LABOR CATEGORY DESCRIPTIONS

Substitution Method:

DDC IT Services has incorporated the following educational equivalencies into labor category / job descriptions to help attract a broader, more diverse applicant pool.

• Associate’s Degree equals High School/(Graduate Record Examination) GRE and an additional two years of experience.

• Bachelor’s Degree equals High School/(Graduate Record Examination) GRE and an additional four years of experience.

• Master’s Degree equals Bachelor’s Degree and an additional six years of experience.

• Professional Certification(s) may be counted as Bachelor’s Degree.

*Successful completion of higher education which has not yet resulted in a degree may be counted as 1 for 1 year’s of experience for each year of college completed.

Database Administrator Functional Responsibility: Under general direction, implements, monitors, and reorganizes databases, codes, tests, implements and maintains database architectures. Executes utility requirements such as reorganization, back-up, and recovery. Analyzes and resolves database system production problems. Analyzes user requirements and statistics and participates in database design and performance evaluation reviews. May be involved in the data modeling process. Assists in development of database projects. Assists with database design, installation, and conversion. Manages backup and recovery procedures, access security, database integrity, physical data storage design and management. Maintains database performance standards.

Consults with user management to ensure that problems are properly identified and solved to meet requirements. Manages and executes security concepts associated with this position.

Minimum Experience: 4 years relevant experience

Minimum Education: Bachelor’s Degree in computer science, information systems, , or equivalent, or related discipline, or equivalent experience, Database Administrator certification desired (ie. Oracle, SQL, DB2, Mainframe)

System Administrator Functional Responsibility: Under general supervision System Administrator is charged with installing, supporting, and maintaining servers or other computer systems, and planning for and responding to service outages and other problems. Other duties may include scripting or light programming, project management for systems-related projects, supervising or training computer operators, and being the consultant for computer problems beyond the knowledge of technical support staff. Network Engineer:

Functional Responsibility: Under general supervision analyzes local and wide area network systems (LAN/WANs), including planning, designing, evaluating, selecting operating systems and protocol suites and configuring communication media with concentrators, bridges and other devices. Resolves interoperability problems to obtain operation across all platforms including e-mail, files transfer, multimedia, teleconferencing, etc. Configures systems to user environments. Supports acquisition of hardware and software. Implements security concepts associated with this position.

Minimum Experience: 4 years relevant experience

Minimum Education Requirements: Bachelor’s Degree in computer science, information systems, Engineering, or related discipline, or equivalent experience.

Help Desk Specialist:

Functional Responsibility: Provides phone and in-person support to users in the areas of e-mail, directories, standard Windows desktop applications, and applications developed under the contract. Serves as the initial point of contact for troubleshooting hardware/software PC and printer problems.

Minimum Experience: 4 years relevant experience

Minimum Education: An Associate's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline, or equivalent experience.

Project Manager Functional Responsibility: Provides leadership for a group of employees, possibly involving multiple projects and personnel at multiple locations. Provides management for all resources under their purview (Personnel, funding, equipment, facilities, performance metrics, etc.).

Interfaces with the customer on high-level issues and to conduct top-level coordination, project oversight, progress reporting, and problem resolution. Formulates and reviews project plans and deliverable items, determines contract costs, and ensures conformance with standards.

Assigns, schedules, and reviews work of subordinates and oversees the successful completion of all assigned tasks. Explains customer’s policies, purposes, and goals to subordinates.

Maintains the client relationship and pursues follow-on business opportunities. Supports proposal and marketing efforts. Performs complex responsibilities with considerable latitude.

Determines goals and initiatives based on direction of business within the industry.

Responsible for profit/loss of group. Work impacts organizational success.

Minimum Experience: 1 year relevant experience

Program Manager Functional Responsibility: Able to incorporate a combination of the following skills:

Demonstrated experience and ability to oversee and orchestrate IT systems development life cycle (SDLC) efforts such as: design, development, integration, testing, training, deployment, operation and/or maintenance. Must be capable of independently leading programs that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information systems. Performs day-to-day management of assigned delivery order projects that involve teams of data processing and other information system and management professionals who have previously been involved in analyzing, designing, integrating, testing, documenting, converting, extending, and implementing automated information systems. Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Demonstrates proven skills in those technical areas addressed by the delivery order to be managed. Organizes, directs, and coordinates the planning and production of all activities associated with assigned delivery order projects, including assessment of staff and expenditure of ODCs. Demonstrates written and oral communication skills. Ability and authority to establish and alter (as necessary) vendor management structure to direct effective contract support activities.

Minimum Experience: 8 years in specific task areas with 3 to 5 years of project management experience

Minimum Education: B.S. Degree in Computer Science, Management Information Systems, Engineering, Business, or related discipline, or 6 years project management experience, PMP Certification preferred

Logisitics Manager

Functional Responsibility: Gathers, interprets, and analyzes logistics data, performs studies, prepares special reports and provides improvement recommendations, provides support to users in implementing and executing the systems with their day-to-day activities. Assists with establishing system interfaces to local and command ‘legacy’ systems and resolving local problems. Provides related systems analysis support to client and associated offices for other major issues facing the client. Documents and disseminates findings and provides recommendations on alternatives or courses of action for the client’s consideration. Provides recommendations with consideration of commercial best practices, benchmarking, evolving logistics operational concepts, systems support concepts, and principles.

