Background DCI is a Small Business based in Maryland that focuses on providing engineering and program management consulting services to numerous government agencies. Our services are tailored to the needs of our specific government clients and their missions. DCI has extensive technical domain knowledge in intelligence, surveillance, and reconnaissance (ISR), command and control (C2), healthcare systems, high performance computing, and cyber warfare. DCI also provides its clients with critical program acquisition and planning support to enable them to operate effectively and efficiently in an austere funding environment.

Note 1: All non-professional labor categories must be incidental to and used solely to support hardware, software and/or professional services, and cannot be purchased separately.

Note 2: Offerors and Agencies are advised that the Group 70 – Information Technology Schedule is not to be used as a means to procure services which properly fall under the Brooks Act. These services include, but are not limited to, architectural, engineering, mapping, cartographic production, remote sensing, geographic information systems, and related services. FAR 36.6 distinguishes between mapping services of an A/E nature and mapping services which are not connected nor incidental to the traditionally accepted A/E Services.

Note 3: This solicitation is not intended to solicit for the reselling of IT Professional Services, except for the provision of implementation, maintenance, integration, or training services in direct support of a product. Under such circumstances the services must be performance by the publisher or manufacturer or one of their authorized agent.

Special Notice to Agencies: Small Business Participation SBA strongly supports the participation of small business concerns in the Federal Acquisition Service. To enhance Small Business Participation SBA policy allows agencies to include in their procurement base and goals, the dollar value of orders expected to be placed against the Federal Supply Schedules, and to report accomplishments against these goals.

For orders exceeding the micro-purchase threshold, FAR 8.404 requires agencies to consider the catalogs/pricelists of at least three schedule contractors or consider reasonably available information by using the GSA Advantage online shopping service (www.gsaadvantage.gov). The catalogs/pricelists, GSA Advantage! and the Federal Acquisition Service Home Page (www.gsa.gov/fas) contain information on a broad array of products and services offered by small business concerns.

This information should be used as a tool to assist ordering activities in meeting or exceeding established small business goals. It should also be used as a tool to assist in including small, small disadvantaged, and women-owned small businesses among those considered when selecting pricelists for a best value determination.

For orders exceeding the micro-purchase threshold, customers are to give preference to small business concerns when two or more items at the same delivered price will satisfy their requirement.

Specialized Experience: Preparation and analysis of cost reports, development of project schedules, working knowledge of contract and subcontract management. Proficient in the use of spreadsheets and project management tools.

Duties: Tracks project milestone achievement status and/or administrative aspects of assigned projects and deliverables. Must demonstrate the ability to work independently, or with limited guidance, on tasks that are moderately complex to analyze plan, and implement engineering solutions networks, LAN and WAN data networks, wireless networks, and/or network management systems to support voice and data services.

Duties: Analyzes and develops network architectures supporting information exchange, processing and display. Generate technical reports and presentations with no technical lead supervision. Identifies technical architecture requirements and engineering approach to achieving these requirements.

Test Engineer 1 Education: Bachelor of Science degree Experience: Must have a minimum of 2 years of experience in one or more of the disciplines associated with the Test Engineer labor category.

Duties: Generate technical reports and presentations with minimal technical lead supervision. Supports identification of test engineering objectives, and engineering approach to solving complex test objectives. Conducts test activities. Analyze IT system requirements and metrics; develop test objectives to verify system performance; and identify test instrumentation required to achieve test objectives. Develop mechanisms to manage and process test data. Support the data reduction and analysis processes. Support the generation of test reports.

Test Engineer 2 Education: Bachelor of Science degree Experience: Must have a minimum of 3 years experience in one or more of the disciplines associated with the Test Engineer labor category.

Duties: Generate technical reports and presentations with minimal technical lead supervision. Duties: Must be capable or providing support in the use of DBMSs. Must be able to evaluate and recommend available DBMS products to support validated user requirements.

Supports file organization, indexing methods, and security procedures for specific user application. Supports implementation and maintenance of database backup and recovery procedures for the processing environments.

Information Security Engineer 1 Education: Bachelor of Arts or Science Degree Basic Experience: Must have 5 years of experience, in system security analysis.

Specialized Experience: Specialized experience including system security analysis and implementation; design assurance or testing for INFOSEC products and systems. Must have experience in computer networking technology and work in protocol and/or interface standards specification is preferred. Analyzes and resolves INFOSEC technical problems.

Duties: Configures testbeds and conducts testing, records and analyzes results, and provides recommendations for improvements for the products/systems under test. Supports the integration of INFOSEC solutions and technologies into networks with particular attention to protocols, interfaces, and system design. General experience includes system engineering; electrical design, software engineering; program design and implementation;

configuration management; or maintenance.

Information Security Engineer 2 Education: Bachelor of Arts or Science Degree Basic Experience: Must have 10 years of experience, in system security analysis.

