Mission Focus for SENS3 Program

• Mission: To equip the Homeland Security Enterprise with the timely intelligence and information it needs to keep the Homeland safe, secure and resilient

• C‐LAN and HSDN are the TS/SCI and Secret networks that provide classified infrastructure to DHS Intelligence Enterprise (IE) and Other Government Agencies (OGA)

• Classified environment is used for collaboration and information sharing with the DHS Intelligence Enterprise (IE) as well as State, Local, Tribal, Territorial, and Private Sector partners

• Drive adoption of improved services and increased customer satisfaction moving from effort based services model to increased performance based and consumption based services

• Use technology and process improvement to drive continuous improvement and optimization of SENS3 services

• Increase speed to delivery of services

• Increase transparency for program offices and stakeholders

• Reduce stove‐piped efforts and drive DHS Intelligence Enterprise and Intelligence Community (IC) integration through IC ITE and other information sharing initiatives 5

SENS3 Project Management Objectives

• Transparent Project Management and Scheduling

• Standardized services via service catalog

• Several hundred projects during each year

• Multiple organizations, which need projects tracked separately and clearly

• Include ability for each organization to easily find status of their project (e.g., shared project tracker, web portal, etc…)

• Necessary to have transparency of schedule for components to budget and use appropriate funding •Drive continuous improvement and optimization

• Advance Notice ‐ Draft Solicitation Release to Alliant ‐ Early October, 2016

• Due Diligence Sessions ‐ October 24 ‐ 28, 2016

• Solicitation Release ‐ January, 2017

• Proposals Received ‐ February, 2017

• Evaluations ‐March ‐May, 2017

• Task Order Award ‐ June, 2017

Due Diligence Sessions

• One on one sessions with the Government’s IPT

• Opportunity to discuss the released draft solicitation with the Government’s technical team and other acquisition questions

• Used to:

• Enhance industry’s understanding of the Government’s acquisition and project objective, and

• Assist the Government in improving its solicitation package and enhance competition

Period of Performance

• One Year Base Period and Five One Year Option Periods

• The six year period of performance will facilitate mission objectives to enhance and optimize the HSDN and C‐LAN

• Provide an opportunity to capture useful data on operations and maintenance

• Transition‐in timeline is currently planned for 120 days

Contract Highlights

• Single Award Task Order off of Alliant

• Hybrid of Firm Fixed Price, Cost Plus Award Fee, and Cost Reimbursable

• Cost Type Contract – Stabilize cost over period of performance

• Improved and consistent performance of the network, keeping cost stable

• CLIN structure will be divided up by contract type and by severable and nonseverable work (i.e. deployment projects)

Evaluation Process

• Four part proposal:

• Part I ‐ Initial Cost/Price Proposal Submission (due about 15 days after solicitation release, and contains initial cost information (e.g. CAS D/S)

• Part II ‐ Remaining Cost/Price Proposal Submission (e.g. “cost build‐ up/narrative)

• Part III ‐Written Technical Proposal (e.g. Project Staffing Plan, Transition Plan)

• Part IV ‐ Video Technical Proposal (due about 45 days after solicitation release)

• Video Technical Proposal ‐ Offeror’s have approximately 90 minutes to address the technical evaluation factors

• Q&A Session following the TEB’s review of the technical proposal ‐ In person clarification Q&A session on the offeror’s technical proposal

*Note: Final proposal instructions and evaluation factors will be included in final released Task Order Request

Small Business Participation

• Solicitation will contain evaluation language around small business participation

• A successful proposal should seek to leverage a diverse and highly skilled team

• Post‐award the Government will incentivize continued participation by the small business community through the award fee process
