Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided.
While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Application Developer I Functional Responsibility: Participates in the design of software tools and subsystems to support reuse and domain analysis. Assists Applications Engineer and Applications Programmer to interpret software requirements and design specifications to code and integrate and test software components. Assist with the analysis of information requirements. Aid in the evaluation of problems with workflow, organization, and planning and help in the development of appropriate corrective action.
Minimum Experience: 1 year of programming or system analysis experience
Minimum Education: A Bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.

Data Analyst II Functional Responsibility: Analyzes and develops computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions. Develops plans for automated information systems from project inception to conclusion. Analyzes user interfaces, maintain hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, analyze proposed system modifications, upgrades and new COTS. Analyzes the problem and the information to be processed. Defines the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests. Coordinates closely with programmers to ensure proper implementation of program and system specifications. Develops, in conjunction with functional users, system alternative solutions.
Experience with database, data warehouse, and BI implementations, solid understanding of database, data warehouse, and BI architecture, Experience in analyzing requirements, business process, and information flow; in translating the analysis into database, data warehouse, and BI design documentation, Experience in analyzing data samples from subject area data sources and mocking up the OLAP views and cubes, Experience with tools to implement data cleansing, transformation strategies, Experience and knowledge with MDM.
Provide analysis and design of business data or systems for different applications such as: financial, accounting, human resources, and other enterprise systems. Data Modeler Functional Responsibility: Provides technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules. Coordinates with the Project and/or Program Manager to ensure problem solution and user satisfaction. Makes recommendations, if needed, for approval of major systems installations. Prepares milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives. Provides daily supervision and direction to support staff.
Evaluate proposed objects and their attributes. Ensure that proposed object definitions are clear, concise, technically correct, and that they represent singular concepts. Program Director Functional Responsibility: Serves as the contractor’s single contract manager and shall be the contractor’s authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer’s Representative (COR), government management personnel and customer agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Shall be responsible for the overall contract performance and shall not serve in any other capacity under this contract. General experience includes increasing responsibilities in information systems design and management.
Minimum Experience: 15 years of experience, of which at least ten years must be specialized.

Senior Software Engineer Functional Responsibility: Conducts detailed business analysis through client discussions and research on the project’s requirements and priorities. Utilizes business analysis to architect and design computer software that meets functional and technical requirements. Creates documentation, flowcharts, and diagrams as part of the design process. Develops, tests, and implements business critical applications with high availability and performance based on design documents. Regularly provides status updates on the project’s progress. Participates in the review of functional requirements for the software’s features. Prepares required documentation, including both program-level and user-level documentation. Supports the development and documenting of test plans and test cases to ensure that the delivered software matches the requirements and design specifications.
Minimum Experience: 8 years of experience, of which at least 5 years must be with designing, developing, and implementing new software products or major enhancements to existing software.

Senior System Architect Functional Responsibility: Meets with users and other stakeholders regarding business requirements to understand current and future business needs. Utilizes understanding of business requirements to create high-level system requirements. Performs research on the components needed to fulfill the system requirements. Designs systems and infrastructure architecture that are robust and extensible.
Participates in discussions with stakeholders from existing systems to better understand how the proposed system will interact with other applications. Provides guidance during system development and implementation in the form of promoting best practices regarding design patterns and frameworks.
Additionally, provides guidance for the tuning of production environments to ensure optimal stability and performance. Works with users to develop acceptance test requirements and subsequent tests to ensure that the requirements are met. Provides production support for a period of time after system is deployed.
