SPECIAL NOTICE TO AGENCIES: Small Business Participation
The Small Business Administration (SBA) strongly supports the participation of small business concerns in the Federal Acquisition Service. To enhance Small Business Participation SBA policy allows agencies to include in their procurement base and goals, the dollar value of orders expected to be placed against the Federal Supply Schedules, and to report accomplishments against these goals.
For orders exceeding the micropurchase threshold, FAR 8.404 requires agencies to consider the catalogs/pricelists of at least three schedule contractors or consider reasonably available information by using the GSA Advantage!TM on-line shopping service (www.gsaadvantage.gov). The catalogs/pricelists, GSA Advantage!TM and the Federal Acquisition Service Home Page (www.gsa.gov/fas) contain information on a broad array of products and services offered by small business concerns.
This information should be used as a tool to assist ordering activities in meeting or exceeding established small business goals. It should also be used as a tool to assist in including small, small disadvantaged, and women-owned small businesses among those considered when selecting pricelists for a best value determination.
For orders exceeding the micropurchase threshold, customers are to give preference to small business concerns when two or more items at the same delivered price will satisfy their requirement.

Notes on the Labor Category Descriptions:
Unless otherwise explicitly noted, all education/experience requirements are considered minimums.
Personnel filling these roles must have “at least” the degrees and years of experience identified. These “at least” requirements can, if also noted, be supported by the following general substitutions. Exceptions, if they are in place, to these general substitution guidelines are documented individually in the labor category descriptions:
▪ Four (4) years of work experience can be substituted for a Bachelor’s degree. Similarly, a Bachelor’s degree can be substituted for four (4) years of work experience.
▪ Two (2) years of work experience can be substituted for a Master’s degree. Similarly, a Master’s degree can be substituted for two (2) years of work experience.
▪ Industry recognized certifications can be considered as a substitute for work experience or education requirements on a case-by-case basis
Labor Category: Administrative Support Functional Responsibilities:
Draft, process, catalog, file, and maintain the Information Technology-based correspondence, messages, and other documentation. Correspondence includes military and civilian letters, internal and external memorandums, enclosures, endorsements, transmittal letters, award recommendations, minutes of meetings, technology white papers, background papers, IT fact sheets, emerging technology point papers, and briefing papers including information in support of IT advancement, technology integration, technology support services, and technology maintenance. Experience with word processing, typing, editing, classification marking, preparing envelopes, and annotating writer information; assembling completed correspondence and documents for review, approval, and signature; and making copies, retaining office copies, and placing office copies in official files.

Labor Category: Business Analyst, Senior Functional Responsibilities
Contributes to and maintains customer financial agreements, service level agreements, interagency agreements, and contract deliverables. Acts as a technical expert on government financial analysis issues. Coordinates, negotiates and resolves financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements. Receives, processes, and tracks interagency funding documentation such as Military Interdepartmental Purchasing Requests and 7600B forms. Coordinates interdepartmental development of program plans and interfaces with customers as required. Conducts research and analyses of customer needs and requirements. The Cloud Solutions Architect/Engineer - Senior works across Cloud Ops, Security, Development, Auditing teams to implement designs, infrastructure, and services that allow for the vision of developers being able to quickly deploy applications to the appropriate cloud environment that end users can immediately use. Duties include:
• Evangelize methodologies for building and operating highly available, scalable services.
• Provide leadership in reducing and resolving production incidents (e.g. Site Reliability Engineering).
• Look for opportunities to improve all operations processes specifically focused on exploitation of the cloud or migration of legacy or new systems to the cloud.
• Evaluate, build and modify automation for deploying and operating production services.
• Create, assess, update and maintain documentation pertaining to Product Lines.
• Develop and design elastic, resilient and self-healing cloud native applications
• Crafting excellent documentation for respective projects and carrying ownership for the code and the instructional tutorials of how to use it.

Expert Cloud Solutions/Systems Architects assist in leading the design and development of solutions for complex applications problems, API design, data services, platform services, cloud services, and infrastructure services to meet user requirements and align to strategic goals and the Enterprise Architecture. Duties include but are not limited to:
• Plan the system design, cloud utilization, and integration
• Advise in the management and direction of services to develop, install, configure, integrate, and maintain a common platform for production with focus on cloud usage as necessary
