Statement of Work Marine Special Operations Company H Visit, Boarding, Search, and Seizure and Gas-Oil Platform Assault Training
1.0 Introduction and Purpose. Marine Special Operations Company H (MSOC H), 2D Marine Special Operations Battalion is seeking an outside vendor for its Visit, Boarding, Search, and Seizure (VBSS) and Gas-Oil Platform (GOPLAT) assault training. MSOC H requires a Special Operations Forces specific contractor to train (4) Marine Special Operations Teams (MSOT) in the skills and tactics required to conduct those operations. This training is not supportable via internal resources at Camp Lejeune. MSOC H will henceforth be referred to as the “Government.” Vendor will henceforth be referred to as the “Contractor”.
2.0 Purpose. This training will build the capability for (4) MSOTs to conduct Level III VBSS (threshold) and Level IV VBSS (objective) and for (2) MSOTs to conduct GOPLAT assaults.
3.0 Locations and Dates
3.1. VBSS 1: In the vicinity of (IVO) San Diego, California, 1-5 June 2015, (2) MSOTs.
3.2. GOPLAT: IVO Seal Beach / Long Beach California, 8-12 June, 2015, (2) MSOTs.
3.3. VBSS 2: IVO Fort Eustis, Virginia and VACAPES, 6-10 July, 2015, (2) MSOTs.
4.0 Training Requirements. The Contractor shall provide subject matter experts (qualified as stated in paragraph 4.0) for consultation on the TTPs for and designing and executing practical training scenarios including:
4.1. Compliant Boarding
4.2. Non-Compliant Boarding
4.3. Opposed Boarding
4.4. High Freeboard Boat Assault Force (BAF) Techniques
4.5. High Freeboard Heli-borne Assault Force (HAF) Techniques
4.6. Maritime Breaching
4.7. Surface and Sub-surface GOPLAT approaches
4.8. Heavy Lift & Recovery techniques
4.9. HAF-BAF synchronization techniques
4.10. Supporting Asset integration
4.11. Combat Assault Dog integration
4.12. Clandestine Assault Techniques
4.13. Dynamic Assault Techniques
4.14. Casualty management and evacuation
4.15. Execution Checklist
5.0 Contractor Requirements:
5.1. The instruction staff shall consist of trainers with active duty service in Tier I military units or similar maritime assault units from other governmental agencies or NATO militaries.
5.2. The instructor staff shall include at least (1) Tier I certified lead climber.
5.3. The instructor staff shall include at least (1) Tier I former Troop Chief / Sergeant Major.
5.4. Contractor shall provide constructive after action feedback each training day.
5.5. The Contractor shall maintain the ability to act with reasonable flexibility within the training schedule to compensate for weather delays or aircraft problems.
5.6. The Contractor and the Government shall coordinate and disseminate the medical evacuation plan prior to the commencement of training on any site.
5.7. The Contractor shall provide proof of past performance with his proposal to special operations.
5.8. Provide all necessary protective equipment for the contractor’s staff.
5.9. Maintain divers with the tactical experience to critique an assault force’s sub- surface actions.
6.0 Government Responsibilities.
6.1. Individual battle equipment to include M4A1, Glock 19, individual shooters kit, individual swimmers kit, and radios.
6.2. All ammunition required for training.
6.3. All breaching supplies required for training.
6.4. Provide team maritime assault gear.
6.5. For appropriate teams, provide diving gear to include Mk-25s, SODASORB, and O2 in sufficient quantities to support the evolution.
6.6. Appropriate training uniforms, battle, and safety equipment.
6.7. Provide Range safety officers.
6.8. Coordinate training platforms.
