Limited Sources Rationale Subject: DJHMZ60006
The following paragraphs, IAW FAR 13.106-1(b)(1)(i), are provided to support Brand Name limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.
The purpose of this procurement is to provide Joint Force Headquarters – Department of Defense Information Network (JFHQDODIN) and the DISA Command Center (DCC) software support renewal of existing licenses and purchase of additional licenses for ThreatConnect Team Edition Public Cloud. The total estimated amount of this procurement is The North American Industrial Classification Code is 541519 with a size standard of 150 employees. This procurement will be funded by Operations and Management funds under Military Interdepartmental Purchase Request number DJHMZ60006. The period of performance will be July 1, 2016 through June 30, 2017.

ThreatConnect provides mission support to Indicators and Warnings (I&W) tasks that currently align with the DISA mission. In addition, ThreatConnect allows for the analysts to organically grow their own data and become the originators of reporting to support other DISA mission tasks. Lastly, ThreatConnect provides the ability to connect with organizations on the threats they are seeing in real time which fosters and analytical working relationship. ThreatConnect also provides aggregate intelligence from multiple sources both structured and unstructured which other platforms do not do.
ThreatConnect has an established community of users that can share information as well as a comprehensive platform for continuous monitoring.
ThreatConnect is critical to the JFHQDODIN mission. Without ThreatConnect licenses and support, cyber security will be negatively impacted and analysts will not be able to respond and comprehensively monitor threats. The government has invested to date on ThreatConnect software and if not renewed this investment would be lost.
Government market research, which was completed in May 2016, confirms the software product is not available through the Defense Enterprise Software Initiative Blanket Purchase Agreement, General Services Administration Federal Supply Schedule or the National Aeronautics Space and Administration contract vehicles, and is only available via an open market order. Therefore, the requirement will be synopsized as a small business set aside on the Federal Business Opportunities website and the solicitation will be emailed to ThreatConnect and Federal Defense Solutions (small businesses).
