Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Subject Matter Expert I Functional Responsibility: Serves as mid-level expert in specific areas relevant to a particular project.
Develops, implements, provides training for, and maintains applications and/or information systems in a specific area of expertise.
Minimum/General Experience: 7 years of progressive experience in supporting large information technology projects related to the individual’s subject matter expertise. Possess focused expertise in either functional domains (e.g., finance, personnel, acquisition, etc.) or technical disciplines (e.g., specific complex products and/or technologies).
Minimum Education: Bachelors Degree
Systems Engineer I Functional Responsibility: Works under general supervision to meet contractual requirements. Provides solutions to a variety of technical challenges of simple to moderate scope and complexity. Follows established procedures. Contributes to the completion of milestones associated with specific projects.
Minimum/General Experience: 1 year of experience in computer programming, information systems technologies, or a relevant technical discipline.
Minimum Education: Bachelors Degree
Systems Engineer II Functional Responsibility: Works under general supervision to meet contractual requirements. Provides solutions to a variety of technical challenges of simple to moderately difficult scope and complexity.
Follows established procedures. Contributes to the completion of milestones associated with specific projects.

Minimum/General Experience: 5 years of experience providing information system and/or application technical analysis, development, testing, delivery, training, and/or maintenance.
Minimum Education: Bachelors Degree
Systems Engineer IV Functional Responsibility: Designs, develops, and implements applications and/or systems. Able to lead teams under general supervision to meet contractual requirements. Follows established procedures and develops new ones. Provides solutions to a variety of technical challenges of difficult scope and complexity.
Minimum/General Experience: 7 years of experience providing information system and/or application technical analysis, development, testing, delivery, training, and/or maintenance.
Minimum Education: Bachelors Degree
Systems Engineer V Functional Responsibility: Designs, develops, and implements applications and/or systems. Able to lead large, multi-discipline technical teams to meet contractual requirements.
