IDEMIA National Security Solutions, LLC has structured its labor categories to provide customers with the flexibility to acquire the specific skills, education, and experience levels that are appropriate for their requirements.
Fifty (50) specialized categories are identified, each with multiple levels that reflect increasing education and experience.
Each labor category is presented in terms of a broad category-based description of the functional responsibilities.
Each of the levels identifies the minimum education and general experience required. As personnel advance through the levels of a category, the complexity and scope of the tasks they work on increases. Management responsibilities, including potentially supervising other staff, may also increase.
Labor Category Levels, Minimum Required Education and Years of Experience
The matrix below defines the minimum years of experience required for each of the five levels as a function of the maximum level of education the employee has completed. This reflects IDEMIA National Security Solutions commercial education/experience substitution methodology. For example, in order to qualify as Level 3, a person with a Bachelor’s Degree must have at least four years of experience, whereas someone with a PhD only needs to have one year of experience.

Analyst This role requires a detail-oriented individual with strong organizational and communication skills. Biometric Systems Administrator
Provides support for implementation, troubleshooting, and maintenance of biometric systems. Provides support to biometric IT systems including: day-to-day operations, monitoring, and problem resolution for all client problems. Provides second-level problem identification, diagnosis, and resolution of problems. Provides support for dispatch system and hardware problems and remains involved in resolution process. Provides support for escalation and communication of status to client management and internal customers.
May manage biometric IT system infrastructure and any processes related to these systems.
Must possess experience in one or more systems and architectures and associated hardware: mainframe, mini, or client/server based.
Biometric Systems Engineer
Analyzes and develops biometric computer systems possessing a wide range of capabilities, including numerous engineering, business, and records-management functions. Analyzes user interfaces, maintains hardware and software performance tuning, analyzes workload and computer usage, maintains interfaces with outside systems, analyzes downtimes, and analyzes proposed system modifications, upgrades, and new COTS. Analyzes problem and information to be processed. Defines problem and develops system requirements and program specifications from which programmers prepare detailed flow charts, programs, and tests. Coordinates with Program Manager to ensure problem solution and user satisfaction. Makes recommendations, if needed, for approval of major systems installations. Prepares milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives. May provide daily supervision and direction to support staff. May develop plans for biometric information systems from project inception to conclusion. May provide technical and administrative direction for personnel performing software development tasks, including review of work products for correctness, adherence to design concept and to user standards, and for progress in accordance with schedules.
Business Analyst Analyzes user needs to determine functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships. Possesses knowledge and experience in requirements and integration. Works with engineers on systems integration. Under supervision or independently completes functional analysis for new features; documents functional and system requirements; and produces supporting artifacts, including user stories and acceptance criteria, story maps, data flows, and process flows. Solves business challenges independently or cooperatively, either by creating solution designs or facilitating activities with technical team. Able to address changes to requirements and facilitate dialog across teams when issues and challenges are encountered to ensure end product is delivered as specified. May operate across multiple projects simultaneously and perform a variety of tasks from addressing production issues to designing new applications. May identify resources required for each task. May provide daily supervision and direction to support staff. May take responsibility for overall application development lifecycle, including ensuring that project deliverables meet or exceed policies, procedures, and standards.
Configuration Engineer
Implement the configuration management plan as directed by the Configuration Lead.
Assist in the design of software configuration to meet the business process design and application requirements. Collaborating with the Configuration Lead, analyzing business process design, and implementing software configuration and customization solutions.

