U.S. Marine Corps Forces Special Operations Command for Exercise Support for 2d Marine Raider Support Battalion during Training and Readiness Exercise (TRX) for

FY16 Statement of Work (SOW) Changes in Red

1 SCOPE. 2d Marine Raider Support Battalion (MRSB) trains and prepares Support Teams (Supt Tm) for deployments with Marine Special Operations Command (MARSOC) companies and teams. Prior to a Supt Tm’s Change Operational Control (CHOP) from 2d MRSB to 2d Marine Raider Battalion (MRB), the Supt Tms are required to perform multiple team level exercises during the Individual Training Phase (ITP). The purpose of these exercises is to increase the proficiency of the team members in their individual Military Occupational Specialty (MOS) as well as to evaluate their competency in fundamental requirements. These requirements are based solely on individual MOS Training and Readiness standards and core Mission Essential Tasks (MET). Upon the Supt Tm’s CHOP from 2d MRSB to 2d MRB, Supt Tms are expected to have completed battalion-directed, company-led exercises which will rehearse the Supt Tm’s ability to use and trouble-shoot all communications equipment and intelligence systems, perform logistics in a deployed environment, and allow the teams to develop its internal standard operating procedures and processes. Finally, Supt Tms are required to participate in a 2d MRSB led Team Readiness Exercise II (TRX II), which is the concluding event of a Supt Tm’s ITP and is the 2d MRSB Commander’s opportunity to evaluate the team in their ability to provide fused, multi-disciplinary intelligence, communications, and logistics support to their future Marine Special Operations Company (MSOC) commanders and team leaders.

1.1 Background. The purpose of this SOW is to define the need for a reliable and flexible Human Intelligence (HUMINT), Counterintelligence (CI), Signals Intelligence (SIGINT), Geospatial Intelligence (GEOINT), Communication (COMM), and Logistic (LOG) mentorship and role player support for evaluation and training during the Supt Tm’s TRX II. Specific training is critical to prepare Supt Tm - India Marines as they prepare to deploy and support full spectrum intelligence operations and special operations missions. The preparation for multi-discipline intelligence operations and collection management; fused integration between CI/HUMINT, SIGINT, and GEOINT production; and the collaboration of the intelligence, communication and logistical support is essential for preparing teams for real-world scenarios throughout the gambit of Special Operation missions.

2 APPLICABLE DOCUMENTS.

2.1 MARSOF Training and Readiness Manual.

3 REQUIREMENTS.

3.1 General. This SOW establishes the requirements for the Logistics Support Team (LST), Command, Control, Communications, and Computers Support Team (C4ST), and Direct Support Team (DST), which make up the Supt Tm, training and exercise support for the Supt Tm’s during their TRX II iteration. It defines the material support, administrative, operational, and instructional tasks required under this SOW.

3.2 Capabilities.

3.2.1 The Contractor will provide exercise design, scenario development, product development and exercise execution support for 2d MRSB during the designated period of performance. The Contractor shall develop a scenario based on the operating environment designated by 2d MRSB, create supporting scenario documentation, and facilitate exercise execution in order to support established training objectives and METs for the Supt Tm. This shall include assisting in the development of the exercise framework, organizing and participating in conferences, creating scenario information to include role player scripts, and Operations and Fragmentary Orders. The Contractor will need to provide a Road to War brief that includes information orienting the Marines to the environment 10 business days prior to the execution of the scenarios, no later than 19 May. There should be dossiers and realistic props provided throughout the execution, from the Road to War brief to the conclusion of TRX II. The exercise shall have a fusion-centered mindset integrating HUMINT, CI, GEOINT, and SIGINT intelligence functions, as well as communication and logistical functions in support of full spectrum MSOC operations. The

Solicitation H92257-16-Q-0092 Amendment 0001 Statement of Work 2 scenarios and information should fuse in such a way as to have the Supt Tm operate as a collective unit. The exercise control group (ECG) will oversee the construct and implementation of the exercise continuum in order to facilitate / evaluate each training units’ ability to train to designate METs. In the performance of this task, the Contractor shall provide Subject Matter Experts (SMEs) as exercise designers and scenario developers to manage all facets of the exercise life cycle, and write/adjust scenario scripting as required for the exercise. The exercise will be designed to train and provide a venue to evaluate the Supt Tm’s functions through reinforcement of their individual and collective skill sets in an operational environment similar to the ones they will experience on deployment.

