The following have been modified:

Attachment J6 – Q and A is hereby incorporated into RFP HC1028-15-R-0017:

1. 6.6 Task 6 - Certification Requirements: This section is not currently being evaluated in the technical subfactors in Section M - Evaluation Factors for Award. Additionally, the current certification requirements state that “All technical support personnel will be at a minimum BMC BladeLogic Certified Operator(s) preferred BMC BladeLogic Expert Certified.”

Can a contractor be a Bladelogic Certified Professional which reflects the latest certification provided by BMC, instead of Operator?

All technical support personnel must be at a minimum BMC BladeLogic Accredited Administrator and either BMC Bladelogic Certified Professional or preferred BMC BladeLogic Certified Expert.

2. Can you please include submission instructions (page limits, font size, electronic delivery to a specific email address and so on)?

The offeror must submit its written quote in electronic format as outlined below. The offeror shall make every effort to minimize the amount of data submitted as part of the quote. The proposal shall be submitted in two parts listed below:

Volume 1 –Technical Proposal- (No Page Limit)
Volume 2 – Price Proposal - (No Page Limit)

3. Can you please clarify whether FBO solicitation #HC1028-15-R-0017 is for a renewal or for the purchase of new licenses?

This requirement is for “Software as a Service” (SaaS) Access and Security Configuration Control (ASCC) that is implemented using BMC Bladelogic Software in support of the Defense Information Systems Agency (DISA). No licenses are being renewed or purchased as this is SaaS.

4. We understand the government’s desire to have the offeror be a certified BMC partner who is authorized to resell the BMC BladeLogic software. Would the government deem the offeror technically acceptable if they have a certified BMC partner as a subcontractor who is an authorized reseller on their team and BMC were to substantiate that the team member was an authorized reseller of BMC BladeLogic?

The offeror must be the certified BMC partner authorized to resell the BMC BladeLogic software. The government will deem the offeror technically unacceptable if they have a certified BMC partner who is an authorized reseller on their team, but the offeror themselves is not a certified BMC partner authorized to resell the BMC BladeLogic software, even if BMC was to substantiate that the team member was an authorized reseller of BMC BladeLogic.
