About this file

This specification requests hydrographic wire blocks for use on the NOAA Ship Henry B. Bigelow. The document requires two 500mm diameter blocks compatible with 0.322 inch wire from Harken, Inc. to be used for oceanographic sampling over the ship's side. Additional spare parts from Harken are specified including roller cages, rollers, bearings, guide rollers, and pins. Delivery is requested to the NOAA Ship Henry B. Bigelow in Newport, Rhode Island. Invoices should be sent to the email provided. The contracting officer is identified as the sole approver of any contract changes.

SON: Hydrographic Wire Blocks

1. Purpose and Background

The purpose is to replace and provide new hydrographic winch blocks to replace aging, outdated, heavy, and difficult to maintain winch blocks currently in use.

Requirements

Henry Bigelow requires hydrographic cable blocks; large-diameter, lightweight, low-friction pulleys used on ocean research vessels for overboarding electromechanical cable as part of the deployment and retrieval process. The blocks must be designed for saltwater marine conditions and follow data cable manufacturers specifications for minimum bend radius of the given cable diameter. The block should be lightweight and made from hardcoat-anodized aluminum sideplate materials with an open-center design to be able to properly align the load and optimize cable tracking. Blocks must comply with UNOLS Research Vessel Safety Standards.

This is a Brand Name Requirement. Henry Bigelow requires that the blocks be manufactured by HARKEN, INC. The side sample winch blocks in question are used for a very a very specific purpose: to allow for oceanographic sampling by providing a mechanism to guide conducting oceanographic cable over the side of the vessel to take water column measurements and control sampling equipment at depth. Given the specialized and uncommon nature of Henry Bigelow operations, Harken was the only manufacturer identified in market research that provides blocks specifically designed for oceanographic research. The large-diameter block that accommodates the 0.322 inch diameter wire is not a common off-the shelf item and would otherwise have to be custom made to properly accommodate Henry Bigelow’s wire. Improperly sized blocks have the potential to wear and damage the wire, leading to costly repairs at best and catastrophic instrument failure at worst.
