Memo for Record: Justification and Approval Subject: Sigmatek renewal MIPR No. N3225317MP14048

In accordance with FAR 13.106-1(b)(1)(i), are provided to support the limited source justification for brand name orders with an estimated value exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.

The Norfolk Naval Shipyard (NNSY) and Pearl Harbor Naval Shipyard (PHNS) teams have a requirement for Sigmatek, SigmaNest software and support renewal. This proprietary software support is owned and controlled by Sigmatek. SigmaNest is a CAD/CAM nesting software solution for all major profile cutting and punching machines. The period of performance is December 1, 2016 through November 30, 2017. The July 1, 2017 through November 30, 2017 PoP is an option on the base year due to the customer not having funding for that clin yet. There are two one year option periods also. The estimated life cycle cost is $33,102.80, and includes the estimated contract cost for the based year of $4,949.10 at the start and $3,147.30 when the July PoP starts, and the option year one and two costs respectively of $12,503.10 each. The Military Interdepartmental Purchase Request (MIPR) funding document N3225317MP14048 will be used for this procurement. The applicable NAICS for this requirement is 541519, $27.5 million sales standard.

This software and support is critical to NNSY and PHNS missions. SigmaNest is a CAD/CAM nesting software solution for all major profile cutting and punching machines. It converts drawings to machine code for cutting and punching material used to repair and overhaul Naval

Sigmatek software has been used by the Navy for several years. Since FY 12 the Government has invested in excess of $32K in the current software and support. If these items are not purchased, alternative software would have to be purchased and installed. Users would have to be trained on new software and existing projects that are formatted and saved to SigmaNest would have to be converted to the new software or reworked from the beginning. The cost for training and conversion of software would cost the government in excess of $25,000.00.

SigmaNest has been determined to be the best long term solution for CAD/CAM nesting software and has been used by the naval shipyards for several years. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements.

Sigmatek, the software manufacturer, has confirmed that they do not authorize resellers to provide the required software and support items, and that the items are only available through an open market order. Sigmatek is classified as a small business. The government intends to award to Sigmatek. The solicitation will be posted to FedBiz Opps. There is no other manufacturer product that can satisfy the requirement needs of the agency.

Based on documentation provided and to the best of my knowledge and belief, a determination is made that this justification is accurate and complete.
