*Ordering activities may request a price reduction at any time before placing an order, establishing a BPA, or in conjunction with the annual BPA review. However, the ordering activity shall seek a price reduction when the order or BPA exceeds the simplified acquisition threshold. Schedule contractors are not required to pass on to all schedule users a price reduction extended only to an individual ordering activity for a specific order or BPA.

19. TERMS AND CONDITIONS OF INSTALLATION (IF APPLICABLE): The Davis-Bacon Act (40

U.S.C. 276a-276a-7) provides that contracts in excess of $2,000 to which the United States or the District of Columbia is a party for construction, alteration, or repair (including painting and decorating) of public buildings or public works with the United States, shall contain a clause that no laborer or mechanic employed directly upon the site of the work shall receive less than the prevailing wage rates as determined by the Secretary of Labor.

The requirements of the Davis-Bacon Act do not apply if the construction work is incidental to the furnishing of supplies, equipment, or services. For example, the requirements do not apply to simple installation or alteration of a public building or public work that is incidental to furnishing supplies or equipment under a supply contract.

However, if the construction, alteration or repair is segregable and exceeds $2,000, then the requirements of the Davis-Bacon Act apply.

The ordering activity issuing the task order against this contract will be responsible for proper administration and enforcement of the Federal labor standards covered by the

Davis-Bacon Act. The proper Davis-Bacon wage determination will be issued by the ordering activity at the time a request for quotations is made for applicable construction classified installation, de-installation, and reinstallation services under SIN 33411

QUALITY ANALYST I

Minimum/General Experience: Minimum one year of experience and Associate’s degree in related field

Functional Responsibility: Responsible for assisting with quality assurance and compliance with applicable regulatory requirements or customer specific requirements;

conducts tests/audits and reviews/analyzes data and documentation. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision. Typically reports to a supervisor or manager.

Minimum Education: Associate’s degree or two years of relevant experience in lieu of Associate’s degree

Functional Responsibility: The candidate will provide expert advice, analysis, design or implementation support on complex tasks related to Security, software development, architecture, database, storage, network, cloud, systems engineering, IT management or other technologies. CONSULTING ENGINEER I

Functional Responsibility: Plans and conducts work requiring judgment in the independent evaluation, selection and substantial adaptation and modification of standard techniques. Prepares detailed and complex engineering packages including specifications, drawings, and other documents required for development and procurement of equipment and materials in support of the client or Government agency. Involved in definition of project scope and development of novel concepts and approaches. Provides data to higher management to support commitments made and technical decisions reached that influence the scope and direction of projects. Develops engineering standards and procedures governing the installation of equipment, facilities and systems within the area of assigned responsibility. TELECOMMUNICATION ENGINEER

Minimum/General Experience: Minimum four years of experience and Bachelor's

Functional Responsibility: Travels to the customer site to analyze telecommunications characteristics and recommends procurement, removals and modifications to network components. Designs and optimizes network topologies and site configurations. Plans installations, transitions and cut-over of telecommunications components and capabilities. Coordinates requirements with users and suppliers.

Data Architect II

Minimum/General Experience: Eight years of experience and Bachelor’s degree in Computer Science or other related field. Experience must include designing, architecting, managing, and maintaining structured and unstructured system databases with one or more of the following: Cloud, Agile, and Modernization.

Functional Responsibility: Designs, models, documents, and guides the logical and conceptual relationship of data and database changes for complex applications.

Analyzes needs and requirements of existing and proposed systems, and develops technical, structural, and organizational specifications. Communicates with stakeholders to design an optimal database architecture (performance, accessibility, backup, and recovery plan). Performs logical and physical data modeling, designs relational database models and creates physical data models from logical data models. Analyzes and makes recommendations for improvements to existing software and designs database servers and interfaces to improve database and application performance.

DATA WAREHOUSE DEVELOPER

Functional Responsibility: The candidate will support a development and/or support effort in the analysis and design of Data Warehouse solution integrating data from a diverse application group. The Data Warehousing Developer will also support the design and implementation of Data Warehouse components, as well as in an enterprise level data warehouse or business intelligence or reporting environment. Cloud Engineer III

Minimum/General Experience: Ten years of experience and Bachelor’s degree in architect, plan, design, develop, and operations and maintenance of hybrid cloud system architectures.

Functional Responsibility: Implement and maintain Information security in public/private cloud. Implement and maintain application security in the cloud.

Monitors cloud network performance troubleshoots more complex issues and deploys solutions. Analyze user requirements, concept of operations documents, and high-level system architectural design and development activities. Provide technical expertise for the integration of requirements, design, and technology including cloud software and data center hardware. Assist with the integration of new plans, designs, and systems into ongoing Guide system development and implementation planning through assessment or preparation of system engineering management plans as well as system integration and test plans.

Interact with the customer regarding System Engineering technical consideration.

Responsible for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. Responsible for daily administration of a hybrid cloud environment. Installs, configures, and maintains system software. Supervise lower levels.

Consulting Software Engineer V

Minimum/General Experience: Fifteen years of experience and Bachelor’s degree in Computer Science or other related field. Minimum experience should include:

cloud, Agile, system interfaces, system integration and network development, database management, operations and maintenance, DevOps, and modernization.

Functional Responsibility: Plans and conducts work requiring judgment in the independent evaluation, selection and substantial adaptation and modification of standard software techniques. Prepares detailed and complex software engineering packages including specifications and other documents required for development and procurement of resources in support of the client or Government agency. Involved in definition of project scope and development of novel concepts and approaches. Provides data to higher management to support commitments made and technical decisions reached that influence the scope and direction of software projects. Develops software engineering standards and procedures governing the development to deployment on prem and Cloud. Plans, organizes, and supervises the work of software engineering staff and other project-oriented personnel. Must be capable of performing enterprise-wide strategic systems planning, information planning, business, and analysis. Performs process and data modeling in support of the planning and analysis efforts using manual and automated tools.

Data Architect III

Computer Science or other related field. Experience must include designing, architecting, managing, and maintaining structured and unstructured system databases with one or more of the following: Cloud, Agile, and Modernization.

SYSTEMS ADMINISTRATOR I

Minimum/General Experience: Minimum one year of experience and an Associate’s

Functional Responsibility: Maintains data files and control procedures for a simple system of networked personal computers or for a group of desktop computers linked to a host server. Responsible for system security and data integrity. Assigns passwords and monitors use of resources. Back up files as required. May produce periodic business reports, generate output such as labels, letters, and forms, and respond to frequent management request for information. May require extensive knowledge of software such as Microsoft Office or other OS and similar suites of business applications. May be a resident expert for applications running on a department-wide LAN or for the entire computer system in a smaller enterprise

Functional Responsibility: Negotiates and administers all aspects of contracts from proposals to contract close-out phase. Works on more complex bids that may require integrating proposal from subcontractors and other potential vendors.
