Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Records Clerk Functional Responsibility: Assists the Task manager to receive jackets and studies daily. Accounts the incoming and outgoing jackets and takes stock of jackets being processed. Logs in studies and prints queues for analysts to work in a systematic way. Assists the task manager in delivery of studies to respective Product Managers after processing.
Minimum Education: Associates Degree
Minimum Experience: 1 Year
Records Data Analyst Functional Responsibility: Receives documents with care, open and redirects the documents to the appropriate people. Sorts documents and decides contents that are to be logged into various modules of the database. Copies documents and tracks them. Logs in relevant documents and assigns identifiers.
Supports data entry and data processing. Interacts with client staff and answers queries. Operates the help desk when needed. Performs duties assigned by project manager.
Minimum Education: Associates Degree

Records Project Manager Functional Responsibility: Serves as the main point of contact between the client and MERP's project team. Manages all tasks including work assignments to the team, capacity planning, deliverables tracking, status reporting, and customer liaison.

Records Senior Analyst Functional Responsibility: Serve as Task Managers for the various work streams under this contract.
Manages a team of analysts, assigning work to individuals, leading the quality control reviews of work within their task area, leading the training of new team members, and serving as a point of contact for client personnel related to their specific task such as prioritizing a particular submission or other special requests.

Health IT Business Analyst Functional Responsibility: Business Analyst will help with developing and operating solutions that integrate data from a range of patient, clinical and back office systems to healthcare providers, patients, payers, technology and pharmaceutical companies. Business Analyst will help and facilitate study of complex software requirements. Provide test activities and status, and assist in the development all test plans and test cases. Identifies, tracks and reports all defects discovered during system test, and works senior tester personnel and programmers to correct and implement system changes. Ensures the effective configuration management of software systems and applications.
Minimum Education: Associates Degree
Minimum Experience: Five years of experience in analyzing data, monitoring and executing project plans in federal or state and local healthcare systems.
Health IT Data Analyst Functional Responsibility: Provides expertise and guidance in the use of database management systems.
Designs, implements, and maintains databases with respect to access methods and time, device allocation, validation checks, file organization, indexing methods, protection and security, documentation, guidelines, and statistical methods to support healthcare and related IT systems.
Enforces guidelines such as FISMA and HIPPA. Establishes procedures for operations of the database and database management systems. Collects data elements and prepares database specifications. Develops, maintains, and controls the data dictionary. May include experience with database systems such as MS SQL Server, DB2, Sybase, Oracle, and Informix. May function as team leader and provide direction to less experienced database programmers/analysts.

Minimum Experience: At least four years of related hands-on experience with the specific healthcare IT equipment, software or other requirements specified by an actual Statement of Work or Statement of Need. Scientific and healthcare data sets experience such as accessibility of care, ambulatory surgeries, emergency department visits, health care disparities, health care provided to low-income and other vulnerable populations, health care quality, health care spending, health care use, health information date element definitions, values and information models, HIV/AIDS, hospitalizations by payer, by states, for children and state specific health care quality information (strengths, weaknesses and opportunities for improvement) would be ideal.

Health IT Database Administrator Functional Responsibility: Administers computer databases supporting healthcare or related IT systems.
Assigns contractor supplied personnel to various projects and directs their activities and evaluates and prepares performance reports. Consults with and advises various users of databases. Projects long-range requirements for database administration and design in conjunction with other managers in the information systems function. Prepares activity and progress reports in the database management section.
Minimum Education: Associates Degree
Minimum Experience: At least four years of experience in monitoring and maintaining databases related to IT systems. A good understanding of health IT data governance practices, standards, and security framework.
Health IT Program Manager Functional Responsibility: Provides expertise and guidance in the use of database management systems.
Designs, implements, and maintains databases with respect to access methods and time, device allocation, validation checks, file organization, indexing methods, protection and security, documentation, guidelines, and statistical methods to support healthcare and related IT systems.

Health IT Subject Matter Expert Functional Responsibility: Staff professional, expert in a specific domain with general knowledge of other domains. Provides strategic guidance and influences program direction. Recommends large scale information system solutions and policies, and assists with business integration across organizational levels. Provides program-level guidance within area of expertise and recommends healthcare IT-specific solutions and policies. Evaluates various business models including cost-benefit analysis and return on investment (ROI). May provide guidance to less experienced Business Consultants.
Minimum Education: Bachelors Degree
Minimum Experience: At least 10 years of related hands-on experience with the specific healthcare application, systems, equipment, software or other requirements specified by an actual Statement of Work or Statement of Need. Hands on experience working a federal or state and local healthcare system in government and commercial enterprises. Exposure and working experience with health IT framework such as EMR, EHR, HIPPA, HL7 and IHE are preferred.

Analyze the trade-off of implementing vs. not implementing the technology. Can provide cost benefit projections of using the emerging technology. Works under the general supervision of more experienced COTS/GOTS Technology Specialists.
Minimum Education: Associates Degree
Minimum Experience: At least one year of related hands-on experience with the specific healthcare related application, equipment, software or other requirements specified by an actual Statement of Work or Statement of Need. An understanding of various COTS/GOTS package supporting Healthcare systems such as ViSTA is desirable.
Health IT Technical Consultant II Functional Responsibility: Analyzes, designs, and applies the knowledge needed to investigate and solution emerging technologies and apply them to healthcare IT system or environment. For the purposes of the MAS Solicitation, eight (8) specific elements of Electronic Records Management (ERM) Services have been identified. These 8 elements are fully defined and the corresponding requirements are identified in NARA’s Universal Electronic Records Management Requirements spreadsheet attachment to the Solicitation. These requirements have been established and are administered by the National Archives and Records Administration (NARA). Vendors may provide any combination of the 8 elements of ERM solutions; however, vendors must certify that they are capable of meeting all standards associated with the elements they propose by completing this self-certification. Vendors must include a completed copy of this certification in their published GSA MAS Contract Price List to help illustrate their ERM capabilities to federal customer agencies.
