U.S. Marine Corps Forces Special Operations Command (MARSOC) 1st Marine Raider Support Battalion Team Readiness Exercise (TRX) II 18-02 Exercise Scripting and Mentor Support with Intelligence, Surveillance, and Reconnaissance (ISR) Capability and Ground Surveillance Team Statement of Work (SOW)
1. BACKGROUND. 1st Marine Raider Support Battalion (MRSB) Intelligence Company trains and prepares Direct Support Teams (DSTs) for deployments with Marine Special Operations Command (MARSOC) companies and teams. Prior to executing a Change of Operational Control (CHOP) from 1st MRSB to 1st Marine Raider Battalion (MRB), the DSTs are required to perform multiple team level exercises during the Unit Training Phase (UTP). Upon the DST executing their CHOP from 1st MRSB to 1st MRB, they are expected to have completed exercises which rehearse their ability to operate and trouble-shoot all intelligence systems as well as have the opportunities to develop internal Standard Operating Procedures (SOPs) and other Tactics, Techniques, and Procedures (TTPs). DSTs are required to participate in a culminating TRX, which provides the Commander an opportunity to assess the DST and its ability to provide fused, multi-disciplinary intelligence support to a Marine Special Operations Company (MSOC).
2. SCOPE. This SOW covers the need for reliable and flexible Human Intelligence (HUMINT), Counterintelligence (CI), Signals Intelligence (SIGINT), All-Source Intelligence, Geospatial intelligence (GEOINT), embassy simulation, role-player, exercise scripting, and support for evaluation and training during TRX II. Additionally, a reliable and flexible Intelligence, Surveillance, and Reconnaissance (ISR) platform for ISR Tactical Controller evaluation training and special intelligence collection is required. This specific training is critical to prepare the DST to deploy in support of full spectrum intelligence operations. The preparation for multi-discipline intelligence operations and fused integration between CI/HUMINT, SIGINT, All-Source, and GEOINT is essential for preparing the DST for real-world scenarios. ISR mission planning, coordination, and execution is a crucial part of the team’s ability to plan, direct and conduct intelligence operations.

4. REQUIREMENTS
4.0.1. The services required by this SOW shall be performed per the applicable document of section 3. This SOW establishes the requirements for CI, HUMINT, SIGINT, All-Source, GEOINT, role-player, ground surveillance and exercise scripting and support as well as Intelligence, Surveillance, and Reconnaissance (ISR) platform for ISR Tactical Controller evaluation training and special collection during TRX II. It defines the material support as well as the administrative, operational, and instructional tasks required under this SOW. The TRX II period of performance is listed in paragraph 8.0 of this SOW. TRX will consist of a 7-day, scripted exercise with a live signals environment supported by twenty (20) hours of on-station ISR capability over a 5 day period within the exercise. The Contractor shall also physically participate in a two-day coordination meeting at the training facility that must be conducted on or around 22 June, approximately 30 days prior to the exercise start date.
4.0.2. The Contractor shall provide exercise design, scenario development, product development, and exercise execution support for Intelligence Company during the designated period of performance. The Contractor shall develop scenarios based on training standards identified by the Intelligence Company, create supporting scenario documentation, and facilitate exercise execution in order to support established training objectives, Mission Essential Tasks (METs) and core tasks for the DST. METs are included in the MARSOC Training and Readiness manual and Performance Evaluation checklist attached. This shall include assisting in the development of the exercise framework, organizing and participating in conferences, creating scenario information to include role player scripts, and Operations and Fragmentary Orders (OPORD and FRAGO). The exercise shall have a fusion-centered emphasis integrating HUMINT, CI, All-Source, GEOINT and SIGINT intelligence functions, along with embassy and customs interaction in support of MSOC operations personnel through reinforcement of their individual and collective skill sets in an operational environment similar to the ones they will experience on deployment. The Exercise Control Group, consisting of the individuals identified under paragraph 4.2.11 and small contingent of Marines from 1st Marine Raider Support Battalion Intelligence Company will oversee the construct and implementation of the exercise continuum in order to facilitate and evaluate the DST’s ability to accomplish their designated METs. In the performance of this SOW, the Contractor shall provide Subject Matter Experts (SMEs) as exercise designers and scenario developers to manage all facets of the exercise life cycle, and write/adjust scenario scripting as required for the exercise.