Specialized Experience: Specialized experience including system security analysis and implementation; design assurance or testing for INFOSEC products and systems. Must have experience in computer networking technology and work in protocol and/or interface standards specification is preferred. Analyzes and resolves INFOSEC technical problems.

Information System Security Officer (ISSO), Principal Duties: Ensures AIS and network nodes are operated, maintained, and disposed of in accordance with security policies and practices. Performs ISSO duties in support of in-house and external customers. May perform duties as the alternate Information Systems Security Manager (ISSM).

Performs security event and incident correlation using information gathered from a variety of sources within the enterprise. Performs cyber incident triage analysis to include determining scope, urgency, and potential impact of security incidents.

Makes recommendations to enhance network defense configurations. Contributes to the completion of milestones associated with specific projects. Provides solutions to a variety of complex technical problems.

Depending on the platform, user forms are written in HTML, CSS, Java, JavaScript, Flash, PHP, Ruby on Rails, or any other number of languages.

Education: Proven experience with UI design with a portfolio of sample projects. Two (2) years’ previous experience in UI, engineering, UX, programming, or related position Knowledge of Agile and Scrum processes. Bachelor’s degree in Interaction Design, Architecture, or related field; Master’s degree preferred

HIT Senior Developer Duties: Performing health coding assignments. Reviewing code work for accuracy and functionality. Creating and implementing design plans. Analyzing code segments regularly.

Delegating tasks to team members. Keeping up to date with health industry trends and technology developments. Extensive knowledge of health software development and its technologies.

Education: Strong knowledge of JavaScript, C++, PHP, and SQL. Solid experience in coding. Strong knowledge of user interfaces. Degree in information technology, computer science, or related.

HIT Junior Developer Duties: Entry-level health software developer that assist the health development team with all aspects of software design and coding. Their primary role is to learn the codebase, attend design meetings, write basic code, fix bugs, and assist the Development Manager in all design-related tasks.

Education: Knowledge of health IT, basic coding languages including C++, HTML5, and JavaScript. Basic programming experience. Knowledge of health databases and health operating systems. Bachelor’s degree in computer science.

HIT Architect/Engineer/SME Duties: Leads and provides technical guidance, road maps, principles, standards, and best practices focused on enabling business and IT leaders to make investment decisions that balance and prioritize current operational demands, disruptions, and opportunities with the longer-term strategic vision of the health IT organization. Acts as an expert advisor and mentor to IT leadership and management team on latest architecture principles and approach. Define current and future architecture of healthcare centric clients. Provide oversight of infrastructure, security, data, and application architecture. Coordinates solution. Serve as the subject matter expert on all matters relevant to health law and regulations pertaining to client activities. Provide counsel on intellectual property and privacy issues (e.g., data usage, copyright, etc.), tech transactions (e.g., IP licensing), information security issues, and complex Health IT agreements. 4 Geographic Scope of Contract

Domestic delivery is delivery within the 48 contiguous states, Alaska, Hawaii, Puerto Rico, Washington, DC, and U.S. Territories. Domestic delivery also includes a port or consolidation point, within the aforementioned areas, for orders received from overseas activities.

Overseas delivery is delivery to points outside of the 48 contiguous states, Washington, DC, Alaska, Hawaii, Puerto Rico, and U.S. Territories.

5 Points of Production

DCI does not produce any product. All services provided will be completed at Aberdeen Proving Ground, MD. DCI will not provide services in a foreign country.

Government Purchase Cards and Payment Information Contractors are required to accept credit card for payments equal to or less than the micro-purchase for oral or written orders under this contract. The Contractor and the ordering agency may agree to use the credit card for dollar amounts over the micro-purchase threshold (See GSAR 552.232- 79 Payment by Credit Card). In addition, bank account information for wire transfer payments will be shown on the invoice.

9 Delivery Schedule TIME OF DELIVERY: The contractor shall deliver to destination within the number of calendar days after receipt of order (ARO), as set forth below:

Urgent Requirements: When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering activity, ordering activities are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering activity, and order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

11 Ordering Procedures for Federal Supply Schedule Contracts Ordering Address: 6175 Guardian Gateway, Suite U, Aberdeen Proving Ground, MD 21005 Ordering Procedures: FAR 8.405-1 Ordering procedures for supplies, and services not requiring a statement of work. Ordering activities shall use the ordering procedures of Federal Acquisition Regulation (FAR) 8.405 when placing an order or establishing a BPA for supplies or services.

These procedures apply to all schedules.

The use of BPAs under any schedule contract to fill repetitive needs for supplies or services is allowable. BPAs may be established with one or more schedule contractors. The number of BPAs to be established is within the discretion of the ordering activity establishing the BPA and should be based on a strategy that is expected to maximize the effectiveness of the BPA(s).

Ordering activities shall follow FAR 8.405-3 when creating and implementing BPA(s).
