Description of Action: (FAR 6.303-2(b)(2)) The purpose of this J&A is to provide authority to solicit, evaluate, and award one (1) new Firm-Fixed-Price (FFP) Purchase Order (PO) for Medical Virtual Reality hardware and software equipment. The solicitation will result in one (1) PO at an estimated value of $ ;

the PO will have four (4) option years for the licenses.

O&M (MFP-11) funds will be used to execute this requirements.

3. Description of Supplies/Services: (FAR 6.303-2(b)(3)) SimX: Medical Virtual Reality trainer hardware, license and case studies. A comprehensive medical training virtual reality package that provides 24 SOW Medical personnel the ability to train specific medical protocols. This item will increase the effectiveness of 24 SOW medical training and thought process through Virtual Reality simulations.

5. Reason for Authority Cited: (FAR 6.303-2(b)(5)) IAW the market research, Section 6 and Section 7, only one (1) vendor was determined capable to fulfill this requirement.

This VR training system, SimX, is the only one that provides full spectrum operational medical training in the VR domain - point of injury (POI) care, Tactical Combat Casualty Care (TCCC), enroute care, advanced resuscitative care, CBRN, ultrasound, and small unit care ("sick call"). It is customizable product designed by Emergency Medicine physicians, IT experts, and Medical Simulation specialists to develop advanced medical decision-making skills, which is a critical training gap for Pararescuemen (PJs) and Indepedent Duty Medical Technicians.

SimX is able to provide custom case development to target high risk medical scenarios that our PJs/IDMTs encounter and align critical actions with unique treatment protocols. The system is also able to virtually recreate standard operational equipment, medical devices, and rucks/roll-bags all within pertinent tactical scenarios thus allowing us to "train how we fight." The system allows us to continuously reinforce medical protocols and TTPs specific to our organization. SimX is also able to convert unclassified After Action Reports (AARs) and Complete Mission Reports (CMRs) into VR cases, which can then be disseminated across a networked training domain to enhance learning/ training for the entire Special Tactics Enterprise.

Compatibility with existing systems is also a critical feature. A unit at Pope has an existing SimX system and has driven case development;

there will be 20 cases immediately available for use across the new systems at no additional cost. This purchase will further expand the number of cases available across the enterprise (35 total) and allow for PJs/IDMTs in separate geographic areas to train together simultaneously in the same VR case. This will enhance sharing of information, development of TTPs, networking/team building, and will also allow for a unified training methodology that is reinforced from initial training on through operational sustainment training.

SimX provides the opportunity for objective feedback on performance, which is essential to continued advancement of medical skills. The cases are purposefully built to highlight deviations in medical protocol through an algorithmic decision tree. This unique ability to provide feedback enhances the quality and effectiveness of the training experience.

The intent is to purchase two systems, placing one at the Special Tactics Training Squadron (STTS) for advanced medical training/5-lvl upgrade and the other at our Trauma Sustainment and ATP Recertification program based at University of Alabama Birmingham. These systems will be networked with each other and the one system at Pope to maximize the training benefit through shared cases and inter-team training.

6. Efforts/Actions to Increase Competition: (FAR 6.303-2(b)(6) & (11)) A presolicitation notice was publicized as required by FAR 5.2; the notice was posted to FBO from 6 September 2019 to 20 September 2019.

24 SOW will ensure that offers are solicited from as many potential sources as is practicable by continually conducting market research for potential sources for these types of products. When feasible, future acquisitions will not be accomplished before the market research results have been thoroughly reviewed for other potential sources of the desired products. Research will consist of internet-based analysis to identify possible services that meet specific requirements. Additional sources will be identified and qualified by the 24 SOW contracting office, in conjunction with appropriate subject matter experts and when in the best interest of the USAF and the government. When alternative sources are known to exist, reasonable attempts will be made to vet their capabilities against 24 SOW requirements.

7. Market Research: (FAR 6.303-2(b)(8)) IAW FAR 10.001, market research was conducted for this requirement. Market research by the customer and contracting officer was completed using internet research, talking to Subject Matter Experts (SMEs), contacting companies that have been awarded similar contracts, and contacting the manufacturer for a list of distributors; one (1) vendor was identified during the market research to provide the requirements. Due to the reasons listed in Section 5 of the Justification and Approval, IAW FAR 13.106-1(b)(1), it is in the government’s best interest to solicit and award a purchase order for this requirement under a Sole Source Justification.

IAW DFARS PGI 206.302-1(d), a sources sought notice was posted on 29 August 2019 to FBO for 7 days; the post closed on 4 September 2019. The sources sought allowed offeror's to provide alternate items, however, no alternate items were identified.