4.0.3. Specifically, the TRX will require ISR (airborne) and exercise support during preparation and execution. The following section describes these requirements in detail:
4.1 ISR (Airborne) Aircraft and Personnel Requirements
4.1.1. The Contractor shall provide twenty (20) hours of on-station ISR platform (aircraft) Training and Exercise support in an environment that meets the following criteria: Must be an urban environment with existing training agreements that support realistic military training, collocates all exercise participants with the ISR platform to support training objectives, has adequate billeting and workspace to support the exercise participants and exercise control, and has the existing network characteristics identified in this contract to support special collections training. The Contractor shall provide all direct labor, material, transportation, supervision, aircraft, and administrative requirements for fixed-wing Air Support Services for the TRX II training requirements. All aircraft pricing shall be inclusive of fuel and repairs (if required).
4.1.2. The Contractor shall provide an ISR platform (aircraft) to include a pilot and sensor operator, to simulate theater level aerial systems in order to replicate a realistic, live ISR collection (requirements and operations) management environment that is responsive to tasking. The platform must provide a near real time (NRT) full motion video (FMV) / Electro-Optical (EO) / Infrared (IR) data feed directly to a remote viewing terminal (RVT) within the line of sight (LOS) and beyond line of sight (BLOS) defined by communications capabilities and receivable on KU digital, C digital/analog, S digital, and L analog communications bands. The Contractor shall provide a minimum of five (5) RVTs for TRX II. MX-15 sensor or better is required. The data feed must also be capable of being broadcasted over Non-secure Internet Protocol Router (NIPR) Network. The data feed must support a moving map function for Geographic Information Systems (GIS) tracking of the ISR platform for mission management. Recorded digital copies of all missions must be provided to the DST for post mission exploitation. Digital copies are to be provided to the DST within 3 hours of the conclusion of flight operations in common video file formats at the UNCLASSIFIED or SECRET level.
4.1.3. The on-screen mission data must resemble metadata typical of theater level assets such as the MQ-1/9 platforms. The mission data must also include information on the ISR platforms location, altitude, sensor orientation, active sensor info (EO/IR)
4.1.4. Aircraft (ISR platform) must be equipped with: mIRC and two (2) means of ultra-high frequency (UHF)/very high frequency (VHF) communication with ground forces. The Contractor shall provide an aircraft with internet access in order to utilize the mIRC.
4.1.5. Aircraft shall be pressurized and capable of flying during night, and inclement weather.
4.1.6. The aircraft shall be capable of sustaining four (4) hours of flight with at least four (4) DST personnel and 150 pounds of equipment on board in addition to the pilot and sensor operator.
4.1.7. The aircraft shall be equipped with at least four (4) 110 volt power outlets accessible to the Marines and SMEs during flight.
4.1.8. The aircraft shall be equipped with video monitors from which to display operations to other passengers.
4.1.9. The aircraft shall be equipped with a headset intercom system for all personnel on board.
4.1.10. The aircraft shall be equipped with an RF transparent belly pod to mount antennas. Contractor shall ensure all mounts and antenna cables are installed prior to commencement of training. Additional antenna / equipment rack specifications are as follows:
4.1.10.1. All mounts shall be pre-mounted, and cables shall be pre-routed from the antenna mount to the equipment rack where the Nebula shall be mounted inside the aircraft, and accessible to the SI Operator.
4.1.10.2. At a minimum, the equipment rack shall be securely bolted into the aircraft to avoid shifting of the mount during flight.
4.1.10.3. The rack shall support at a minimum 150lbs, which will include the battery box (72.25lbs), the Nebula (56.5lbs), and the Power Conditioner (13.7lbs).
4.1.10.4 The rack for the Nebula shall be wired to provide both AC and DC power to the Nebula. AC requires 7Amps at 115VAC 60 Hertz and DC requires 24/28V at 1200 Watts.
4.1.11. The Contractor must be able to provide flights over restricted and non-restricted airspaces.
4.1.12. The Contractor shall submit for and be approved for all communications needed for flight operations in support of this requirement.
4.1.13. The Contractor shall be responsible for the acquisition of overnight parking for the aircraft.
4.1.14. The Contractor shall conduct all required coordination and de-confliction for flights in unrestricted airspace and assist the coordination and de-confliction for flights within restricted airspace. Lead, conduct, and supervise all coordination, airspace control measures, and de-conflictions for both restricted and unrestricted airspaces.
