This action is for a modification to extend contract GS-35F0180J, task order HC1028-08-F-2638 with Analytical Services, Inc. (ASI), a large business (under NAICS 541519), to continue existing services for Enterprise Systems Management (ESM) Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration. Said extension shall not exceed $415,353.20, and the effective period of performance will be two months (1 April 2012 – 31 May 2012), plus one (1), one-month option (1 June 2012 – 30 June 2012). The place of performance will be at Maxwell AFB, Gunter Annex, AL.

Said modification shall contain both Firm-Fixed-Price (FFP) and Cost-Reimbursable (CR) line items (CLINs), and will be funded by Operations & Maintenance (O&M), FY12 Defense Working Capital Fund (DWCF).

3. DESCRIPTION OF SUPPLIES/SERVICES: (FAR 8.405-6)(c)(2)(iii)

Page 2 of 4 Pages

Existing contract GS-35F0180J, task order HC1028-08-F-2638 was awarded to ASI with a ceiling of $3,780,519.36. The contract was issued as Time & Materials (T&M) with DWCF for O&M and later converted to a Firm-Fixed Price (FFP) task order.

Awarded as a competitive General Services Administration (GSA) Information Technology (IT) Schedule 70, Special Item Number (SIN) 132 51 - Information Technology Services, the original ordering period was 1 October 2008 – 30 September 2009, with two (2), one-year options.

Subsequently, contract clause FAR 52.217- 8, “Option to Extend Services”, was invoked furthering the performance period of the contract to 31 March 2012. In the interim, a competitive Alliant Small Business (ASB) Government-Wide Acquisition Contract (GWAC) Request for Quote (RFQ) was issued for a follow-on vehicle. The Source Selection Team for the follow-on contract is in the midst of the evaluation process; hence, in order to preclude a lapse in support, a modification to extend the contract is required.

The ESM Branch provides planning, budgeting, development, acquisition, implementation, testing, technical direction and computer engineering support to the Systems Management Centers (SMCs) and DECCs using Linux, Unix and Windows OS operating systems and various other software products. The ESM Branch provides mid-tier enterprise software support, planning, costing, design, development, acquisition, implementation, testing, benchmarking, performance measuring, certification, technical direction and life-cycle support. The existing task order provides executive software systems analysis, systems administration, problem identification, problem resolution, product testing, software development, implementation, and integration capabilities to the ESM Branch at Maxwell Air Force Base, Gunter Annex AL which will be used to support and assist the ESM Branch supporting DISA open system environments and legacy transitions.

This extension will avoid a break in services and continue essential services to support the ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration for DISA ESD. Without these essential services, The modification to extend the contract will continue to support DISA ESD ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration mission.

The extension shall not exceed $415,353.20 and the effective period of performance will be two months (1 April 2012 – 31 May 2012), plus one (1), one-month option (1 June 2012 – 30 June 2012). The total estimated lifecycle cost for this action is:

Two-month extension - 1 April 2012 – 31 May 2012

$275,068.80 – Labor $1,833.34 – Travel

One-month option – 1 June 2012 – 30 June 2012

$137,534.40 – Labor $916.66 – Travel

Extension total $412,603.20 – Labor $2,750.00 – Travel $415,353.20 – Total Lifecycle Cost of Extension

4. IDENTIFICATION OF STATUTORY AUTHORITY and DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS: (FAR 8.405-6)(c)(2)(iv). Only one source is capable of responding due to the unique or highly specialized nature of the supplies or services.

(FAR 8.405-6 (a)(1)(i)(B)).

ASI is logistically postulated to provide the core expertise and personnel under the pressing circumstances realized by DISA ESD. In regards to the required technical and experience qualifications, ASI has been providing critical support to accomplish CSD’s mission since October 2008. Consequently, ASI is inimitably familiar with all facets of the programme, and retains the knowledge of the effort to provide continued essential ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration effective immediately. This requirement provides essential services to support DISA’s mission and continuing these services is required to ensure execution of these requirements. It is necessary to have continuity of support of these services until the re-compete contract is awarded.

Most notably, however, is the fact that ASI is currently under contract (ref. aforementioned HC1028-08-F-2638) with DISA to provide this exact support. No other contractor has the specific ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration knowledge or experience to provide the immediate level of effort this extension demands. Therefore, ASI is unique in that they are the only vendor able to perform this effort and execute the requirement at the present time without the Government assuming an unacceptable level of risk. Specifically, awarding a contract to a non-incumbent would require an appropriate transition such that the new contractor could retain qualified personnel able to execute at the expected performance level immediately. Moreover, the Government does not maintain the confidence that a non-incumbent could assemble a qualified team in time to preclude a gap in service.

ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration services are required to ensure uninterrupted access to conduct information operations, leverage information technology and provide network-centric support required for the joint command, control communications and computing war fighting capabilities. Failure to meet these requirements could jeopardize DISA ESDs mission and therefore endanger the lives of those individuals leveraging the service – a predicament DISA ESD cannot accept.

The ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration programme is in the midst of a ASB GWAC, competitive acquisition process for a permanent support task order, and this extension shall afford the requisite time to complete that process and allow time for a reasonable transition if necessary. Accordingly, the extension is required due to unanticipated delays in the acquisition process which has threatened a break in service if this modification is not awarded. As the details of the follow-on acquisition remain

“Source Selection Sensitive” per the FAR, the team is unable to provide greater granularity at this time. However, the team is confident a two-month extension, plus a one-month option is sufficient to conduct and conclude a legal and meaningful source selection.

5. BEST VALUE DETERMINATION: (FAR 8.405-6)(c)(2)(v))

GSA cannot determine the level of effort or the mix of labor categories for an Agency’s requirements. Discounted GSA rates will be requested. Based on the current contract costs and published labor categories and rates for similar services, the contracting officer has adequate information to ensure that the costs to the Government will be fair and reasonable. The contracting officer will make a determination that the anticipated cost/price is fair and reasonable. The Government has determined this acquisition method represents the best value to the government.

6. MARKET RESEARCH: (FAR 8.405-6)(c)(2)(vi)).

The Government’s market research determined that ASIS is the only firm capable of providing immediate and reliable support at the Government’s required level of effort. Contracting with another firm at this time could jeopardize the Government’s mission to provide comprehensive ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration to critical users in a timely fashion. Failure to employ a knowledgeable and capable company immediately could result in a suspension of an essential communications capability. The Government has determined that the latter is not acceptable, and thus contracting with an unknown entity is not in the Government’s best interest at this time.

7. ANY OTHER SUPPORTING FACTS. (FAR 8.405-6)(c)(2)(vii)).

ASI is well versed in the requirements for ESM Support and Executive Software UNIX Computer Systems Integration, Analysis and Administration, and has personnel ready and able to perform on this contract effective immediately.

8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: (FAR 8.405-

6)(c)(2)(viii)).

A competitive follow-on RFQ, to the current contract GS-35F0180J, task order HC1028-08-F- 2638, was released to the ASB GWAC vendors (restricted competition: ASB GWAC) on 17 January 2012, who opted-in from an RFI posted to GSA e-buy on 8 December 2011. The follow-on is currently under the Source Selection Process where adequate competition was achieved, and consequently multiple quotes received.
