NOTICE TO ALL CONTRACTORS
The Federal Systems Integration and Management Center (FEDSIM) is issuing a Request for Proposal (RFP) # GSC-QFOB-11-32378 to solicit Small Business Administration, 8a Business Development Program, Small Business Concerns performing work under NAICS code 541712. The objective of this requirement is to provide directed analysis support services to support the Joint Improvised Explosive Device (IED) Defeat Organization (JIEDDO) Counter-IED Operations Integration Center (COIC).
The Government intends to hold Due Diligence sessions. The purpose of Due Diligence is to allow Offerors the opportunity to meet with the client technical representatives to ask questions about the requirement. The sessions will be for one hour and will be scheduled on a first come first serve basis. Due Diligence sessions will be limited to 8(a) Small Business Development Program offerors. Offerors interested in Due Diligence must submit their request in writing via email to julio.almazan@gsa.gov, with a copy to michael.chappelle@gsa.gov no later than 11:00 am Eastern Standard Time (EST) Wednesday, February 2, 2011.
In accordance with section L.6.1 the price quote will be submitted in an original, two (2) paper copies and an electronic copy (CD-ROM). In accordance with section L.6.2 and L.6.3.the Written Technical and Oral Presentation slides will be submitted in an original, five (5) hard copies with an electronic copy (CD-ROM). The Cost Proposal, Written Technical Proposal, and the Oral Presentation slides will be due no later than 11:00 am EST Monday, February 28, 2011.

If proposals are sent via US Postal Service, please use the address stated above, but please allow at least a week for the mail to reach our office due to the processing of packages coming in the building. If you hand carry the proposal to above address, please do not deliver proposals prior to 8:00 am EST and please call J. Andres Almazan at 703-605-2818 when you arrive on the 8th Floor.
Questions concerning this RFP must be submitted electronically to J. Andres Almazan, Contract Specialist julio.almazan@gsa.gov and Michael A. Chappelle, Contract Officer michael.chappelle@gsa.gov no later than 3:00 pm EST on Friday, February 11, 2011. An amendment will be issued on FedBizOpps (www.fbo.gov) to provide answers to questions received by the required due date.