4.1.15. Prior to the exercise commencing, the aircraft shall have a flight clearance in accordance with NAVAIR Instruction 13034.1D.
4.1.16. Airworthiness Certification: All aircraft used under this contract shall possess a Standard or Restricted FAA airworthiness certificate. A copy of the airworthiness certificates must be made available to MARSOC if requested.
4.1.17. FAA Certification and Oversight Required: Each aircraft used in performance of this contract shall comply with its FAA Airworthiness Certificate and be eligible to fly as a civil aircraft under FAA regulations. In the event that the performance requirements of this contract conflict with one or more provisions the aircraft’s FAA airworthiness certificate (operations, maintenance, configuration, usage, etc.), the Contractor shall notify the Contracting Officer (KO).
4.1.18. Aircraft Modifications: All major alterations incorporated before contract award shall have sufficient data to determine that the equipment or provisions for the equipment meet the applicable civil, Original Equipment Manufacturer (OEM), or military standards for the type of aircraft concerned. If this data references FAA regulations as the standard, then provide FAA Form 8110-3 forms signed by FAA Designated Engineering Representatives (DERs) approving that data. Major alterations to aircraft with Restricted and Standard Airworthiness Certificates shall have been certified as airworthy and properly documented using FAA Form 337 signed in blocks 6 (Conformity) and 7 (Return to Service) by persons authorized under 14 CFR 43, and citing FAA Approved Data in block 8. Unless directed otherwise by the Government, the Contractor shall remove any major alteration incorporated before contract award that was not certified as airworthy by an appropriately rated FAA certified mechanic or repair station. Any major aircraft alterations (as defined in 14 CFR) performed after contract award, shall have been certified as airworthy and properly documented using FAA Form 337 signed in blocks 6 (Conformity) and 7 (Return to Service) by persons authorized under 14 CFR 43, and citing the FAA Approved Data (defined in FAA Order 8900.1) in block 8 and an accompanying aircraft maintenance record entry. This applies to all aspects of the aircraft alteration to include electrical modifications, mechanical modifications, tie-downs, and antennas.
4.1.19. DD Forms 2400, 2401, and 2402: The Contractor shall submit DD Form 2400 - Civil Aircraft Certificate of Insurance, DD Form 2401-Civil Aircraft Landing Permit, and DD Form 2402-Civil Aircraft Hold Harmless Agreement, to the Technical Representative and Contracting officer upon request. These agreements must be kept current during the entire contract period of performance.
4.1.20. Overwater Operations: Aircraft survival equipment for overwater operations shall meet the requirements of 14 CFR 91.509.
4.1.21. Accident and Incident Reporting: The Contractor shall be responsible for all accident and incident damage to the aircraft that occurs during aircraft operation.
4.1.22. Government Notification: The Contractor shall report all aircraft accidents and incidents to the Government. For aircraft based at or operating from a military base, first contact the local base Commanding Officer, Safety Officer and Operations Officer. The Contractor shall then immediately contact the Contracting Officer Representative (COR) and Contracting Officer.
4.1.23. Maintenance Program: Aircraft used in the performance of this contract shall be maintained per the aircraft’s FAA airworthiness certificate and 14 CFR.
4.1.24. Aeronautical Regulations: The Contractor shall operate aircraft in accordance with 14 CFR, and United States Navy (USN), United States Air Force (USAF), and local military flying directives (including foreign Government requirements), as applicable. The Contractor shall comply with DoD requirements for operation of civil aircraft in support of military operations.
4.1.25. FAA Inspection and Review: The Contractor shall notify the Contracting Officer of, and make available for review, the results of any FAA inspection or review of the Contractor’s operations or any action taken by the FAA against the Contractor. The notification shall be within 30 days of the Contractor’s receipt of such documents.
4.1.26. Additional Contractor Costs: The Contractor shall bear all costs to repair or replace aircraft parts and all additional ferry costs or travel costs that occur as a result of the accident and incident.
4.2 Exercise Scripting Support and Execution. The Contractor shall support Intelligence Company during exercise scripting and execution with a focus on Reality Based Training mirroring Intelligence Company Mission Essential Tasks, identified in the draft MARSOC T&R Manual and Performance Evaluation Check List.
