Q&A
Q1: Will the subcontractor be required to provide fuel?
A1: Yes – this requirement is stated in the SOW
Q2: Please provide SATCOM requirements, i.e., required to transmit video or voice and text?
How much bandwidth?
A2: Required to transmit voice and text with 5k bandwidth.
Q3: Is the ability to provide Synthetic Aperture Radar (SAR) and GMTI of interest to the government?
A3: Yes; however, the minimum requirements for this solicitation are as stated in the SOW.
Q4: Will UK MoD Top Secret clearances thru JPAS be recognized? One of our Pilot’s is ex UK Special Forces.
A4: No
Q5: Is “value – added” a determining feature in the evaluation process? For instance being able to fly I-Master SAR or CorvusEye?
A5: Yes; however, the minimum requirements for this solicitation are as stated in the SOW.
Q6: We assume the LOS data link is RVT like but does not have to be a US RVT but compliant in performance?
A6: Yes
Q7: Names of countries that will be eligible to participate in this tender.
A7: USA
Q8: Please clarify whether there is a minimum performance requirement by a potential small business lead?
A8: This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 488190. The small business size standard is $7M. The Federal Supply Classification (FSC) for this order is 1510.
Q9: Will any specified equipment be (Government Furnished Equipment) GFE'd?
A9: Only collection specific SI equipment.
Q10: We are assuming this effort to require 2 pilots, 1 operator/trainer, and 1 FSR/trainer. Is there a recommended amount of personnel from the government?
A10: 3 crew and up to 3 exercise participants
Q11: Can you define the requirements for the Ground Control Station (GCS)?
A11: Wi-Fi capable URL for remote viewing
Q12: How many LOS Remote Video Terminals (RVT) are required?
A12: Three
Q13: Regarding the portion of the RFQ where it states that the airborne platform must be configured with an Electro-Optical (EO) / Infrared (IR) payload sensors equipped with a laser range finder (LRF) and laser pointer, it is our understanding that under FAA regulations and restrictions, commercial aircraft must disable the laser functions prior to payload installation.
Can you confirm this is in fact the case?
A13: No - We cannot confirm at this time.
Q14: We have another question regarding the overwater operations requirement. Is the plan to be drastically offshore (>50 nautical miles)? We were planning on using a single engine aircraft to minimize the cost, but if there is plan to go offshore, then a dual engine aircraft would be the least risky in our eyes. We have access to both types of aircraft.
A14: No
Q15: The SOW indicates a single exercise in the February-March 2016 timeframe. The FBO summary and combined synopsis indicates a second exercise option in the August-September timeframe. Does the government want a price for both base and option?
A15: Yes. Proposals shall include pricing for both iterations. Proposals will be evaluated as a whole, including option pricing.