3.2.2 HUMINT and CI role player scripting should be focused on support to Special Operation Force activities and should utilize Collections Process ideologies. In order to mimic real world operations, collectors are to be familiarized with the functions within a U.S. Embassy and the responsibilities of operating from locations outside of the normal tactical realm.

3.2.3 The exercise should require HUMINT, CI and SIGINT collectors to provide information which feeds seamlessly into all other intelligence functions within the DST, necessitating every member of the team to understand their role within the organization and how to properly manage all steps in the intelligence cycle.

Intelligence injects and role-player scripting should be designed to fuse all levels of the DST, to include the All- Source Analysts and Geospatial Marines. They should focus on actionable information in accordance with joint targeting methodologies. Careful attention is to be taken to ensure the overall scenario has a cohesive and logical end state, allowing senior members at the DST headquarters the opportunity to drive collection to the desired end state.

3.2.4 In order to further mimic a real-world operational environment, the Contractor shall provide surveillance support. These surveillance teams will be required to provide surveillance for HUMINT, CI and SIGINT collectors located at element sites. Surveillance teams are to monitor daily activity within each site and provide surveillance throughout the period of the exercise. The surveillance controller will work closely with the DST CI/HUMINT Officer in order to ensure proper scheduling in coordination with operational activity. Contractor shall have the flexibility to support three sites, the Supt Tm headquarters and two dispersed sites.

3.2.5 The Contractor will also provide off-site training venues to include a total of four buildings or houses and two hotel rooms. Three team sized operational buildings should be capable of supporting up to ten personnel each.

Two of the buildings will be utilized for Supt Tm members and one will be for the Marines acting as role players.

The headquarters building should be capable of supporting up to 40 personnel with an exercise control building that can be either co-located or in close proximity to the headquarters building and capable of supporting contracted exercise personnel and ten additional exercise control personnel. The Contractor will coordinate with the EXCON on the procurement of the primary headquarters building for feasibility and suitability for the overall goal. Primary choice for the headquarters building, if available, would be a building in the downtown area that is enclosed in a fenced area with controlled entry/exit points. Two additional hotel rooms will also be required for scenario utilization. All facilities should be located in low traffic and low crime areas within the Wilmington, NC boundaries and include basic security functions such as locking doors, windows, and adjacent or enclosed parking for two to three vehicles. All buildings should also have basic kitchen functions; specifically a refrigerator, stove or microwave, heating and cooling, and functioning toilets, showers, and utilities. Furnished buildings are preferred, but not required if the Contractor notifies MARSOC in advance of the requirement to provide tables, chairs, and cots. Contractor will be responsible for securing incidental insurance for all building provided. Contractor will be required to coordinate with 2d MRSB for an updated list of off limits locations and desired training areas. All facilities must remain in the cooperate area of Wilmington, NC, keeping with the current Memorandum of Agreements (MOAs).

3.3 Exercise Execution.

3.3.1 The Contractor shall support 2d MRSB exercises during exercise execution.

3.3.2 Assisting 2d MRSB Exercise Control Group (ECG) in briefing and implementing the scenario, general situation and exercise intelligence summaries as necessary.

3.3.3 Filling Exercise Control billets within their areas of expertise.

3.3.4 Filling billets in Exercise Control; the Contractor shall support the implementation of exercise storylines and vignettes and also all exercise Master Storyline Events.

3.3.5 Contractor shall assist the ECG in providing “dynamic scripting” during the exercise to ensure that all training goals and objectives are achieved or enhanced.

3.3.6 Contractor shall participate as needed in the capture of lessons learned and at any post exercise after action review boards conducted by 2d MRSB.

3.3.7 Provide a scenario that requires an Air Support Request (ASR) for notional delivery of equipment to Stone Bay. Transportation Capacity Planning Tool (TCPT) requests and vehicles will be required to retrieve the requested equipment within a given time frame.

3.3.8 Assist the ECG in creating a scenario inject where a jump command post (CP) or alternate team location is required and established.

3.3.9 Provide (2) Exercise Controllers (EXCON) to liaison with the ECG and to provide oversight on all contracted personnel to ensure the training timeline is adhered to. EXCON must have a TS//SCI clearance and be knowledgeable in CI/HUMINT operations, surveillance operations, SI operations, and logistical operations.

EXCON must have prior EXCON experience supporting USSOCOM elements.

3.3.10 Provide (1) SIGINT SMEs capable of mentoring (4) different cases/collectors who possess active TS//SCI clearances. SIGINT SME shall be intimately familiar with MARSOC SIGINT operations, minimum of 15 years of military SIGINT experience and have previously supported TRX II or MARSOC CCE/URX type exercises.