4.2.1. The Contractor shall provide SME scripting support focused on U.S. Marine Special Operations Command activities utilized by CI/HUMINT Marines. In order to mimic real world operations, Intelligence Marines shall be familiar with functions within a U.S. Embassy, other Government agency offices, and the responsibilities of operating from locations outside of the tactical realm.
4.2.2. The exercise shall require Intelligence Marines to provide information which feeds seamlessly into all intelligence functions within the DST, necessitating every member of the team to understand their role within the organization and how to properly execute all steps in the intelligence cycle. Intelligence injects and SME role-player scripting should be designed to fuse all levels of the DST, to include the All-Source Analysts and Geospatial Marines. The Contractor shall ensure careful attention is taken to ensure the overall scenario creates a cohesive and logical end-state: the creation of a target package that shall be briefed to the MSOC Commander, a network analysis/threat brief that shall be given to the country team and a turnover brief shall be provided to the DST. This will allow senior members of the DST the opportunity to drive collection to the desired goal.
4.2.3. Assist Intelligence Company Exercise Control Group (ECG) in briefing and implementing the scenario, general situation, and exercise intelligence summaries as necessary.
4.2.4. Filling ECG billets within their areas of expertise. The Contractor shall support the implementation of exercise storylines and/or vignettes and also all exercise Master Storyline Events.
4.2.5. Contractor shall assist the ECG in providing dynamic, on-call scripting during the exercise to ensure that all training goals and objectives are achieved.
4.2.6. Contractor shall provide lessons learned at the mid-point and conclusion of the exercise. The Contractor shall provide lessons learned at the after action review board conducted by the Intelligence Company.
4.2.7. Contractor shall provide scenario-driven communications over diverse real-world non-simulated means. Provide a realistic and tailored Radio Frequency (RF) environment utilizing authentic devices encountered in the desired area of responsibility.
4.2.8. Provide a full spectrum RF signals environment for SIGINT training and operations to include communication networks commonly used in the 1st MRB Regional Area of Interest. Signals environment should replicate High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and other forms of technology commonly found in the 1st MRB Regional Area of Interest. This includes all relevant communications architecture, repeaters, and handsets (operational phones).
4.2.9. Provide a scenario that allows for at least twelve hours of signals activity per day for the 7-day TRX execution period.
4.2.10. Provide historical and technical data, specifically Call Data Records, to allow for realistic SIGINT Geospatial Analysis.
4.2.11. Contractor Provided Exercise Support Personnel:
4.2.11.1. Provide (1) Signals Intelligence (SIGINT) SMEs who possess active TS/SCI clearances. SIGINT SMEs shall be intimately familiar with SOF SIGINT operations, possess a minimum of 10 years of SIGINT experience in SOF permissive or semi-permissive environments.
4.2.11.1.1. The contractor shall provide SIGINT specific scenario scripting 15 days prior to the execution of the exercise, and throughout the execution of TRX II. The contractor shall provide advisory assistance to SIGINT Marines during the execution of TRX and provide feedback/guidance as required to ensure script is adhered to as well as providing a signals environment conducive to supporting the level of experience and qualifications to that of the Marines participating in TRX.
4.2.11.2. Provide (1) CI/HUMINT SMEs who possess at a minimum SECRET clearance. HUMINT SMEs must be Defense Advanced Tradecraft Course (DATC) certified (or equivalent) and have at least 10 years’ experience operating in semi-permissive environments.
4.2.11.2.1. The contractor shall provide CI/HUMINT specific scenario scripting before and during TRX. The contractor shall provide advisory assistance to the CI/HUMINT Marines during the execution of TRX and provide feedback/guidance as required to ensure script is adhered to as well as serving as role players to the TRX HUMINT Marines.
4.2.11.3. Provide (1) All-Source Intelligence Analyst SME who possesses a minimum of a TOP SECRET clearance. All Source SME must have at least (10) years of experience, to include operational experience with Special Operations.
4.2.11.3.1. The All-Source Intelligence Analyst SME shall provide advisory assistance to All-Source intelligence analyst Marines during the execution of TRX II and provide feedback/guidance as required to ensure script is adhered to.
