In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

Period of Performance: August 13, 2016 – August 12, 2017 The applicable North American Industry Classification System code is 541519, Other Computer Related Services ($27.5 million).
The nature of this action is to procure proprietary brand name, commercial off-the-shelf (COTS) Opsview software maintenance to support the DISA Domain Name System (DNS) User Experience Monitoring (UEM) system. This procurement will be awarded as a firm-fixed-price (FFP) delivery order to an authorized reseller of Opsview, the original equipment manufacturer (OEM), via open market advertisement of FedBizOpps. This requirement will perpetuate existing coverage under delivery order REDACTED which expires on August 12, 2016.
Opsview is the DISA UEM software solution developed to enhance situational awareness for DNS users, administrators, and network security personnel. Opsview support provides DISA with certified, tested open source software that is fully supported by a professional support team. Support also provides access to additional functionality provided by Opsview Modules, access to the Opsview product manager to influence the product roadmap, and the ability to sponsor new feature development. It is imperative that DISA maintain access to the most stable, scalable, and supportable versions of Opsview. Obtaining early notification of vulnerabilities and patches is critical to ensure UEM, as a core component of the DISA and DoD DNS infrastructure, operates securely and reliably.
