Labor Category Descriptions
Program Manager
Minimum/General Experience: Ten (10) years of program or project management experience and a graduate degree in Business Administration or related area or 14 years of program and project management experience and an undergraduate degree in a related field of study.
Functional Responsibility: Responsible for the planning and execution of all activities related to multiple contracts or delivery orders. Performs a variety of different actions and activities in support of multiple projects related to one or more programs. Functional duties are to plan, direct, organize, control, and coordinate technical efforts, contractor manpower and team activities including general administration and overall program control.
Minimum Education: A minimum of a BA/BS degree in a related discipline is required.
Project Manager
Minimum/General Experience: Must have at least 8 years of relevant work experience and a BA/BS degree in a related field of study or 12 years of relevant work experience and an undergraduate degree in a related field of study.
Functional Responsibility: Responsible for the planning and execution of all activities related to a contract delivery order in functional areas such as IT project management, earned value management, systems design, development, implementation and operations, independent validation and verification, human resources management and operations, contract administration or finance and budget. Ensures that all personnel assigned to projects meet government qualification standards and receive necessary training.
Minimum Education: A minimum of a BA/BS degree in a related discipline is required. A graduate degree is preferred.
Subject Matter Expert
Minimum/General Experience: Six (6) years of relevant technical experience. Advanced degree may substitute for years of experience.
Functional Responsibility: Defines the problem and analyzes and develops plans and requirements in the subject matter area for moderately complex to complex systems. Coordinates and manages the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems specifications in the following specialties: information systems architecture, networking, telecommunications, automation, communications protocols, risk management/electronic analysis, software, lifecycle management, software development methodologies, and modeling and simulation.

Senior Computer Software Integration Analyst
Minimum/General Experience: Eight (8) years of relevant experience working in such areas as software integration, systems analysis, systems design, functional requirements analysis, testing, systems implementation, architectural design and infrastructure or systems operation and maintenance.
Functional Responsibility: Serve as a technical lead on a number of tasks or subtasks simultaneously in one or more of the life cycles of IT Systems Development.
Minimum Education: Must have an MS/MBA degree in computer science, information management, decision science or similar field.
Senior Computer Specialist
Minimum/General Experience: Eight (8) years of experience with ears of PC hardware experience, including internal PC and laptop component replacement, installing and configuring Windows XP & 7, and POS hardware and software support.

Minimum/General Experience: Five (5) years of experience in programming. Formal training in programming. At least 5 years of applicable experience as an applications programmer on large-scale information technology systems, knowledge of computer equipment, and ability to develop complex software to satisfy design objectives. Demonstrated ability to lead and manage others. Demonstrated ability to work independently or under only general direction.
Functional Responsibility: Codes, tests, and debugs new software or enhancements to existing software. Functional Responsibility: Responsible for the development of program and system specifications based on requirements obtained from end-users. Supervises Software Developers and manages other deliverables for system and subsystem development.
Minimum Education: BS or BA; MA preferred.
Database Manager
Minimum/General Experience: Five (5) years of experience in database administration or technical environments which meet the specific statement of work for which services will be provided. Familiarity with standard concepts, practices, and procedures within the area of database administration.
Functional Responsibility: Performs the design, development, implementation, and maintenance of large relational and/or distributed databases. Develops database requirements from operational documentation and user inputs. Provides technical guidance in the selection, implementation, and deployment of databases and their architecture. Manages the development of database projects. Provides highly technical expertise in the use of relational databases. Evaluates and recommends available database technologies and products to support validated user requirements. May have expert credentials or be recognized as an authority.
Functional Responsibility: An individual very knowledgeable in all aspects of IT; evaluates and assesses information technology systems and provides information technology solutions/recommendations. Provides analytical and technical support in the assessment of employed or proposed systems. Provides highly technical and specialized guidance and leads the actual development of technology solutions. Performs elaborate analyses and studies. Works independently or as a member of a team. May serve as Project Manager providing technical and administrative direction for personnel performing software development tasks. Demonstrates very good oral and written communications skills.
Minimum Education: BA or BS in a related field.
Senior Information Technology Planner
Minimum/General Experience: Eight (8) years of experience in IT or network management.
Functional Responsibility: Apply various engineering design, build processes, and network operations and support processes as needed; map processes and inter-linkages. Coordinate with operations, sales and other departments in the company. Vendor management and integrating vendor support into technical and process functions of the engineering organization. Provides overview of telecom networks (Ethernet, IP, SONET, switching, fiber optic, microwave, satellite and other access networks including GPON), the technologies, process and systems used to engineer, design, build and operate such networks. Evaluates new technology, analyzes trends, identifies resource needs, and develops the integration of technical activities.

Help Desk Manager
Minimum/General Experience: Eight (8) years of experience in a related field.

Senior Help Desk Specialist

Supervises Software Developers and manages other deliverables for system and subsystem development.

Senior Systems Architect
Minimum/General Experience: Eight (8) years of experience.
Functional Responsibility: Oversees systems Architect to determine cost-effective development solutions. Communicates with offshore and on-shore development resources to ensure all business requirements and client needs are met.

Systems Design Architect
Minimum/General Experience: Two (2) or more years of experience designing logical data models, designing and reviewing data management processes, and designing data warehouses and data marts. Must be proficient in normalized and dimensional form schema design. Must understand concurrency control and transaction processing. Must be skilled in using data modeling tools and fluent in SQL, have experience with relational databases and have some familiarity with object oriented and object relational databases.