4.2.11.4. Provide (1) ECG support representative/contractor team lead who will also serve as a “local national facilitator” to coordinate with property owners and ensure all housing/commercial property requirements are met based on the scenario and operational requirements. ECG support representative shall have intimate knowledge of the training area and shall work closely with the team to aid in any matters concerning the “local environment.” The ECG support representative shall possess a minimum of a TS/SCI clearance. ECG support representative must have served as an ECG support personnel for at least three similar exercises and have a background and experience in Special Operations.
4.2.12. Must have contractor-provided means of contacting all members of the contractor organization participating in the exercise and have authority to direct scenario (i.e., scripts, vignettes, injects, threads, SITREPS, FRAGOs, etc.) changes as requested by the MARSOC leadership. (Note: Only the MARSOC Contracting Officer will direct changes to the established contract requirements once awarded.)
4.2.13. Must be capable of discussing potential impacts of changes or injects to the scenario with MARSOC leadership, and of assisting MARSOC leaders in identifying, selecting, and implementing options.
4.2.14. All participating personnel clearances must be submitted via JPAS submitted to SMO Code M20972 NLT 30 days prior to exercise start date.
4.2.15. All SMEs (SI, CI/HUMINT, GEOINT, All-Source Intelligence) must submit written, daily evaluation reports to the ECG detailing the daily activities of their respective disciplines to the TRX II ECG staff NLT 2300.
4.3. Additional Exercise Execution Support Requirements
4.3.1. The contractor shall work closely with the Intelligence Company during the execution of these training events. The Government point of contact for training coordination will be provided upon release of contract award.
4.3.2. The ISR aircraft flight schedule shall be flexible and tailored to the Marines’ specific training requirements. The projected flight schedule will be identified 30 days out from the exercise and will not exceed 20 flight hours in total.
4.3.3. The Contractor shall ensure personnel assigned to perform required tasks are qualified SMEs in accordance with this SOW, and are ready to immediately begin supporting the exercise.
4.3.4. The Contractor shall conduct all required surveys and procure necessary equipment to contracted support personnel for the exercise area prior to its commencement in order to facilitate a training day one start.
4.3.5. The Contractor shall provide situations/scenarios for various forms of collection to include SIGINT de-confliction using techniques that accurately reflect current MARSOC TTPs. Coordination with the Intelligence Company required.
4.3.6. The Contractor shall provide scenario scripting which incorporates ISR operations to allow analysis to conduct High Value Individual (HVI) targeting, pattern of life, vehicle follows, cache site detection, counter Improvised Explosive Device (IED), route reconnaissance, and Blue Force over watch.
4.3.7. The Contractor shall provide a scenario with tactical to strategic level all-source analysis threads that require use of advanced structured analytical techniques against target (enemy/friendly/neutral) networks to include, but not limited to: social, information, infrastructure, and economic and political networks. Develop a “true pattern of life” utilizing human factors and other analytical techniques for scenario execution.
4.3.8. Scripting conducted by the Contractor shall include a broad range of information sources which are relevant to the scenario. Information shall come from the different intelligence disciplines participating in the exercise through standard reporting in addition to detailed historical reporting, including non-standard reporting such as: open source information, Situation Reports (SITREPs), Civil Affairs, Adjacent Units, Key Leader Engagements, etc.
4.3.9. SIGINT scenario scripting conducted by the Contractor shall incorporate interaction with other intelligence disciplines (CI/HUMINT, GEOINT, and All-Source).
4.3.10. The Contractor shall develop a counterintelligence scripted event (insider threat) which shall be developed within the scenario. The insider threat shall be identified via a comprehensive all-source, multi-discipline approach.
4.3.11. The Contractor shall synchronize with the Government to schedule a two-day coordination meeting, at a time to be determined, but NLT 30 days prior to exercise start date. The coordination meeting will serve to discuss and refine the scripting and other required deliverables (Road to War, Scenario Overview, etc.) as well as allow the Contractor to provide a tour/showing of proposed properties for the Government’s concurrence.
4.3.12. The Contractor shall cover all internal coordination and movement of contractor personnel and equipment to/from the exercise locations.
4.3.13. The Contractor shall provide feedback and participate in a detailed after-action review following completion of the exercise.
4.3.14. The Contractor shall complete assessment checklists provided by the ECG in order to evaluate the performance of the HUMINT Marines, SIGINT Marines, and DST element.