3.3.11 Provide (3) SIGINT role players capable of supporting the scenario as a red cell and/or source and possesses active Secret clearances. The SIGINT role players should have a minimum of 10 years of tactical military SIGINT experience, be familiar with MARSOC or other SOF SI operations, and previously supported USSOCOM exercises.

A general understanding of CI/HUMINT and the ability to work in concert with another CI/HUMINT role player is preferred.

3.3.12 Provide (1) CI/HUMINT SME who possess at a minimum SECRECT clearance. The HUMINT SME must be DATC certified or equivalent with at least 15 years’ of military experience operating in semi-permissive environments or another Government entity supporting military operations and familiar with MARSOC, or other SOF, operations and the employment of CI/HUMINT in support of those operations.

3.3.13 Provide (3) CI/HUMINT role players capable of supporting the scenario as a red cell and/or source(s) and possesses active Secret clearances. The CI/HUMINT role players should have a minimum of 10 years of CI/HUMINT experience operating in a semi-permissive environment, must be a graduate of the Marine Air/Ground Task Force CI/HUMINT course or equivalent, and familiar with MARSOC or other SOF operations and how CI/HUMINT operations support SOF operations. A general understanding of SIGINT and the ability to work in concert with another SIGINT role player is preferred.

3.3.14 Provide a surveillance cadre of five personnel with a minimum SECRET clearance. Surveillance team members must have real world surveillance operating in semi-permissive with a minimum of 5 years operational experience. One of the surveillance cadre shall serve as the surveillance controller. The surveillance controller shall have a minimum of 10 years’ experience conducting the full range of surveillance operations and must have at least 5 years’ experience as a surveillance controller.

3.3.15 Contractor shall provide a Logistics Subject Matter Experts (SME) for scenario scripting that can provide real world logistical planning encompassing the functions of logistic support in a semi-permissive environment and employment of military units and equipment to/from theaters of operation. The Logistics SME should also have background knowledge and working understanding of contracting and the contracting process.

3.3.16 Provide injects for contracting with processes implemented for evaluating the LST’s ability to coordinate and execute contracting solutions under a contracting office’s oversight. Provide at a minimum of (4) injects to include notional chow, notional bulk fuel, notional maintenance, and notional movement of heavy equipment.

3.3.17 Contractor will provide (4) scenario injects for notional contracting and/or logistics support to include but not limited to; notional food, bulk fuel, maintenance, heavy equipment/transportation support, or vehicle support.

3.3.18 Contractor shall provide scenario-driven communications over diverse real-world non-simulated means.

Provide a realistic and tailored radio frequency (RF) environment in the target language identified by the ECG and the TRX II Officer in Charge (OIC) utilizing authentic devices encountered in the desired area of responsibility.

3.3.19 Provide a full spectrum live signals environment for SIGINT training and operations to include communication networks commonly used in 2d MRSB’s Regional Area of Interest. Coordination with 2d MRSB will be necessary to identify relevant networks of the region. Contractor shall be prepared to provide multiple nodes so that the signals environment should replicate High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and Personal Communications Systems, both analog and digital technologies.

3.3.20 Provide a scenario that allows for at least twelve hours of signals activity per day for eight days.

3.3.21 Provide historical and technical data to allow for realistic SIGINT Geospatial Analysis.

3.3.22 Conduct required surveys and provide needed equipment to contracted support personnel for the exercise area in order to support a “warm start”, information prior to the exercise to understand the scenario in greater detail.

3.3.23 Assist the ECG in providing situations/scenarios for Precision Geo-location and various forms of collection to include SIGINT de-confliction using techniques that accurately reflect MARSOC’s current TTPs. Prior coordination with 2d MRSB required.

3.3.24 SIGINT scenario scripting should incorporate interaction with other intelligence disciplines (CI/HUMINT, GEOINT, and All Source).

3.3.25 Assist the ECG in providing scenario scripting which incorporates ISR operations to allow analysis to conduct HVI targeting, pattern of life (IMINT and SIGINT), vehicle follows, cache site detection, counter IED, route reconnaissance, and Blue Force over watch.

3.3.26 Assist the ECG in providing a scenario with tactical to strategic level all-source analysis threads that require use of advanced structured analytical techniques against target (enemy/friendly/neutral) networks to include, but not limited to, social, information, infrastructure, economic and political networks. The development of “true pattern of life” is required utilizing human factors and other analytical techniques.

