HAC Volume Control Test Equipment Statement of Work

May, 2021

Scope:

The Federal Communications Commission (FCC), Office of Engineering and Technology (OET), Laboratory Division shall purchase a set of equipment (listed below) to perform Hearing aid-compatibility (HAC) Volume Control testing in accordance with test standard ANSI/TIA-5050-2018, as referenced by IEEE C63.19-2019 and pursuant to Report and Order FCC 21-28 (WT Docket No. 20-3) for compliance to FCC rules Code of Federal Regulations (CFR) §20.19 Hearing aid-compatible mobile handsets. This equipment shall facilitate the FCC OET Laboratory Division’s evaluation of mobile handsets (i.e., cellular telephones) to the Volume Control requirements of ANSI/TIA-5050-2018.

Tasks:

The FCC requires handset manufacturers of Cell phones to ensure that at least 66% of their handset models are hearing aid compatible, with that minimum increasing to 85% on October 21, 2021 as required by Section 710 of the Communications Act of 1934, as amended, to establish regulations “to ensure reasonable access to telephone service by persons with impaired hearing ”American Disability ACT”.

On February 16, 2021, the commission adopted a report and order to become effective June 3, 2021 to include the American National Standards Institute/Telecommunications Industry Association (ANSI/TIA)–5050–2018 (Volume Control Standard) requirements for a majority of new mobile cellular handsets mandatory by 2023.

Requirements:

The required test equipment shall, at minimum, include the following:

1) An ITU-T P.58 compliant Head and Torso Simulator (hereinafter referred to as

HATS) with:

a) ITU-T P.57 Type 3.3 ear simulator

b) Microphone/transducer

c) Headset positioner with the ability to mount a mobile handset to the HATS.

Mounting force adjustments shall be at minimum 2 Newtons and 8 Newtons.

2) Acoustic Audio Analyzer

a) Support reception of wideband telephony signals with coding bit rate minimum of 12.65 kbit/s

b) Shall measure signals from 20 Hz to 14 kHz minimum

c) Shall accurately measure audio signals as low as 40 dBA

3) Signal Generator

a) Shall generate uncompressed real male speech as defined in IEEE 269

b) Shall generate Active Speech Level of -20 dBm0

4) Test analysis software with applicable licenses and TIA-5050 test routine

5) Applicable interfacing cables to allow connection between HATS, Audio Analyzer, and Air Interface Simulator

6) Test equipment shall be compatible with Wideband Communication Tester (Air Interface Simulator) Call Box as defined in TIA-5050.
