Memo for Record Justification Subject: 10885003 Scalable Networks Technology Maintenance for PM WIN-T
The following paragraphs, IAW FAR 13.106-1(b)(1)(i), are provided to support Brand Name limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.
Type of Action: Firm Fixed-Price Contract Competition Status of Procurement: Sole source procurement to Scalable Network Technologies, a small business, on the open market.

The purpose of this procurement is to procure, brand name, commercial off-the-shelf, Scalable Network Technologies EXata Network Simulation software support for Program Manager (PM) Warfighter Information Network – Tactical (WIN-T). It is anticipated that this procurement will be Sole source procurement to Scalable Network Technologies on the open market. This procurement will perpetuate existing coverage under contract HC1028-15-P-0147, which expires on June 26, 2016. The period of performance is for 1-year, estimated to begin on June 27, 2016 through June 26, 2017 with an estimated price of REDACTED. Fiscal Year 2016, Research, Development, Test and Evaluation funds have been provided for this procurement under Military Interdepartmental Purchase Request Number 10885003. The applicable North American Industrial Classification System code is 511210, Software Publishers, with a $38.5 million size standard.
WIN-T Inc. 3 develops the Network Operations (NetOps) software to meet the Army’s Network Convergence goals. NetOps provides the monitoring, control, and planning tools to ensure management of the voice, data, and internet transport networks. The NetOps software will also provide information assurance and network centric enterprise services. This allows for seamless integration of the tactical network planning, management, monitoring, and defense for the Signal staff. These NetOps improvements simplify the management of the network and increase the automation of tools and reporting. The developed NetOps software enhancements will be provided as a technical insertion to WIN-T Increments 1 and 2 for fielding and support. EXata software and the Joint Network Emulator (JNE) library will be used for emulating the same Joint Tactical Radio System (JTRS) radios in a development and test environment that the WIN-T NetOps software will be monitoring, controlling and planning for in the field.
EXata network emulation software is the only emulation engine that the JNE library will currently operate on. EXata software mimics the functions of a real tactical radio network so that it appears, interacts, and behaves like the real network. The emulator provides an exact, high quality, reproduction of external behavior so that the emulated system is indistinguishable from the real system. An emulator provides a cost-effective method of evaluating new network technologies before actual systems or networks are built. The JNE library provides the EXata emulation software with the ability to mimic JTRS radio networks using JTRS waveforms. EXata and the JNE library is currently the only emulation software that can be used for JTRS waveform and JTRS based radio simulation. The JNE library running on EXata network emulation software emulates one or more JTRS based radios. This allows the program to simulate hundreds of JTRS based radios in a simulated virtual environment to test the impact of new equipment on established policies and procedures and the effects of interaction with other equipment, without executing full scale live exercises. The JNE software is a library of communications models and interfaces built on top of Scalable Network Technologies’ EXata emulation platform. Software support consisting of technical support, as well as minor and major software updates, are required for the products supported by Scalable Network Technologies. Only Scalable Network Technologies can provide the required software support. There is only one responsible source, and no other supplies or services will satisfy agency requirements; this acquisition requires the proprietary purchase of EXata software support from Scalable Network Technologies. At this time, WIN-T operating environment includes the brand-name software, Scalable Network Technologies, and it is not economically feasible to deviate from the currently installed proprietary environment. No other contractors or distributors can legally obtain access to the software nor make duplicate copies, since copyrights and patent laws protect it. Scalable Network Technologies owns all proprietary rights to the source code.
Market research determined EXata software support is not available on any current blanket purchase agreement, National Aeronautics and Space Administration Solutions for Enterprise- Wide Procurement, or General Services Administration Schedule contract. It is recommended that this requirement be awarded via open market to Scalable Network technologies, a small business, the only known source.
Based on this justification provided by the PM WIN-T, the requirement shall be a Sole source procurement to Scalable Network Technologies, a small business, on the open market.
