25. Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Subject Matter Expert General Experience:
Maintains specialized technical knowledge and serves as expert information systems consultant to management, information technologists, and customers.
Functional Responsibility:
Work includes independently performing the complete range of information systems activities to support management, staff, and customers. Serves as advisor to senior managers regarding information management as it relates to information systems.
Responsible for directing and monitoring strategic planning for the development, implementation, and maintenance of applications, databases and web applications in support of current and future customer needs. Works collaboratively with senior management to develop and implement long-range plans, assess project and program feasibility, perform cost versus benefit analysis, prioritize projects and initiatives, and make major architectural design decisions. Assesses problems and develops solutions to resolve complex issues which promote efficiency and improve day-to-day information management efficiency. Expected to maintain currency on technical job knowledge through attending courses, seminars, workshops, and by reading technical journals.

Management Lead
General Experience:
Responsible for the personnel and technical management of all tasks. Insures that the full range of resources are available to perform the required tasks.
Functional Responsibility:
Provides management oversight of all project personnel and ensures high quality and acceptable task completion and deliverables from project personnel in compliance with the project requirements. Responsible for the delivery of services to the customers as agreed to by contract. Plans, directs, and coordinates activities including information systems development, systems analysis, and computer programming. Performs day-to-day management of the program, and develops long term and strategic objectives to ensure that end user requirements are met. Performs horizontal integration planning, and interfaces with other functional areas. Provides supervision, training, and direction to project staff, single point of contact for non-routine to moderately complex installation projects for communication networks.

Quality Assurance Specialist
General Experience:
Provides project quality control planning for all relevant requirements. Provides frequent periodic reports on the status of the project deliverables and content.
Functional Responsibility:
Helps determine both technical and business goals in consultation with top management and supports detailed planning for the accomplishment of these goals. Responsible for formulating and enforcing quality standards, reviewing work discrepancies, and communicating policies, purposes, and goals of the organization to subordinates.
Consults and coordinates with the appropriate Task Manager for problem resolution, task scheduling, new resource requirements, training needs, and task clarification.

Leads development of system prototypes to demonstrate application of functional design principles. Manages software development and support using formal specifications, data flow diagrams, other accepted design techniques. Analyzes user interfaces, maintains hardware and software performance tuning, analyzes workload and computer usage, maintains interfaces with outside systems, analyzes downtimes, analyzes proposed system modifications, upgrades and new COTS. General Experience:
Performs a variety of engineering analysis, software, integration, testing, and maintenance tasks for purposes of testing the integration of hardware and software products into environments or stand-alone networks.
Functional Responsibility:
Identifies and resolves computer engineering problems; leads product evaluations; and develops procedures for and performs testing and installation of hardware, software, or network products. Researches, designs, develops, and tests operating systems level software, compilers, and network distribution software computing applications. Sets operational specifications and formulates and analyzes software requirements. Applies principles and techniques of computer science, engineering, and mathematical analysis.

Database Specialist

Provides database support to IT systems including: day-to-day operations, monitoring and problem resolution for client problems. Coordinates changes to computer databases, tests and implements the database applying knowledge of database management systems.
Plans, coordinates, and implements security measures to safeguard computer databases.
Responsible for operations related to systems management software. Installs and maintains software monitors and conducts advanced analysis of output and performance.

Cloud Engineer
General Experience:
Maintain specialized cloud engineering, development, and deployment knowledge and serve as subject matter expert for the implementation and development of cloud related services for a broad range of customers.
Functional Responsibility:
Gathers requirements and designs Public, Private, and Hybrid Cloud based system deployments and system transitions. Architecting and planning migrations to commercial cloud service providers such as Amazon Web Services (AWS), Microsoft Azure and Office 365, Google Cloud Platform, or similar cloud platforms. Design, develop, and administer cloud based solutions based on selected technology platform. Work with end users and application experts to elicit requirements for designing and deploying scalable, highly available, and fault tolerant systems in cloud based systems. Plan and contribute to data migration to and from cloud based systems. Design and implement containerization using industry best practices leveraging container orchestration tools such as Kubernetes.
Implement appropriate cloud service based on data, compute, database, or security requirements. Perform integration with on-premises enterprise networks and systems.
Design and develop cloud native software applications using Agile delivery methodologies. As needed, providing tasking and oversight over other technical members of the team performing the design and architecture. Reviews final work products for correctness and adherence to design concepts

General Experience: Maintain specialized development knowledge relating to the engineering of cloud native development services and cloud migrations.
Design and implement full stack cloud solutions to include IaaS, PaaS, and SaaS. Design and deploy computing infrastructure, physical or virtual machines and other resources like virtual- machine disk image library, block and file-based storage, firewalls, load balancers, IP addresses, virtual local area networks. Implement cloud based platform services such as AWS Elastic Beanstalk, Windows Azure Cloud Services, Heroku, Force.com, Google App Engine, Apache Stratos, Puppet, Chef or similar cloud based PaaS services. Implement cloud based software as services offerings such as Amazon, Google Apps, Microsoft Azure, Microsoft Office 365 and similar enterprise SaaS offerings. Perform DevOps functions. May serve in a project oversight role as the technical or project lead due to the broad technical knowledge of Cloud solutions.
