Memo for Record Justification
Subject: N4523A17MP00012
In accordance with (IAW) FAR Part 13.106(b)(1), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, licensing agreements, brand name or industrial mobilization).
Puget Sound Naval Shipyard (PSNS) has a requirement to purchase ESI North America
Welding Simulation Solution software support. The period of performance is October 10, 2016 through October 09, 2017 with two 1 year option periods. This procurement will continue software support that was previously procured under contract HC1028-16-P-
0002, which expires October 09, 2016. The North American Industrial Classification
Code is 511210, Software Publishers with a size standard of $38.5 million.
ESI North America Sysweld software is the only known physical-based finite element weld modeling and simulation tool. It simulates arc welding and laser welding processes including complex weaving patterns, accounts for heat transformation in metallurgical phase transformations, and calculates residual stresses locally and throughout large welded structures. It models welds for a wide range of naval materials, including steel alloys, aluminum, copper, nickel and titanium.
As previously mentioned, Sysweld is unique in its ability to readily model metallurgical phase transformations and calculating optimum weld pass sequence for microstructure and residual stresses in complex structures. Distinct from other commercial simulation applications, Sysweld has an integral database of commonly deployed naval material and properties. Sysweld also has a broad user base in Navy and with Navy Contractors.
Any software loaded on to the shipyard network is required to be maintained. If the software is not maintained, it would have to be de-installed and the shipyard would not be able to use.
Sysweld software has been used by PSNS for several years. Since 2013 the Government has invested substantial amount of funding in the current Sysweld solutions. Award to any other source would not be possible, as ESI North America is the only source that can provide the required support. Sysweld support is the only solution that can provide the required capability that will meet the needs of PSNS.
