Limited Sources Rationale Subject: Opsview Inc. Renewal Gold Software Maintenance and Support Funding No.: CMTMA3152175

In Accordance with FAR Part 13.106-1(b)(1)(i), the contracting officer may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only once source reasonably available, e.g. urgency, licensing agreements, brand name or industrial mobilization.

Defense Information Systems Agency (DISA) Infrastructure Development Directorate- Network Services Division has a requirement to procure Commercial Off-The-Shelf (COTS) renewal of maintenance for Opsview Inc. Network Monitoring Software (1 year, Gold) and associated support. This software is driving the development of the Domain Name System (DNS) User Experience Monitoring (UEM) solution. The period of performance is August 13, 2015 through August 12, 2016. The applicable NAICS code for this procurement is 541519 “Other Computer Related Services” with a size standard of $27.5 million.

Opsview is the DISA UEM software solution developed to enhance situational awareness for DNS users, administrators, and network security personnel. Opsview maintenance provides DISA with certified, tested open source software that is fully supported by a professional support team. Maintenance also provides access to additional functionality provided by Opsview Modules, access to the Opsview product manager to influence the product roadmap, and the ability to sponsor new feature development. It is imperative that DISA maintain access to the most stable, scalable, and supportable versions of Opsview. Obtaining early notification of vulnerabilities and patches is critical to ensure UEM, as a core component of the DISA and DoD DNS infrastructure, operates securely and reliably. The only method to obtain certified versions of the Opsview code base is with Opsview software maintenance and support.

Based on the documentation provided, a determination is made that this justification is accurate and complete to the best of my knowledge and belief.