3.3.27 Scripting should include a broad range of information sources which are relevant to the scenario. Information should come from the different intelligence disciplines participating in the exercise through standard reporting in addition to detailed historical reporting, include non-standard reporting such as: open source information, situation reports, Civil Affairs, Adjacent Units, Key Leader Engagements, DOMEX, CELLEX, Embassy, host nation feeds, etc.

3.3.28 Assist the ECG in the development of a counterintelligence scripted event (example: insider threat) which must be developed within the scenario. The counterintelligence scripted event will be identified via a comprehensive all-source, multi-discipline approach.

3.3.29 Attend all exercise planning conferences and assist in providing associated due-outs based on established guidelines and milestones identified by the TRX II OIC and ECG.

3.3.30 Cover all internal coordination and movement of contract personnel and equipment to/from the exercise locations.

3.3.31 Provide feedback and participate in a detailed after-action review following completion of the exercise.

3.4 Period of Performance / Place of Performance.

3.4.1 The TRX II requires intelligence support for an iteration of training between the time frames outlined below and in the period of performance section of this SOW. Sup Tm - India will perform their TRX II in Wilmington, NC. However, due to unforeseen circumstances, training locations may be subject to change to other sites within CONUS. During the exercise, 10 days of logistical, communications, and intelligence support is or required.

3.4.2 The current TRX II windows are 2 June 2016 -11 June 2016 for TRX II 16-02 (Supt Tm - India)

3.4.3 The place of performance for this effort is Wilmington, NC, remaining in the city limits.

3.4.4 The Contractor will provide to the Exercise OIC the “Road to War” brief no later than 19 May 2016 for briefing to Spt Tm India prior to the exercise execution.

3.4.5 The Contractor will appoint a lead that will coordinate with the Exercise OIC via phonecon, email, and attend TRX II planning meetings scheduled for 12 May, 19 May, and 25 May (final meeting prior to execution).

3.5 Specific Training Events.

3.5.1 The Contractor is required to work closely with 2d MRSB and representatives of the Intelligence Company, Communications Company, and Logistics Company during the execution of these training events to include:

Leading, conducting, and supervising all coordination, scripting and role player support to operations.

3.6 Deliverables and Personnel

3.6.1 All participating personnel must possess at minimum, a current Secret level clearance, with previously identified individuals possessing a TS//SCI clearance level, and must submit for verification via JPAS submitted to SMO Code 2090096 within three days after contract award.

3.6.2 All personnel will be expected to provide a copy of their signed SF-312 Classified Information Non-disclosure agreement or submit one to the MARSOC SSO.

3.6.3 All personnel must comply with guidance for a contracted workforce on US installations, bases, stations and Wilmington, North Carolina, or other training areas as directed.

3.6.4 Assist in the development of the Master Scenario Event List.

3.6.5 Assist in the development of the Initial Terms of Reference (ITOR) / Operational Order (OPORD) and relevant appendices.

3.6.6 Assist in the development of the Intelligence Preparation of the Battlefield (IPB).

3.6.7 Assist in the development of the utilizing real world intelligence and locations with synthetic geography overlaid on the training area.

3.6.8 Assist the ECG to ensure the exercise is based on current events in the target country.

3.6.9 Support the conduct of HUMINT/CI collections and operations in a rural and urban environment.

3.6.10 Assist in the development of previous 30 and 60 day SIGACT reporting from the exercise target country.

3.6.11 Assist in the development of the scenario support for SIGINT collections.

3.6.12 Assist in the development of scenario support for logistical operations.

3.6.13 Assist in the development of the scenario support for SIGINT analysis and pattern of life studies.

3.6.14 The Contractor shall complete independent work outside of scheduled meetings to produce product support for the conduct of the course that is relative to the scenario (examples: initial intelligence situational brief; source dossiers; message traffic depicting reporting from other units, open-source reporting, etc)

3.6.15 Assist in the development of supporting Fragmentary Orders (FRAGO), Intel Summaries, Situation Reports, Communications architecture, logistic touch points, and other materials based upon the Base Order and scenario storylines.

3.6.16 Assist in the development of the detailed Role Player Scripts

3.6.17 CI/HUMINT and SI mentors and role players must submit daily evaluation reports to the ECG detailing the day’s activities of their respective disciplines.

3.6.18 Surveillance cadre must submit surveillance logs to the ECG at the conclusion of every day. Individual logs must be compiled for each section of coverage.

3.7 Travel.

3.7.1 The Contractor will travel in support of the 2d MRSB to Camp Lejeune, NC and Wilmington, NC as required to support the TRX II and TRX II planning. Locations subject to change.