4.3.15. The Contractor shall provide a means to digitally track exercise participants at near real-time. The system should be Android based and will reside on the operational phones provided by the Contractor throughout the entire duration of the period of performance. A minimum of (8) operational phones will be provided to the DST to exercise NRT tracking of ST personnel.
4.3.16. The Contractor is required to work closely with Intelligence Company and members of the ECG during the execution of the training events to include conducting all required coordination, leading exercise script development, and supervising contractor SME/role player support to scenario intelligence operations. Basic scenario guidelines will be provided by Intelligence Company and the ECG. For TRX II, the Contractor shall:
4.3.16.1. Ensure all events in the Master Scenario Event List are included and executed during the exercise (Intelligence Company coordination required). All developed products must be delivered to Intelligence Company NLT 21 days prior to exercise start date.
4.3.16.2. Develop the Initial Terms of Reference (ITOR) and Operational Order (OPORD).
4.3.16.3. Develop the Intelligence Preparation of the Battlefield (IPB).
4.3.16.4. Assist in the development of the utilizing real world intelligence and locations with synthetic geography overlaid on the training area.
4.3.16.5. Develop the Road to War brief and to ensure the exercise is based on current events in the target Country and deliver it to ECG NLT 21 days prior to execution of TRX II.
4.3.16.6. Support the conduct of advanced techniques for HUMINT/CI collections and operations in a rural and urban environment.
4.3.16.7. Develop previous 30 and 60 day Significant Actions (SIGACT) reporting from the exercise target country.
4.3.16.8. Develop the scenario support for SIGINT collections.
4.3.16.9. Develop the scenario support for SIGINT analysis and pattern of life studies.
4.3.16.10. Develop supporting FRAGOs, Intel Summaries, Situation Reports, and other materials based upon the Base Order and scenario storylines.
4.3.16.11 Develop detailed Role Player scripts, Customs Scenario, and Embassy Personnel Scripts.
4.3.16.12. In support of Targeting/HVI tracking, the Contractor shall produce product support for the conduct of the exercise that is relative to the scenario (examples: initial intelligence situational brief; personnel biographies; message traffic depicting reporting from other units, TACREPS; open-source reporting, etc.).
4.3.16.13. Develop and provide HUMINT source dossiers, biographies, and re-contact information NLT 21 days prior to the execution of the exercise.
4.4 Housing
4.4.1. The Contractor shall source the following:
4.4.1.1. ECG: (1) facility with billeting for 6-8 personnel, capable of supporting an ECG operations center (3- 8’ tables and chairs), and internet/Wi-Fi service sufficient to provide the services identified in this contract.
4.4.1.2. DST billeting: (1) facility with billeting for 10-12 personnel, available parking for 3-5 vehicles, and internet/WiFi service.
4.4.1.3 DST HQ operations center: (1) Commercial facility (warehouse, office space, etc.) consisting of office spaces and enough room to support up to 26 personnel. Property must also have adequate bathroom facilities for all personnel, available parking for at least 10 vehicles, and internet/WiFi service. Must be able to support DST SCIF operations.
4.4.1.4. All houses and commercial properties must be made available for security inspection (1) day prior to the commencement of the exercise. The Intelligence Company will coordinate and conduct the security inspection and will provide personnel to occupy and hold the property until the next day when the exercises begins.
4.4.1.5. All houses and property shall conform to safety and health codes in terms of plumbing, electrical, heat/ventilation/air condition and overall cleanliness.
4.5 Ground Surveillance
4.5.1. The Contractor shall provide a six (6) person ground surveillance team with a minimum SECRET security clearance for each member to serve as an opposing force (OPFOR) and an adversary surveillance team during the conduct of the exercise.
4.5.1.1. The surveillance team members must have real world surveillance experiences operating in semi-permissive environments with a minimum of three (3) years operational experience. One of the team cadre members shall serve as the surveillance controller for the team. The surveillance controller shall have a minimum of ten (10) years’ experience conducting the full range of surveillance operations and must have at least two (2) years’ experience as a surveillance controller.
4.5.1.2. The surveillance team will provide detailed written feedback for the units/personnel they observe throughout the day, addressing the unit’s/person’s performance of the training objectives. Written reports are due daily.