Minimum/ General Experience: Four (4) years of experience in systems design or a similar IT role.

Responsibilities also include test plan development, test automation and test report generation; issue debugging and resolving.

Minimum/ General: Five (5) years of work experience in the financial industry. Education Requirements: BS in Business Accounting, Finance, or Related field.
Function/Responsibilities: The Financial Consultant works with end user groups to evaluate and solve technical and business problems. Develops program specification and test plan documentation for custom software projects. Analyzes, designs, and implements system changes. Conducts formal and informal training classes on a variety of subjects and software. Familiar with a variety of the field's concepts, practices, and procedures.
Minimum Education: B.A. in science or engineering. Three (3) years of applicable experience. MA preferred.
Network Manager
Minimum/General Experience: Ten (10) years of experience analyzing, identifying and resolving complex network hardware, circuit, and transmission logic problems. Experience in the design, installation and acceptance testing of complex high-speed networks.
Functional/Responsibility: Designs and coordinates the installation and acceptance testing of the system network. Monitors network hardware operations to ensure properly set configuration options. Plans implementation of enhancements and upgrades to the network; performs cost/benefit studies of network configurations and recommends enhancements; directs acquisition, installation, and testing of network hardware; advises network users of hardware requirements, configurations, and limitations; and isolates, resolves, or circumvents network problems. Applies the principles of assessing and analyzing network transmission application to resolve reported malfunctions.

Senior Network Engineer

Junior Network Engineer
Minimum/General Experience: Six (6) or more years of experience required. Must have hands on experience in WAN/ LAN design and development, network setup and maintenance, TCP/IP protocol and IP network design, firewalls, and VPNs. Must have demonstrated good written and verbal communications and project management. Must possess understanding of Microsoft networking, enterprise networks using fiber optics, and emerging technologies such as VoIP, DOCSIS, and high-speed networking.
Functional Responsibility: Design enterprise solutions and lead a project team in delivering the detailed design. Provide high-level consulting expertise across projects or project teams. Work with customers to strategize new business models and solutions. Convert high-level user requirements into a deliverable design specification, define network architectures, and assist in task estimates and project scope. Select tools and products to facilitate the implementation of the architecture.
Minimum Education: BS Computer Science or Electrical Engineering.
Network Administrator
Minimum/General Experience: Four (4) years of experience working in IT, or a related field.
Functional Responsibility: Plan and implement network devices, including configurations, support, troubleshoot network problems, and coordinating with vendors for installation of such items as cable modems, switches, ASA firewalls and other network devices. Ensure network connectivity throughout a company's LAN/WAN infrastructure is on par with technical considerations. Install, configure, and maintain server-based applications, network utilities, and other related equipment and peripherals. Monitor the performance of network, server, and workstation resources. Investigate user problems, identify their source, determine possible solutions and implement solutions. Ensure compliance with network policies, procedures and standards.
Minimum Education: BA or BS in a related field.
Senior Network Technician
Minimum Education: Five (5) years of experience in a related field.
Functional Responsibility: The Network Technician Senior exchanges externally connected PC accessories and data communications equipment. Troubleshoots LANs/WANs and provides problem resolution for PC and data communications hardware. Adds or replaces boards, batteries, disks drives, and other PC components. Installs cable for networks such as LANs and WANs. Attaches, detaches, or exchanges LAN cabling to workstations, servers, network devices, telecommunications and data communications equipment. Works independently, may provide supervision.
Minimum Education: Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
Junior Network Technician

Network Security Engineer
Minimum/ General Experience: Four (4) years of experience working in IT, or a related field.
Functional Responsibility: Perform installation and configuration of security tools and software. Analyze and investigate security incidents. Maintains and administers perimeter security systems including but not limited to firewalls, intrusion detection systems, intrusion prevention systems, web filters and network access control systems. Monitors security system logs and reports discovered anomalies or problems. Provides Tier I support for problem requests escalated by the CSC. User packet capturing tools to analyze and investigate suspicious network traffic. Keeps abreast of security intelligence, security best practices and vulnerabilities related to Information Security.
Minimum Education: BA or BS in a related field.
Apple/Macintosh Certified Technician
Minimum/General Experience: Five (5) years of hands-on experience with the installation, configuration, and use of a wide range of COTS (Commercial Off-The Shelf) desktop software and hardware in a networked environment.
Functional Responsibility: Performs troubleshooting tasks for Mac, and/or Linux OS supports client configuration, and network access in a Mac environment. Installs, configures, troubleshoots, and resolves incidents related to hardware, software (COTS, GOTS, custom), web sites, instrument controllers, VoIP systems, and conference room equipment. Follow relevant procedures to resolve incidents and fulfill requests within agreed upon service level agreements (SLAs). Support secure operations by maintaining anti-virus and endpoint security applications and remediating vulnerabilities, security violations, and incidents within designated time constraints. Assist with systems administration, troubleshooting, and resolutions. Ensure compliance with all security and operational policies and procedures, including the United States Government Configuration Services enterprise level ticketing systems such as ServiceNow, Remedy, AutoTask, etc. remote support tools (Windows Remote Control, MS Lync, Cisco Jabber, Bomgar).
Minimum Education: BA, or BS in a relevant discipline such as information systems, computer science or engineering. An additional four years of relevant technical experience may be substituted for the Bachelor's Degree. One or more vendor-independent certifications such as those from CompTIA (A+, N+, Project+, Security+, etc.) preferred.
