Description of Proposed Labor Categories
System Administrator
Minimum General Experience: Two (2) years
Minimum Education: Bachelor’s Degree in Computer Science
Functional Responsibility: Under general supervision, responsible for installing, configuring, and maintaining operating system workstations and servers, including web servers, in support of business processing requirements. Performs software installations and upgrades to operating systems and layered software packages. Schedules installations and upgrades and maintains them in accordance with established IT policies and procedures. Monitors and tunes the system to achieve optimum performance levels. Ensures workstation/server data integrity by evaluating, Implementing, and managing appropriate software and hardware solutions. Ensures data/media recoverability by implementing a schedule of system backups and database archive operations. Supports media management through internal methods and procedures or through offsite storage and retrieval services. Develops and promotes standard operating procedures. Conducts routine hardware and software audits of workstations and servers to ensure compliance with established standards, policies, and configuration guidelines. Develops and maintains a comprehensive operating system hardware and software configuration database/library of all supporting documentation. Support Business Area Leader in meeting with customer to determine project requirements. Provide full range of system installation, configuration, and maintenance support.

Senior System Architect
Minimum General Experience: Four (4) years
Functional Responsibility: Provide technical direction to project team members, on teams of up to 10 individuals. Schedule, plan, and conduct project review meetings. Perform or lead system engineering studies, including specify hardware configurations to satisfy customer needs. System loading analyses, complete computer configuration studies throughout analyses. Conduct formal acceptance tests of
Xfinion’ s software systems. Recommend “make/buy” decisions. Specify hardware configurations to satisfy customer needs. Works independently designing and developing new software products or major enhancements to existing software. May lead a large development team in the design of highly complex software systems. Acts as highest-level technical expert, addressing problems of systems integration, compatibility, and multiple platforms. Responsible for project completion. Performs feasibility analysis on potential future projects to management. Applies knowledge of computer concepts and techniques to develop and implement automated solutions to engineering, scientific, or business data acquisition and management problems. Uses scientific and engineering logic to independently identify conceptual or theoretical solutions to problems of computer hardware or software design and operation. Develops alternative approaches to design, test, and evaluation techniques for solving automation problems.
Evaluates and recommends optimum solutions balancing specific project needs with economic constraints. Interfaces with and uses micro, mini, and main computer systems in addressing project objectives. Formulates architectural design, functional specification, interfaces and documentation of computer systems considering system interrelationships, operating modes, and equipment configurations. Responsible for developing project plans, justifications, guidelines, and controls.
Software Engineer
Minimum General Experience: Three (3) years
Functional Responsibility: Under general direction, formulates and defines system scope and objectives.
Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debugs, and documents those programs. Minimum/ General Experience: 2 years of experience

Functional Responsibility: Help build complex, scalable fast systems and services using modern technology and methodologies. Capturing and analyzing data to improve system capabilities. Experience with distributed computing and enterprise-wide systems. Understanding of software engineering practices & best practices for the full software development life cycle, including coding standards, code reviews, source control management, build processes, testing, and operations. Excellent object-oriented programming skills. And hands-on skill in many incongruent technologies, typically fluctuating from front-end user interfaces through to back-end systems and all points in between.
Helpdesk Specialist (Journeyman)

Functional Responsibility: Recognized for business and/or architectural expertise with regard to effectively adapting functional business requirements and processes to technical solutions based upon comprehensive enterprise application solution sets. Work with senior managers and executives to provide vision and strategic direction for those functional areas that support the defined business disciplines within the enterprise, and to provide insight into selecting the enterprise applications that set the direction and establish an approach for a technical solution. Analyzes gap analysis and architecture for full-scale implementation. Designs application interfaces and the solution infrastructure baseline across the functional areas of interest. Manages development, implementation, integration, testing and follow on support. While considering the needs of specific business areas, as well as those of the enterprise, provides expertise on technology and industry trends that will affect enterprise solution sets, including technical platforms and network architectures. Assists in establishing standards for information system procedures. Develops and applies organization wide information models for use in designing and building integrated, shared software and database management systems. CAST SME
Minimum Education: Bachelor’s Degree in Computer Science, Engineering or related field
Functional Responsibility: Experienced in the use of Static Code Analysis tools as part of a DevSecOps
CICD pipeline Capable of supporting the design and implementation of Enterprise Code Quality Standards and policy within the Federal Government. Familiar with additional SCA tools to like SonarQube, CheckMarx and AppScan. Experience in Application development or architecture also experience on products configuration and execution of scans, server application configuration. Identify and properly define the system characteristics as related to implementation, operational performance, scalability, usability, fit for purpose, and maintenance. Lead internal and external training sessions relating to the operating platform and the application. Level IV-Systems Analyst & Applications Developer

DevSecOps Engineer
Minimum Education: Bachelor’s Degree in computer science, cybersecurity, math, engineering or science
Functional Responsibility: Ability to deploy automated application security testing tools. It is their responsibility to make users aware of how to make the most of application security features. Works closely with various development and infrastructure teams to understand and analyze the application components and their build, deployment and dependency requirements, and develop the DevOps solutions using the enterprise standard tools and industry best practices. The engineer will maintain a strong focus on automation, self-service, rapid feedback, continuous improvement and leveraging best practices throughout the software development life cycle (SDLC). Knowledge of programming languages as Ruby, Perl, Java, Python and PHP. Deploys and configures services using infrastructure as a service provider (e.g., Amazon Web Services, Microsoft Azure, Google Compute Engine, RackSpace/OpenStack).
Debug clusterbased computing architectures. Using scripting or basic programming skills to solve problems. Installation and management of open source monitoring tools. Configuration management tools(e.g., Puppet, Chef, Ansible, Salt). Architecture for continuous integration and deployment, and continuous monitoring. Containerization technologies (e.g., LXC, Docker, Rocket).
Software Quality Analyst
Minimum Education: Bachelor’s Degree
Functional Responsibility: Performs supervised quality control/quality assurance management procedures, including tracking and analyzing key software metrics, monitoring quality procedures and participating in software reviews and testing in a supervised setting. Interprets and applies Government regulations, manuals, and standards relating to quality assurance. Evaluates software and associated documentation. Performs reporting, tracking, and analysis of key performance‐based system metrics; and monitoring quality procedures, and evaluating system quality, efficiency and testing.