Configuration Management Specialist
Responsible for configuration management issues associated with maintaining and controlling all hardware inventory, documentation, product releases, and software configuration management. Works closely with Configuration Control Board in defining and implementing procedures for releasing new products throughout entire life cycle.
Provides change management and product configuration management guidance.
Describes provisions for configuration identification, change control, configuration status accounting, and configuration audits. Identifies and maintains original configuration of requirements documentation, design documentation, software, and related documentation.
Responsible for configuration change control. Regulates change process so only approved and validated changes are incorporated into product documents and related software. Responsible for configuration status accounting. Tracks problems and changes in product documents and software and reports changes and current configuration.
Supports audits to verify that requirements of all baselines have been met by as-built software. Supports software quality assurance process audits. May be responsible for configuration management planning and configuration audits.
Database Administrator
Provides all activities related to administration of computerized databases. Able to communicate with management, technicians, and end-users to evaluate need prior to development of automated solution. Prepares detailed reports that may include system requirements such as concurrent usage factors, data storage requirements, and response rates. Discusses procedures for processing data through use of database management systems (DBMS), including relational data bases. Projects requirements for database administration and design in conjunction with managers in information systems function.
Directs or assists in designing, creating, and maintaining databases in client/server environment. Conducts quality control and auditing of databases in client/server environment to ensure accurate and appropriate use of data. Advises users on access to various client/server databases. Directs or assists in designing, implementing, and maintaining databases with respect to access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods. Applies knowledge and experience with database technologies, development methodologies, and front-end (e.g., COGNOS)/back-end programming languages (e.g., SQL). Engagement Manager
Serves as the lead interface with the client’s COR and other client program management personnel. Responsible for the overall task performance and supervision of contract personnel assigned. Plans and develops methods and procedures for implementing program, directs and coordinates program activities, and exercises direction over personnel responsible for delivering specific functions or phases of program. Selects and assigns personnel according to knowledge and experience. Provides governance and oversight, develops, and enforces work standards, communicates program policies, purposes, and goals to subordinates; organizes resources to support multiple projects, develops and reviews project status, and manages contract personnel costs. GRC Analyst Governance Risk and Compliance Analysts ensure that an organization’s operations and procedures meet government and industry compliance standards. They research regulations and policies on behalf of the enterprise, communicate the necessary requirements, apply for certifications, and serve as a subject matter expert on all compliance-related matters.
Hardware Security Engineer
Manage overall scope of an integrated security solution. Implement the protocols required for the integration of multiple security disciplines to include infrastructure, connectivity, hardware, and software. Responsible for the overall selection of manufacturer and equipment required to implement the design solution. Develops requirements and specifications and serves as overall solution analyst, responsible for planning coordinating and controlling engineering operations. Provides services to support issuance such as document storage, fingerprint capture, and verification of biographic and biometric data. Manages the HSPD-12 lost/stolen/compromised PIV card process to include providing instructions to users, tracking and monitoring submitted Reports of Surveys (ROS). Maintains knowledge of LACS and PACS registration, use, issues, and remedies to assist end users.
ICAM Architect Experience with ICAM tools development/implementation, infrastructure/technology environment, including understanding of ICAM tools such as SailPoint, CyberArk, etc.
Advanced knowledge of identity technologies / concepts, AD, SSO, federated identities, ICAM security knowledge, credential and access management tools and services, PAM, SAML, OIC, SCIM, federal regulations such as NIST guidelines, and security regulations.
Advanced understanding of ICAM technology infrastructure and server topology;
comprehensive knowledge of hardware, software, application, and systems engineering.
Ability to assess existing ICAM solutions and make recommendations on best practices for architectural components. Experience in developing TO-BE architecture, concept of operations, and transformation roadmaps

Information Assurance / IT Security Specialist
Provides support to plan, coordinate, and implement organization’s information security.
Provides support for facilitating and helping clients identify current security infrastructure and define future programs, design, and implementation of security related to IT systems.
Gathers and organizes technical information about organization's mission goals and needs, existing security products, and ongoing programs in MLS arena. Performs risk analyses, which also includes risk assessment. May serve as Information System Security Officer. May provide daily supervision and direction to staff. May oversee efforts of security staff to design, develop, engineer, and implement solutions to security requirements. May be responsible for implementation and development of IT security.
Working knowledge of several of following areas is required: understanding of business security practices and procedures; knowledge of current security tools available;
hardware/software security implementation; different communication protocols; encryption techniques/tools; familiarity with commercial products, and current Internet/EC technology.
Information Engineer Performs as an applications programmer on large-scale database management systems, knowledge of computer equipment, and ability to develop complex software to satisfy design objectives for requirements such as GIS data / metadata standards, data virtualization strategies for delivering Storage as a Service, and Platform as a Service information management. Works with Ada, SQL, JAVA, .NET, ArcXML, ArcIMS. ArcSDE, Oracle Spatial, third/fourth generation languages, XML, SOAP, REST, resource pooling, and rapid elasticity in the design and implementation of systems and using database management systems.
Infosec Cybersecurity Analyst
Analyzes and interprets applicable security policy and regulations, and provides expertise, technical and functional guidance, for systems and services addressing complex cyber, information and system security problems. Analyzes and defines security requirements at the program and system level. Analyzes security requirements and coordinates with technical team to translate relevant technical controls to system or solution implementation approach. Lead the development of artifacts related to security accreditation of any system during all phases of the SDLC. Lead the gap analysis of security controls in coordination with internal and external auditors and assessors. Coordinates with QA function to develop acceptance criteria for systems and services from a security perspective. Lead activities related to security assessment by internal and external teams for vulnerability assessment, penetration testing and analyzes results to make recommendations to address gaps, and findings.
Minimum 3 years’ experience providing guidance and direction for system security and accreditation.
● Knowledge and experience in assessing systems for NIST 500-53, FISMA and/or FedRAMP compliance. Experience using the NIST RMF for system and service security.
● Knowledge and experience with MITRE attack framework and applying OWASP recommendations.
IT Operations Specialist
Experience applying system performance measurement techniques to ensure optimal and cost-effective operation of computing resources. Experience developing system documentation, maintenance procedures and best management practices for complex computing systems. Experience configuring, administering, and supporting key computing infrastructure elements including virtual machine infrastructure, on-prem servers, workstations and end user, technical support systems.
IT Senior System Engineer
Performs the planning, development and implementation of hardware, operating system, and application software products. Develops and writes technical specifications, and user guides. Provides technical leadership and direction on the implementation of complex enterprise systems and solutions. IT Training Manager Develop and maintain a training regimen for IT systems to the entire staff. Managing and adapting the training regimen to suit the evolving technology needs of the organization.

