Amendment 3:
The deadline for quotes has been extended to 4:00PM EST, 2 March, 2018.
Q&A
1. Q: What is the allocated budget for this project?
A: That information will not be released.
2. Q: Are the estimated impressions given a total for the entire 6 month period?
A: No, the estimated impressions are based on per-week performance from all locations combined.
3. Q: What additional goals do you have (if any) – beyond bolstering command’s efforts to recruit qualified Marines and the secondary goal of increasing institutional awareness of MARSOC at the strategic level?
A: There are no additional goals outside of the Statement of Work.
4. Q: Have you tried GeoFencing or similar contracts in the past?
A: No
5. Q: At the conclusion of this project, how would you define success?
A: Meeting our minimum estimations which will lead will directly tie to increase in website hits and social media followers.
6. Q: Would you like us to quote without that occupation criteria or show you pricing with and without the “occupation=military” targeting parameter?
A: Vendors are encouraged to use their best judgement in determining a plan that meets the Governments intentions as specified in the Statement of Work.
7. Q: What is the targeting radius you would like outside of the USMC bases?
A: The Government does not intend to GeoFence outside of the base.
8. Q: How will proposals be evaluated? Will they be evaluated solely on price?
A: Evaluation criteria can be found starting on page 19 of the solicitation.
9. Q: In the Price Worksheet there is no line item for Service dollars. Where in the quote should this be listed?
A: It should be rolled into the total price. Prospective bidders may add a separate line to the Price Worksheet if they so choose. Evaluation of the price will be based primarily on the total overall price.
10. Q: The RFQ identifies the PSC as U013, which designates EDUCATION/TRAINING- COMBAT. Will the government consider updating this PSC to reflect the scope of this services, such as R701 SUPPORT- MANAGEMENT: ADVERTISING?
A: PSC has been updated to R701
11. Q: Section C of the clause identifies three key personnel that do not appear suited for this SOW. Would the Government consider changing these key positions to a Program Manager and a Digital Marketing SME?
A: Key Personnel has been updated to Program Manager only.
12. Q: Can the government please confirm that Samuel Williams is the designated contracting specialist for final quote submission?
A: Yes.
13. Q: Do resumes count against the 20 pages authorized for the Technical Volume?
A: Yes.
14. Q: In the Instructions, Factor I Technical (Volume II) lists Sub Factor 1 as "Technical Capability." However, the Evaluation Criteria lists Sub Factor 1 as "Personnel Qualifications" and identifies Sub Factor 2 as "Technical Capability." Would the Government consider applying the same Sub Factors in both the Evaluation and the Instructions?
A: Instructions have been updated to include Personnel Qualifications subfactor.
15. Q: Factor II Past Performance states, "[O]fferors should provide at least one (3) prior or current contracts/agreements…" Would the Government clarify if the minimum is one (1) or three (3) prior contracts/agreements?
A: One is the correct minimum number of prior or current contracts for valid past performance submissions.
16. Q: Sub Factor 1 is for Personnel Qualifications, yet Sub Factor 2 lists the need for resumes.
Would the Government consider moving resumes to Sub Factor 1 in order to minimize redundancy? Also, please confirm that resumes are only required for key personnel.
A: Resume is only needed for Personnel Qualifications for the Program Manager position.
17. Q: If maximum quantities in Amendment 2 are to cover ALL locations, shall offerors divide the totals evenly across each of the 12 areas? Based on the varying costs of media per region, this would ensure accurate cost comparison between offerors.
A: Price evaluation will be based on total overall price. Offerors may provide an itemized list of prices if they so choose.
18. Q: Is the Site Retargeting initiative described in SOW Section 1.0 included within the scope of this contract? If so, how should offerors show the price of this service?
A: Price evaluation will be based on total overall price. Offerors may provide an itemized list of prices if they so choose.
19. Q: Are offerors constrained to social media engagements via Facebook, or will the Government allow other channels such as Snapchat and Instagram? If other channels are authorized, will the Government adjust the Pricing Template to reflect "Social Media Advertisements," instead of simply "Facebook Advertisements?"
A: Facebook is currently the only authorized channel.
20. Q: If Site Retargeting is included in this SOW, will the government consider including a line item for this service for pricing?
A: No.
