Rationale for Brand Name Justification Subject: FARO 3D X330 Laser Scanner & Scene Software & Licenses Funding Document No.: N4523A16MP00225
The following paragraphs, in accordance with Federal Acquisition Regulation Part 13.106-1(b)(1)(i), are provided to support brand name limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.
The purpose of this procurement is to provide brand name, FARO 3D X330 Laser Scanner & Scene software and licenses for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The total estimated amount of this firm-fixed price procurement is_______. Fiscal Year 2016 Operation and Maintenance funds have been provided on MIPR N452316MP00225. The applicable North American Industrial Classification System Code is 541512.
The required FARO scanner is used to survey a space to document and create a 3D model. The model is used in simulating tight spaces for engineering purposes, as well as training purposes.
The FARO scanner is currently in use at this command and this is an additional purchase of scanners already in use. By purchasing the same brand scanner and related software the government is ensuring uniformity, backward-compatibility, and continuity with scanning projects already started by Code 2300. This purchase will also allow PSNS & IMF to maximize utilization of rapidly developing industry technology. Since 2012, PSNS & IMF has spent approximately $9,300.00 on Faro hardware and software. The continued use of the FARO scanner and related software will allow PSNS & IMF to maximize utilization of rapidly developing industry technology.
Buying another brand would cause significant rework to ensure collaboration between departments. No other brand name of equipment will provide the ability to provide uniformity, backward compatibility, and continuity with the projects already started. If another product was procured, it would cost approximately $90,000 to replace the existing equipment and software. Therefore, acquiring and using other materials are inefficient and costly and is not in the best interest of the customer, government, or taxpayer. Faro Technologies, Inc., is the only known source that can satisfy the Government’s requirements.
Based on the documentation provided by MSSD, the recommendation is to procure this action as a sole source procurement to FARO utilizing open market procedures.