Network Engineer Provides in-depth engineering analysis of network alternatives for organizations in support of their strategic modernization efforts and network enhancement design for medium and large-scale infrastructures. Provides interface support to end users, operations personnel, and strategic program management. Monitors and responds to hardware, software, and network problems. Provides routine testing and analysis of all elements of the network facilities (including power, software, communications machinery, lines, modems, and terminals).
Operations Manager (Data Communications)
Manages all aspects of the daily operation for data network(s) in a stand-alone data network environment. Develops project plans for the implementation of new data technology and systems. Directs technical analysis of complex software, hardware, and transmission systems. Coordinates with vendors involved in providing communication activities.
Operations Systems Manager
Provides assistance and oversight for all information systems operations activities, including computer and telecommunications/communications operations, data control, operations support, operating systems programming, system security policy procedures, and/or web strategy and operations. Provides input to policy level discussions regarding standards and budget constraints.
Program Manager Organizes, directs, and manages contract operation support functions, which may involve multiple, complex and inter-related project tasks. Manages teams of contract support personnel at multiple locations. Maintains and manages client interface at senior levels of client organization. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs. Establishes and maintains technical and financial reports to show progress of projects to management and customers and oversee successful completion of all assigned tasks on time and within budget. Supports quality improvement initiatives by documenting processes, analyzing trends and patterns in risk activity, recognizing lessons learned, and coordinating data collection and reporting efforts. Support development of Project work plan and effort estimates for the solution to support overall Project work plan development. Provide financial input on department or project budgets, capital expenditures or other cost estimates as requested. Senior Database Management Specialist
Oversee the efforts of less senior database staff and/or be responsible for the efforts of all staff assigned to database implementation and maintenance. Service Desk Works in Customer Care Center. Provides Tier-1 and Tier-2 technical support services to caller as appropriate to attempt to resolve customer technical support issues either over phone (by talking caller through troubleshooting steps or other processes to investigate and resolve), or through Remote Connect methods (remotely connecting and taking control of caller’s workstation to investigate and resolve). Escalates appropriately to Field Service Technicians or Third-Party Service Providers using defined service zone and technician coverage procedures. Technician Will monitor and respond to hardware and software problems using a variety of hardware and software testing tools and techniques. Manage and track repairs of personally assigned spare parts pool. Read and understand schematic diagrams. Disassembly and reassembly of complex mechanical devices. All technicians shall hold a CompTIA A+ certification.
Test Engineer Performs formal system testing activities for particular project or subset of larger project.
Performs analysis of documented user requirements and directs or assists in design of test plans in support of user requirements for software or IT systems. May participate in all phases of risk management assessment and software/hardware development.
Responsible for ensuring that test design and documentation support all applicable clients, agency, or industry standards time lines and budgets. Responsible for ensuring that testing conclusions and recommendations are fully supported by test results, and project managers are fully informed of testing status and application deviations from documented user requirements.

HOURLY RATES
GSA provides a streamlined, efficient process for ordering the services you need. GSA has already determined that Idemia National Security Solutions LLC meets the technical requirements and that our prices offered are fair and reasonable. Agencies may use written orders; facsimile orders, credit card orders, blanket purchase agreement orders or individual purchase orders under this contract.
If it is determined that your agency needs an outside source to provide Idemia National Security Solutions LLC services, follow these simple steps:
Orders under the Micro-Purchase Threshold
• Select the contractor best suited for your needs and place the order.
Orders in-between the Micro-Purchase Threshold and the Simplified Acquisition Threshold
• Prepare a SOW or Performance Work Statement (PWS) in accordance with FAR 8.405-2(b).
• Prepare and send the RFQ (including SOW and evaluation criteria) to at least three GSA Schedule contractors.
• Evaluate, then make a "Best Value" determination.
Note: The ordering activity should request GSA Schedule contractors to submit firm-fixed prices to perform the services identified in the SOW.
Orders over the Simplified Acquisition Threshold
• Prepare the RFQ (including the SOW and evaluation criteria) and post on eBuy to afford all Schedule contractors the opportunity to respond, or provide the RFQ to as many Schedule contractors as practicable, consistent with market research, to reasonably ensure that quotes are received from at least three contractors.
• Seek price reductions.
• Evaluate all responses and place the order, or establish the BPA with the GSA Schedule contractor that represents the best value (refer to FAR 8.405-2(d)).

Developing a Statement of Work (SOW)
In the SOW, include the following information:
• Work to be performed,

• Period of performance;

• Include the SOW and evaluation criteria;
• Request fixed price, ceiling price, or, if not possible, labor hour or time and materials order;
• If preferred, request a performance plan from contractors and information on past experience; and include information on the basis for selection.
