Memo for Record Justification Subject: N6600115MP00134
The following paragraphs, in accordance with Federal Acquisition Regulation Part 13.106-1(b)(1)(i), are provided to support sole source limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.
The purpose of this procurement is to provide brand name, Alertus Notification System, software to support the Joint Base Anacostia-Bolling (JBAB), Building 1.
Type of Action: Firm Fixed-Price Delivery Order
Type of Funding: Defense Working Capital Funding
Year of Funding: FY 2015
Period of Performance: Date of award through 1 year
Space and Naval Warfare Systems Command Pacific has been tasked by Naval Facilities Command (NAVFAC) to design, develop, integrate, demonstrate, and test a Giant Voice (GV) Mass Notification System (MNS) Integration solution, which integrates two dissimilar GV systems so that they can both be controlled from one Navy Marine Corp Intranet (NMCI) workstation through an Alertus Beacon, Server, and Text-to-Speech (TTS) Module. This ensures any NMCI workstation, with the proper credentials, has the ability to control two different Giant Voice systems, using the Alertus Beacon and TTS Module, by sending text-to-speech messages. The GV MNS is a life-saving emergency notification system which supports JBAB.
The Alertus Beacons, Server, and TTS Module was purchased in 2014. This purchased covered the required hardware and hardware support for the installation of the Alertus Beacons, Server, and TTS Module. In order to use the Alertus Bacon, Server and TTS Module, Alertus software must be purchased, installed, and activated. No other software will meet the government’s requirements. Only the Alertus software will interface with the current Alertus hardware and equipment.
Failure to procure the required Alertus software would result in a loss on initial investment in the Alertus Beacon, Server, and TTS Module. In addition, not procuring the required Alertus software would result in the JBAB not being able to fully install and operate the GV MNS which could result in JBAB not receiving the life-saving notifications which would be catastrophic to the individuals on JBAB and could result in loss of life.
Market research performed in March 2015 confirms the proprietary Alertus software is only available from the original equipment manufacturer (OEM), Alertus Technologies, LLC. The OEM does have one authorized reseller, Sherman Consulting, a small business. As such, the recommendation is to procure this requirement as a sole source requirement to Sherman Consulting. A notice of intent to award a sole source contract will be posted on FedBizOpps and a request for quote will be provided to Sherman Consulting requesting an open market quote.
Based on the justification provided by the Navy, a determination has been made to procure this brand name requirement utilizing open market procedures.
