3. DESCRIPTION OF SUPPLIES/SERVICES:

Page 2 of 5 Pages

a. The objective of this contracting effort is to procure ISPW Base software. ISPW Base software is a Data Base 2 (DB2) based, all-in-one Enterprise Software Change

Management (eSCM) product. DB2 is a Relational Database Management Systems

(RDBMS), designed to store, analyze and retrieve the data efficiently. This manages a mainframe operating system, z/Operating System (z/OS), and open systems applications in one solution. ISPW is a comprehensive software change management (SCM) product that replaces the current software, as well as older products that USMC currently uses.

ISPW will provide both mainframe and distributed cross-platform application deployment and cooperates with local versioning tools like Subversion, Concurrent

Versions System (CVS) and Polytron Version Control System (PVCS). The ISPW is a solution for both mainframe and distributed applications providing large Mainframe, Windows, and Open Systems installations with end-to-end software change management.

It delivers improved synchronization, visibility and control at every stage of the application process while maximizing developer productivity. This solution saves time and reduces failed changes by automating processes and eliminating points of failure.

ISPW has a z/OS based server, and three thin client interfaces: a traditional 3270 interface for mainframe developers, a browser interface for supervisors and approvers, and a Graphical User Interface (GUI) or interface based on the Eclipse open source framework. User friendliness and productivity are ISPW additional benefits, along with a unique tools integration capability. ISPW will enable the USMC-TSO to implement a single integrated Release Management process for all mainframe Software Development

Life Cycle activities, which will reduce administration and maintenance requirements, simplify process documentation, and improve audit readiness. It will eliminate three currently used products, thus reducing the number of required software products.

Additionally, the product is extendable to the mid-tier environment that is requiring the additional components, which are requested in this software requirement. This software will result in an enterprise wide single integrated Resource Management solution, with potential for additional Software reductions.

b. Additionally, ISPW can create a single point of control by deploying Mainframe, Windows and Unix components to runtime servers with one command. By interfacing with industry leading distributed versioning tools, all of an application's source and executable components can be stored centrally, so they're automatically included in site-wide disaster recovery procedures. Automation streamlines the entire change process, eliminating manual steps and getting maintenance and new systems into production faster. ISPW can be fully integrated with distributed versioning tools, it can protect all the current investments in the previous technology as the current structures and code are smoothly migrated to ISPW. Furthermore, ISPW typically requires 50% less human resources, as many manual processes are automated, and the need for external consulting is eliminated.

c. A description of the requested products for this renewal is listed below:

4. IDENTIFICATION OF STATUTORY AUTHORITY:

Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(c)(1). (FAR 6.302-1/DFARS 206.302-1)

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:

(a) Description of events.

In June 2015 the USMC requested that DISA, procure an all-in-one Enterprise

Software Change Management (eSCM) product software for 200 user’s and a site license for the Eclipse GUI and Browser/Mobile Interface. The service provider would then deploy the software for use on IBM mainframe Logical Partition (LPAR) for use by both LPAR’s MSF and MSB. Most importantly the software must incorporate the ability to support all the types of configuration items (Job Control

Language (JCL), Common Business Oriented Language (COBOL), Natural, DB2, Unix System Services (USS), etc.) utilized by USMC-TSO managed systems programmers; which is required to enhance the USMC TSO program that has been in use by the USMC for 20 years. By implementing the ISPW brand name software, it will allow a single cross-platform Release Management solution. ISPW will enable the USMC-TSO to implement a single integrated Release Management process for all mainframe Software Development Life Cycle activities, which will reduce administration and maintenance requirements, simplify process documentation, and improve audit readiness. This is the only software found that will allow a single cross platform release management solution, which is compatible with current infrastructures and provides upgrades for the current products, as required by the government. ISPW’s software was found to provide the most economically feasible solution to satisfy the government’s requirements.

(b) Justification.

(1) Minimum Government requirements. The minimum government requirement is for the software as identified in section 3. above.

(2) Proposed sole source contractor. ISPW Benchmark Technologies is the OEM of the required, proprietary, brand name ISPW Base software and is the only known source capable of satisfying the Government’s requirement.

