A4 – There was no bid tabulation for last year.

A5 – No.

A6 – Bonding is not required. However contractor insurance is required; reference FAR Clause 52.228-5.
Q7 – Is this a new or existing contract?
A7 – This is a new requirement for an existing contract.
Q8 – If existing contract, what is that contract number, incumbent, duration, and value of the previous award?
A8 – Contract numbers are HC1019-15-C-2010 and HC1019-16-C-2001. Duration was two years. Incumbent is stated in question 2. No contract values will be disclosed.
Q9 – Ref: 12.1 Facility Security Clearance. The work to be performed under this contract is up to the Top Secret level. Therefore the company must have a final Top Secret Facility Clearance (FCL) from the Defense Security Service(DSS) Facility Clearance Branch (FCB) at time of award.
Question: If an 8(a) without a Top Secret Facilities clearance and a small business with a Top Secret Facilities clearance form a Joint Venture (JV), will the new JV company meet the Facility Security Clearance for this solicitation?
A9 – No.

A10 – Yes, as long as the 8(a) certified Joint Venture (JV) is approved by the SBA upon due date of the proposals/offer.

Q16 – Please clarify Attachment 1 CLIN Pricing Sheet should be completed. Unit is months, but hours is 1920. For the C3P Ashore Support if the number in the parenthesis indicates the number of FTE’s for that position, should the number of hours reflect that, i.e. (9) position is equivalent to 17280 hours?
A16 – Correct, quantity of 12 utilizes the “unit” of measure in “months”. 12 months equals one year. The total number of hours for one year is 1920 (or 160 hours per month). The numbers in parentheses indicates the number of FTE’s for that position; and equivalent hours would be 17280. However, proposals need to breakout the cost for the number of positions and provide a total. This can be accomplished by adding additional lines under the position or creating a second tab within the pricing sheet to show the breakout of cost.
Q17—Past Performance Reference Sheet icon embedded in the solicitation did not open a file. Is page 109 the PP Reference Sheet?
A17-- Yes.
Q18 – Page 59 of the solicitation has clause 252.219-7009 SECTION 8(A) DIRECT AWARD (SEP 2007). Can this solicitation be a direct sole source award?
A18 – No, this solicitation is 8(a) competitive. The awardee for this solicitation will be an 8(a) firm. Therefore, in accordance with DFARS 252.219-7009, this contract will be issued as a direct award between the contracting office and the 8(a) Contractor pursuant to the Partnership Agreement between the Small Business Administration (SBA) and the Department of Defense. Accordingly, the SBA, even if not identified in Section A of this contract, is the prime contractor and retains responsibility for 8(a) certification, for 8(a) eligibility determinations and related issues, and for providing counseling and assistance to the 8(a) Contractor under the 8(a) Program. The cognizant SBA district office will be identified upon award.
Q19 – Due to the numerous variants for the Labor Allowances CLINS for CNIC and PACFLT, can those CLINs be excluded from the evaluation of the award?
A19 – No these CLINS will not be excluded from the evaluation. Offerors can view labor allowance rates at the U.S.
Department of State website: www.state.gov or https://aoprals.state.gov/Web920/default.asp?menu_id=95.
Q20 – Page 24-27, CLINS Delivery Dates do not match up with the dates in the Continuation Sheet Periods. Please clarify the POP/Delivery Dates for the CLINS.
A20 – There is an error on pages 24-27. The period-of-performance (POP) and delivery dates are the same for all CLINS, and have been corrected as follows:
Base Year: 30 December 2016 through 29 December 2017 Option Period 1: 30 December 2017 through 29 December 2018 Option Period 2: 30 December 2018 through 29 December 2019 Option Period 3: 30 December 2019 through 29 December 2020 Option Period 4: 30 December 2020 through 29 December 2021
Q21—Is there an incumbent? If so, who, current period of performance, contract number, and value?
A21 – Yes. See A2 and A8.
Q22 – Is there a GS equivalent for the positions listed?
A22 – No.
Q23 – Does this contract require compliance to “Defense Based Act”?
A23 – Please refer to clauses incorporated in Solicitation HC1019-16-R-0004.
Q24 – Is these office space at HQ CNFJ/CNRJ for our PM, or is the PM anticipated to be in one of the other locations?
A24 – The PM is responsible for reporting, managing the contract, to include the personnel, and act as a liaison between the Contracting Officer Representative (COR) and the Contractor’s company. There may or may not be office space available at HQ CNFJ/CNRJ for the PM. Contractors should propose a solution which reflects their understanding of the requirement.
Q25 – The RFP states that the Labor Allowance CLINS will be incrementally funded. Will the government be using these CLINS as part of the price evaluation? Can the government provide plug numbers for these CLINs as it has for the other incrementally funded CLINs?
A25 – Yes, the government will use these CLINs as part of the price evaluation. No, the government will not provide plug-in numbers for these CLINs. Rates for these CLINs can be found at the U.S. State Department website:

Q26 – The technical evaluation subfactors (pg 105/106) do not list any task/subfactor beyond PWS 6.6.
Therefore PWS 6.7 (Task 7) "Support for Bilateral Communications and Network Management Support" and PWS 6.8 (Task 8) "IT Program Planning and Integration" do not appear to be among the an evaluation subfactors. Is this correct?
A26 – Yes, this is correct.
Q27 – For Solicitation Number: HC1019‐16‐R‐0004 ‐ Information Technology Labor Support Services; are PMP and QAP inclusive of the 50 page Tech/Mgmt Volume limit, although separate documents; or if they are in addition to the 50 page Tech/Mgmt Volume (do these two Plans have page limits themselves)?
A27 – Yes.
Q28 – REF: RFP Page 86: Table 4: Delivery Schedule Question: PWS 6.1.2 Program Management Plan and PWS 6.1.3 Quality Assurance Plan: Are both plans due with the proposal as indicated in the table? If so, will they be counted as part of the 50 pages for Volume II?
A28 – Yes.
Amendment 1: Additions, Adjustments and Corrections.
1. Amendment 1 extends the solicitation closing date to Wednesday, 5 October 2016 at 4:00 PM Hawaii Standard Time (HST).
2. The period‐of‐performance (POP) for all CLINs and Delivery Dates are as follows:

Adjusts the PWS paragraph 14.5 Phase‐in Period, to read: “The phase‐in period encompasses the people, processes, tools, technologies, and sequenced activities required to transfer service operations from the incumbent Contractor. Based upon anticipated contract award date of 1 December 2016, the phase‐in period is projected to be approximately 30 days. Estimated phase‐ in dates are 1‐30 December 2016. The Contractor shall bear all costs associated with the phase‐ in period.