3.7.2 The Contractor will make all travel reservations and shall not be reimbursed for travel expenses.

3.8 Lodging, meals, and incidentals.

3.8.1 The Contractor is responsible for lodging and meal expenses acquired by their personnel. Lodging, meals, and incidentals shall not be reimbursed.

3.8.2 Role players’ lodging will be in the Wilmington, NC area in order to effectively facilitate the training requirement for “true pattern of life”.

3.8.3 Maintenance, fuel, and repair of all rentals the Contractor procures to support this contract will be covered by the vendor.

3.9 Government Furnished Equipment, Material, and Work Space.

3.9.1 The Government will provide a work space for required pre-exercise meetings and conferences.

3.10 Specific requirements.

3.10.1 The Contractor shall ensure personnel assigned to perform the tasks in this contract are qualified subject matter experts ready to immediately begin support.

3.10.2 The Road to War brief and the first day of scenario injects will be due to 2d MRSB NLT 10 working days prior to the start of TRX II.

4 CONTRACTOR PERSONNEL

4.1 Contract Manager. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and an alternate(s), who shall act for the Contractor when the manager is absent, shall be designated in writing to the contracting officer.

The contract manager or alternate(s) shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract. The contract manager or alternate(s) shall be available during normal duty hours within (24) hours’ notice to meet on the installation with Government personnel (designated by the contracting officer) to discuss problem areas.

4.2 Quality Control. The Contractor shall establish and maintain a plan to ensure the requirements of the Contract are provided as specified. The plan shall give the Contractor an effective means of identifying and correcting potential and actual non-conformance or lack of performance across the entire scope of the SOW.

4.3 Contractor Employees. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the contracting officer as a potential threat to the health, safety, security, general well-being or operational mission. Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English. The Contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Defense, either military or civilian. The Contractor shall endeavor to avoid employing individuals with conflicting financial interests within the meaning of the Joint Ethics Regulation and applicable guidance.

4.3.1 The Contractor agrees to utilize only experienced, responsible and capable people in the performance of the work. The Contacting Officer may require that the Contractor remove from the Government job employees who endanger persons or property, or whose continued employment under this contract is inconsistent with the interests of military security.

4.3.2 The Contracting Officer, in writing, may require the Contractor to be removed from the work site, area, or base, objectionable employees. Objectionable employees include those employees not properly attired or those employees using profane language or abusing or disobeying base or conduct rules or regulations.

4.4 CONTRACTUAL RELATIONSHIPS. Contractor personnel shall at all times be under the supervision of the Contractor and not under the supervision of the Government or any of its officers or employees.

4.4.1 The contracting officer will bring discrepancies or noncompliance with the contract clauses, specifications, or SOW to the attention of the Contractors’ contract manager or supervisor for necessary corrective action.

5 CONTRACTING OFFICER’S REPRESENTATIVE

5.1 The COR is designated as a representative of the Contracting Officer for the purpose of technical supervision, inspection, and acceptance under this contract. CORs for this contract are identified below either by title of position or by name of individual, organizational component, and the dollar limitation per purchase for each position title or individual. These appointed CORs are the only designated representative(s) that are authorized to sign for items under this contract.

5.2 List of Contracting Officer Appointed CORs: To be provided at contract award.

6 POINTS OF CONTACTS AND AUTHORITIES

6.1 The Contracting Officer is the only person authorized to approve any changes to the requirements of this contract and, not withstanding provisions contained elsewhere in this contract, the authority remains solely the contracting officer.

6.2 In the event the Contractor effects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price as a result of the change.

7.0 LIABILITY

7.1 The U.S. Government accepts no liability for the actions of the Contractor or its employees and agents.

3.7 UTravel.U
3.7.1 The Contractor will travel in support of the 2d MRSB to Camp Lejeune, NC and Wilmington, NC as required to support the TRX II and TRX II planning. Locations subject to change.
3.7.2 The Contractor will make all travel reservations and shall not be reimbursed for travel expenses.
3.8 ULodging, meals, and incidentals.U
3.8.1 The Contractor is responsible for lodging and meal expenses acquired by their personnel. Lodging, meals, and incidentals shall not be reimbursed.
3.8.2 Role players’ lodging will be in the Wilmington, NC area in order to effectively facilitate the training requirement for “true pattern of life”.
3.8.3 Maintenance, fuel, and repair of all rentals the Contractor procures to support this contract will be covered by the vendor.