(3) Discussion regarding cause of the sole source situation. Only ISPW Benchmark

Technologies LTD, the OEM, can satisfy this requirement. ISPW Benchmark

Technologies owns the copyrighted source software with all legal rights, privileges, and ownership contained therein. No other source may legally modify or change the

Page 4 of 5 Pages software, nor would they have access to the source code to do so. Additionally, no other contractor or distributor can make duplicate copies because copyright and patent laws protect the ISPW Benchmark Technologies products.

(4) Demonstration of unique source. As referenced above, the ISPW Base software is proprietary to ISPW Benchmark Technologies LTD. ISPW Benchmark Technologies is the only provider of the ISPW Base software that can satisfy this requirement.

(5) Procurement discussion. Currently, DISA has invested $11 million into the USMC program. USMC has been working with DISA for the last 20 years to support their

Information Service needs. It is necessary to procure this requirement to ensure that the USMC services are sufficiently supported. With the single cross platform release management solution, this will reduce administration and maintenance requirements, simplify process documentation, improve audit readiness and enable 200 end users to perform their jobs more efficiently. ISPW software was the only product found that provided the single cross-platform Release Management solution.

(6) Impact: Without the required software, DISA will be unable to efficiently support the

Marine Corps Total Force System, the pay and personnel system used by the USMC.

Not procuring this software would result in loss of the current investment in software and infrastructure costs, plus mainframe processing costs and management costs.

Additionally, no other solution can provide a smooth transition from large mainframe, Windows, Open Systems installations with end-to-end software change management as ISPW provides. ISPW will enable the USMC-TSO to implement a single integrated Release Management process for all mainframe Software Development

Life Cycle activities, which will reduce administration and maintenance requirements, simplify process documentation, and improve audit readiness. ISPW Base software is compatible with the current infrastructures will allow collaboration faster than using another solution. A characteristic that ISPW base software can provide that no other software is the single Cross-Platform Release Management solution that will incorporate the ability to support the required types of Configuration Items (JCL, COBOL, Natural, DB2, USS, etc.) utilized by USMC-TSO managed systems programmers.

6. FEDBIZOPPS ANNOUNCEMENT/POTENTIAL SOURCES:

A synopsis/solicitation for this requirement will be published on the FEDBIZOPPS website, as required by FAR Subpart 5.102(a)(1) using Subpart 12.6 -- Streamlined Procedures for

Evaluation and Solicitation for Commercial Items.

7. DETERMINATION OF FAIR AND REASONABLE COST:

The Contracting Officer will make a determination that the anticipated cost to the government is fair and reasonable, based on comparison of commercial list pricing and comparison of the independent government cost estimate (IGCE). A determination will be made that the contract represents the best value to the government and results in the lowest overall cost to meet the government’s needs. Certified cost and price data is not required for this commercial item acquisition in accordance with FAR 15.403-1(b)(3).

8. MARKET RESEARCH:

(a) In the research phase of this project DISA reviewed the requirements, compared products from other manufacturers and arrived at the proposed solution. In the analysis, 5 similar products were compared, and ISPW was selected as the best overall solution. The product selection was based on the comprehensive results of an evaluation which included multiple absolute and enhancing requirements. They utilized third party information in order to reduce the number of considered products to a manageable amount. The product themselves were analyzed with no consideration given to who sells the product, because the actual seller has no bearing on meeting functional requirements. The analysis concluded the ISPW was the only solution found to be compatible with the existing infrastructure, provide a single cross-platform Release Management solution, and has the ability to support all types of

Configuration Items (JCL, COBOL, Natural, DB2, USS, etc.) utilized by USMC-TSO managed systems.

(b) Based on current market research conducted, it has been determined that only the aforementioned brand-name product and/or product support, ISPW Software, can fully support the Governments need. This requirement is for proprietary products and/or product support and no competitor functional replacement products exist in the market at this time to meet the Government's need. Market research revealed that the

ISPW Base software is not available on any existing government contract vehicles.

Therefore, it is recommended that this requirement be awarded via open market to

ISPW Benchmark Technologies, a small business, the only known source of the required ISPW Base software.
