirement (MRQT) and Material Access Technology (MAT) applications. Users’ request for purchases to support the workforce in overhauling and repairing
Navy vessels are submitted through the procurement application MRQT and with purchase and delivery progress tracked through MAT. Report2Web is a reporting application that processes the reports for purchases submitted through MRQT and MAT.
Per DoDI 8500.2, Control ECSC-1 requires maintenance of software to security configuration standards and Control VIVM-1 requires a process to be in place to address evolving vulnerabilities. In order to meet configuration standards and to respond to potential vulnerabilities in a timely manner in the current threat environment, software maintenance and support is required. Non-compliance with future vulnerabilities affecting the required software support renewal could necessitate discontinuing the use of MRQT and MAT which would cease reporting capability for material requests, purchasing, and delivery to NNSY and PSNS. At this time, there is no other software product that meets this Navy requirement at reasonable cost. Currently, it is not in the best interest of the government to replace the infrastructure of software products.
November and December 2016 governmetn market research reveals that the required software support is not available through a Department of Defense Enterprise Software Initiative Blanket
Purchase Agreement, General Services Administration Federal Supply Schedule, or National
Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement order. A small-business set aside is not applicable to this procurement. Two or more small businesses are not able to provide the proprietary software products, which are only available from the small-business, manufacturer, Redwood Software, Inc. The requirement items are only available to the government through an open-market order. The recommendation is to advertise on FedBizOpps the requirement and government intent to procure this as a sole source order to Redwood
Software, Inc.
Based on documentation provided and to the best of my knowledge and belief, a determination is made that this justification is accurate and complete.