21. Q: Are the number of impressions listed in Amendment 2 for ALL 12 locations identified in Amendment 1, or is this the desired number of impressions for EACH of the 12 locations?
Are these monthly totals?
A: All locations combined.
22. Q: May we submit a compliant proposal AND an alternate proposal?
A: In order to be considered for award vendors must submit one proposal that complies with the government’s instructions. Award will be based solely on the submission/evaluation criteria listed in the solicitation. Alternate proposal information will not be evaluated.
23. Q: May we adjust the number of impressions for each social media platform provided in Attachment 2? Are these numbers in thousands (000’s) and should they be 13,334,000 – 40,000,000 – 85,000,000.
A: The numbers are in the thousands and represent the governments estimated minimum.
Proposals must at least meet the minimum standard.
24. Q: In the RFP you state that the target demographic is Marines 17-34 that meet MARSOC criteria, AND are on their first enlistment AND about to PCS/PCA. We believe this is contradictory and would like to know if you are wanting to target 17-34-year-olds OR Marines at the end of their first enlistment OR about to PCS/PCA.
A: While the 17-34 demographic also allows us to provide awareness to the entire Corps to spread our message to their junior marines and support our mission of recruitment. However our recruitment is ranged between 17-25
25. Q: If the requirement is to target First Enlistment/PCS Marines, can we propose a different start date?
A: No
26. Q: Can the government provide the schedule for the MARSOC Recruiter Road Show and the Enlisted Monitor Road Show?
A: Not at this time
27. Q. Is this campaign designed to target enlisted Marines only? Will there be a separate campaign targeting officers?
A: This campaign is specifically targeting enlisted Marines only.
28. Q. Will the Marine Corps allow access to the Public Affairs Offices on each of these bases?
A: No
29. Q. Is the government receptive to other proven methodologies of retargeting?
A: Additional information may be provided with the potential offeror’s proposal, however evaluation will be based solely on the criteria stated in the solicitation.
30. Q. Will the government provide a list of all the targeted Marine’s email addresses?
A: No
31. Q: Will the contractor be able to work with Base G6 to create “push traffic” to personnel on-base, using Marine Corps Computer Server systems?
A: No
32. Q: Does the vendor have to be DCAA compliant?
A: The vendor must comply with all applicable clauses in the solicitation/contract.
33. Q: Are there any specific Site Retargeting parameters or Reporting expectations? (SOW 1.0)
A: No
34. Q: The intent of the contract is targeted at providing direct support to recruiters as well as positively affecting strategic targets where developing an awareness of MARSOC and its critical missions will benefit the command. Is there any statistical information on the strategic targets available or any input or feedback from recruiters? (SOW Background 2.0)
A: No additional information is currently available.
35. Q: It was stated that the areas to be targeted will include the areas in or around Marine Corps Installations - but not be limited to them. What other areas are you alluding to? Are you open to any suggestions? (SOW Scope 3.0)
A: Any changes within the scope of the contract will be discussed with the Awardee.
36. Q: Do you have benchmark numbers or minimum/baseline stats for weekly pace reporting that you will use to evaluate or compare? (SOW 5.2.1)
A: The minimum stats are listed in Amendment #2.
37. Q: Is there a standard Quality Control Plan template available for use to ensure the requirements of the contract are provided as specified? What are the components of that Quality Control Plan that are desired for reporting? (SOW 11.1)
A: It is up to the vendor to provide a Quality Control Plan that meets the government’s requirement.
38. Q: Amendment #2 included impressions tied to the key components, but it did not provide the timeframe for these impressions to run. Please clarify if these are daily, weekly, or monthly as it will impact the quote. Weekly?
A: Impressions in Amendment 2 are Weekly totals from all locations combined.
39. Q: Will we have access to any performance related recruitment stats as the campaign progresses or is completed?
A: Information will be provided to the Awardee.
40. Q: Will there be CRM data provided for targeting? We understand that we will be geo-targeting, but will there also be data provided to target the military personnel between the ages of 17 and 34?
A: Yes
41. Q: If you are able to provide CRM data, are there security measurements that need to be taken?
A: No
42. Q: What is the budget that we will have for the media placements?
A: Budget information will not be released during the solicitation.
43. Q: Are there expectations in place for the cost structure, i.e., a fee for services to make plan recommendation and place buy, or commission?
A: This is a firm fixed priced contract.
