Memo for Record Justification Subject: ChemLMS Software Support Renewal

The following paragraphs, in accordance with Federal Acquisition Regulation Part 13.106-1(b)(1)(i), are provided to support brand name limited source justification for proposed orders exceeding the micro-purchase threshold, but not exceeding the simplified acquisition threshold.

The purpose of this procurement is to provide sole source, ChemLMS software support renewal for Portsmouth Naval Shipyard, Norfolk Naval Shipyard, Puget Sound Naval Shipyard and Pearl Harbor Naval Shipyard. The period of performance of April 1, 2015 to March 31, 2016. The North American Industrial Classification Code is 541519 with a size standard of $27.5 million.

The Program Management Office – Information Technology (PMO-IT), SEA 04I is the Project Manager for the Laboratory Information Management System (LIMS). Currently LIMS is operating with customized HP ChemLMS processes running on a HP-9000 server running UNIX. Significant customization has been completed to allow a Windows NT Client process, QC Client to operate with LIMS. As part of Depot Maintenance Systems, Navy Laboratories have requirements to modernize industrial laboratory management capability, incorporate state-of-the-art process modeling and become, then remain, fully certifiable and compliant to state and federal governing standards. In order to maintain integrity and functionality of the program, software maintenance support is required. The shipyards have invested approximately $308,000.00 in software and maintenance support since FY-12.