4.5.1.3. Surveillance team must be tracked in near real time for command and control purposes and for situational awareness.
4.5.1.4. Surveillance team must include a five (5) vehicle package provided by the vendor.
5.0 Travel (Lodging, Meals, and Incidentals)
5.1. The Contractor shall travel in support of the Intelligence Company to Camp Pendleton, CA and Oklahoma City, OK area as required to support TRX II planning and execution.
5.2. The Contractor shall be responsible for all contractor personnel travel reservations and expenses.
6.0 Contractor Provided Equipment and Materials
6.1. The Contractor shall provide all platforms required to conduct SIGINT-activity, to include: non-attributable handsets as well as digital and analog radios, to create the required Signals Intelligence environment for scenario execution. No single handset or radio shall be attributed to more than one HVI/target personality throughout the duration of the exercise.
6.2. The Contractor shall provide all other required equipment and materials to support development and production of products for scenario execution.
6.3. The Contractor shall provide an ISR platform in accordance with the requirements contained in this SOW.
6.4. A minimum of eight (8) operational phones will be provided to the DST to exercise Near-Real Time tracking of DST personnel.
6.5 The Contractor shall provide a minimum of five (5) Remote Viewing Terminals as described in section 4.1.2
7.0 Government Furnished Equipment, Material, and Work Space
7.1. The Government will provide a work space for required pre-exercise coordination meetings and conferences. Outside of the two-day coordination meeting, continuous communication via phone/email will be expected as contractor product development and progress is made.
7.2. The Government will provide a Tactical Operations Center setup with at least (3) SIPR and (3) NIPR computers, printer, whiteboard, tables, and chairs in order to facilitate command and control of the exercise at the same location (but isolated from) the exercise participants.
7.3. With regard to ISR aircraft operations, the Government will provide required SIGINT equipment.
8.0 Period and Place of Performance. The period of performance for 18-02 is from the day the Statement of Work is submitted to 22 July 2018 to support all planning and coordination requirements, with the execution of the exercise from 23 July 2018 to 29 July 2018 for TRX II 18-02. Exercise support products and deliverables are due 15 days prior to the execution of the exercise per the timelines identified in paragraph 9.4.1 below. Paragraph 10.0 outlines the timeline of events required of the contractor to include scheduled coordination meetings, deliverables, and exercise execution timelines.
Place of Performance. TRX II 18-01 and 18-02 will be conducted in Oklahoma City, OK and the surrounding area.
9.0 Quality Assurance
9.1 Quality Control. The Contractor shall establish and maintain a plan to ensure the requirements of the contract are provided as specified. The plan shall give the Contractor an effective means of identifying and correcting potential and actual non-conformance or lack of performance across the entire scope of the SOW.
9.2 Safety and Security. The Contractor and its employees shall be responsible for ensuring all safety requirements are adhered to and shall not, at any time during the performance of this SOW, place U.S. Government personnel and/or property in any danger.
9.2.1The Contractor shall comply with all local Government published safety requirements and regulations.
9.3 The Contractor shall ensure the facilities and all training areas are maintained to provide a safe operating environment for U.S. Government personnel. This includes facility/house, which will be in accordance with local fire and structural code for safe occupation.
9.4 Government Surveillance
9.4.1 The Government will conduct surveillance of TRX II to ensure all requirements are being met. The below Performance Requirements Summary applies:

10.0 Coordination Timeline and due dates. All dates are in relation to exercise start date.
10.1. 45 days prior to exercise start date – Initial coordination between Contractor and Intelligence Company Exercise Planner. Can be conducted via phone.
10.2. 45 days prior to exercise start date - Contractor shall identify all billeting and commercial property locations.
10.3. 30 days prior to exercise start date - A two day Contractor and Government in-person coordination meeting in Oklahoma City, OK which includes a tour of the proposed billeting and commercial property locations.
10.4. 30 days prior to exercise start date - All participating personnel clearances must be submitted via JPAS to SMO Code M20972.
10.5. 25 days prior to exercise start date - Contractor shall provide all exercise start-up data, products, and briefs as identified in this SOW.
11.0 SECURITY REQUIREMENT
11.1. Security will be in accordance with the DD254. Contractor team individual(s) supporting activities on-site will be cleared at the secret level at the start of the contract.
11.2. The contractor shall ensure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
12.0 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