Minimum Experience: 4 years relevant experience

Acquisition Analyst Functional Responsibility: Aids in the oversight of the planning and managing of simple, commercial to highly complex acquisitions over an acquisition lifecycle. Duties include conducting reviews and assessments of the completeness of acquisition documents, developing cost estimates, acquisition plans, source selection plans, procurement strategies, award fee plans, and other acquisition related documents all in a supervised setting

Minimum Experience: 1 year relevant experience

Subject Matter Expert:

Functional Responsibility: Provides expert level consultative support. Develops requirements for a project’s inception to conclusion in a subject matter area. Applies specialized knowledge to particular tasks. May design major projects and provides program management oversight for large, detailed projects or has specific knowledge in a highly specialized area.

Minimum Experience: 6 years of specialized experience information systems, or equivalent experience

Systems Architect:

Functional Responsibility: Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems. Determines and identifies high level functional and technical requirements based on interactions with the user community and knowledge of the enterprise architecture. Designs architecture to include software, hardware and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. Identifies, assesses and presents options for meeting the functional and technical requirements including hardware and software updates and upgrades. Responsible for developing high level system design diagrams. Ensures these systems are compatible and in compliance with the standards for open systems architectures. Evaluates analytically and systematically problems of work flows, organization and planning and develops appropriate corrective action.

Minimum Experience: 4 years relevant experience information systems, or related discipline or equivalent experience

Training Consultant:

Functional Responsibility: Under general supervision, plans and provides Information Systems or Automated Data Processing (ADP), end-user training on computer hardware, application software, new systems or training on business process improvements and other procedures.

Prepares routine training materials, including workbooks, handouts, completion certificates, and course evaluation forms. Trains users and staff personnel by conducting formal classroom courses, webinars, workshops and seminars. Ensures students understand the theoretical and practical aspects of subject material being taught and evaluates the effectiveness of instruction by ensuring students have a thorough knowledge of subject matter and hands-on skill at performing required task.

Minimum Experience: 4 years relevant experience

Minimum Education: Bachelor’s Degree in business, marketing , information systems, or related discipline or equivalent experience

Help Desk – Sr.:

Functional Responsibility: Provides support to end users for computer, application, system, device, access and hardware issues. Identifies, researches and resolves the most complex technical problems. Responds to telephone, email and online requests for technical support.

Documents, tracks, and monitors the problem using applicable systems and tools. Coordinates with other teams or specialists to resolve an issue. May be responsible for the resolution of escalated issues of higher difficulty. May train, coach or assist less experienced team members.

May require an associate's degree or its equivalent. Typically reports to a supervisor or manager. Has gained proficiency in multiple competencies relevant to the job. Works independently within established procedures associated with the specific job function.

Minimum Experience: 4 years relevant experience

Minimum Education: Associates Degree in business, computer science, engineering, System Administrator Sr:

Cybersecurity SME:

Functional Responsibility: Responsible for developing unique, effective security strategies for software systems, networks, data centers, and hardware, Implement/build-in security systems to software, hardware, and components, Research best ways to secure company-wide IT infrastructure, Build firewalls to protect network infrastructures, QA software and hardware for security vulnerabilities and risks Monitor software for external intrusions, attacks, and hacks.

Close off security vulnerability in the case of an attack, Identify cyber attackers, report to upper management, and work independently or as part of a team as needed.

Minimum Experience: 3 years relevant experience

Project Manager Sr.:

Functional Responsibility: Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contract through final implementation.

Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. May provide leadership for a group of employees, possibly involving multiple projects and personnel at multiple locations.

Minimum Experience: 5 years’ project management experience

Minimum Education: Bachelor’s Degree in business, computer science, engineering, information systems, or related discipline or equivalent experience; PMP certification preferred.

Data Analyst Sr.:

Functional Responsibility: Responsible for managing our master data set, developing reports, and troubleshooting data issues. Attention to detail, experience as a data analyst, and deep understanding of the popular data analysis tools and databases. Managing master data, including creation, updates, and deletion. Managing users and user roles. Provide quality assurance of imported data, working with quality assurance analyst if necessary.

Commissioning and decommissioning of data sets. Processing confidential data and information according to guidelines. Helping develop reports and analysis. Managing and designing the reporting environment, including data sources, security, and metadata. Supporting the data warehouse in identifying and revising reporting requirements. Supporting initiatives for data integrity and normalization. Assessing tests and implementing new or upgraded software and assisting with strategic decisions on new systems. Generating reports from single or multiple systems. Troubleshooting the reporting database environment and reports. Evaluating changes and updates to source production systems. Training end users on new reports and dashboards.

Providing technical expertise on data storage structures, data mining, and data cleansing.

Minimum Experience: 8 years relevant experience

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and/or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles, and the applicable WD number. Failure to do so may result in cancellation of the contract.
