Justification Memo for Record (MFR) Subject: N4215816MP60003 - Inventory Locator Service, LLC Subscriptions In accordance with FAR Part 13.106-1(b)(1)(i), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only once source reasonably available (e.g. urgency, licensing agreements, brand name, or industrial mobilization).
The Naval Sea Systems Command (NAVSEA) is requesting the purchase of Inventory Locator Service's Database Subscription service and support for four separate Naval Shipyards (Norfolk, Puget Sound, Portsmouth, and Pearl Harbor). The Period of Performance (PoP) of the 3-month base period is October 1, 2015 through December 31, 2015. The PoP of the 1-year option period is January 1, 2016 through December 31, 2016. The proposed acquisition is for continuation of support previously provided under contract N00189-15-F-Q004, which was awarded to Inventory Locator Service and expires on September 30, 2015.
Inventory Locator Service, LLC provides databases designed to make complex, hard-to-find Government data easy to read and navigate. The information is displayed in a user friendly format, which allows the user to link to more detailed information. The Inventory Locator Service database lists: supplier inventories, overhaul capabilities, company services provided, as well as company catalogues, and vendor profiles. This enables buyers to find parts within seconds worldwide. Buyers can then also research the vendor companies, and contact them directly through the Inventory Locator Service system.
This is a renewal of an existing subscription which the Naval Shipyards have invested in excess of $400,000 for the subscriptions, as well an estimated $122,500 in training over the last 4 years. Having these logistical databases provided in one collection available under a single user name and password saves the government time and money in both the ease of use and proficiency of individual users, as well as administratively by limiting the number of computer programs which have to be maintained.
The Inventory Locator Service is complementary to the Haystack database service provided by another vendor and also currently in use at all Shipyards. The Inventory Locator Service database offers a Government Suppliers Listing Program. When a user determines the correct part number/stock number needed through their log tool (Haystack), they want to know where to buy that item if it is not available through DLA or internal sources. Inventory Locator Service puts buyers and sellers together. The seamless link (turbo link) brings them into ILSmart, where actual on-the-shelf sources of parts are provided and a request for quote system to contact the suppliers within Inventory Locator Service is provided. Certain Inventory Locator Service suppliers meeting specific requirements may G-List and Inventory Locator Service database provides this G-List. These companies have a CAGE Code and are currently CCR registered, accept Government credit cards, guarantees that their material will be shipped within 72 hours on receipt of a credit card. These suppliers are displayed first on all Government responses. This tool allows for a short turnaround to obtain hard- to-find parts or service in support of Nuclear Submarine Overhauls.
Market research indicates that this requirement cannot be set aside for small business. DITCO intends to issue a sole source award to Inventory Locator Service LLC, a large business. A solicitation with a notice of intent to award a sole source contract will be advertised on FedBizOpps (FBO) and sent directly to Inventory Locator Service requesting an open market quote. Inventory Locator Service, the Original Equipment Manufacturer (OEM), is the sole source provider of the software subscriptions as they do not allow authorized resellers. The proposed acquisition is for continuation of work currently being performed by Inventory Locator Service.
Based on documentation provided, a determination is made that this justification is accurate and complete to the best of my knowledge and belief.
