Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided.

While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

An Operations Management Lead is qualified to perform such tasks as: Have a solid understanding of Service Desk KPIs (Key Performance Indicators); Identify key issues and build a team/group (internal and/or external) to resolve the issues;

Develop and manage strategic projects to better enhance overall support; Develop and oversee the business impacting incidents to ensure timely and effective resolution; Manage formal procedures for consistency and increased productivity; Manage customer perceptions and build strong internal and external relationships; Continually seek improvement of existing processes; Build a high performance Service Desk team through innovative hiring and training techniques.

Senior ESM Architects provide subject matter expertise in industry, process or business process redesign. A Senior ESM Architects is qualified to perform such tasks as: Architect enterprise systems management solutions based on customer inputs;

Ensure high quality architecture and consistent development work via standards, guidelines, quality assurance reviews and testing; Lead as well as contribute development and presentation of project documentation, such as operational/design documents, requirements documents, Best Practice artifacts, and project reports; Ability to present architecture, project reports, and recommendations to client leadership team; Experience in providing infrastructure computing, virtualization, cloud computing, creating reference architecture, and systems management services; Proven expertise in Architectural Methods, SDLC and Enterprise Systems Management (ESM) design across various industries; Mentor, develop and coach less experienced developers; Work with Application Developers to address complicated requirements and to resolve complex application/product issues; Ensure compliance to standards through code walkthroughs.
