Programmer Analyst - Level I
Minimum / General Experience:
Zero (0) – Two (2) years of systems or programming experience. Under supervision, modifies applications and programs from detailed specifications. Codes, tests, debugs, documents and maintains those programs. This level is staffed by beginners who have had sufficient educational background and/or experience to qualify them to start in programming computer/web applications/software.
Functional Responsibility:
Analyze functional business applications and design specifications for functional activities. Translate detailed design into application systems. Test, debug, and refine applications to produce the required product. Prepare required documentation, including both program‐level and user‐level documentation. Enhance applications to improve performance and add functionality.

Programmer Analyst - Level II
Minimum / General Experience:
Two (2) – Five (5) years of experience in requirements analysis, web applications and software development, installation, integration, evaluation, enhancement, maintenance, testing and problem diagnosis/resolution.
Functional Responsibility:
Analyzes problems & develops plans for new automated systems; Translates designs into SW; prepares flow charts; writes code. Designs, develops, and maintains computer software for moderately complex to highly complex computer systems. Duties relate to the large systems, distributed systems, real time systems, or network applications that are currently used or announced for use at client. Translates detailed design into computer software, preparing detailed flow charts, writing program code, and testing and implementing systems. Prepares test data and systems, user and program documentation. Duties may include the creation or modification of administrative, scientific, or systems software, on central and distributed systems; and development, testing, maintenance, and problem resolution for security systems (firewalls, network access control mechanisms, encryption devices, etc.) for host and distributed systems, and security product evaluation.
Minimum Education:
BS degree in Information Systems, Computer Science, Engineering or comparable discipline.
Programmer Analyst - Level III
Minimum / General Experience:
Six (6) or more years of general systems programmer/analyst/software development experience. Must be familiar with computer graphics fundamentals and be knowledgeable in relational database fundamentals and concepts. Should have extensive experience with relational databases and be proficient in a few programming languages. Must have ability to effectively communicate technical information to non-technical computer users, both orally and in writing.
Functional Responsibility:
Develops program specifications for application software development under general supervision. Defines the logic, performs the coding, tests and debugs the programs.
Prepares system and program specifications and documentation that includes designing report formats, record layouts, screen layouts and algorithms. Implements modifications to existing systems. Documents program and system logic. Defines and designs data

Works closely with agency technical user community to determine specific data base properties, requirements and specifications. Develops documentation and user training materials for each application. Conducts use training sessions for applications; provides user support.
Minimum Education:
BS degree in Information Systems, Computer Science, Engineering or comparable discipline.
Software Engineer
Minimum/General Experience:
Six (6) years of experience participating on teams for comparable projects
Functional Responsibility:
Demonstrated experience and ability to develop and maintain operating systems, applications software, database packages, compilers, assemblers, and utility programs with minimal oversight. Ability to modify and create special purpose software and ensure systems efficiency and integrity. Ability to develop block diagrams and logic flow charts.
Ability to translate detailed design into computer software. Ability to test, debug, and refine the computer software to produce the required product. Test Engineer – Level I
Minimum / General Experience:
Zero (0) – Two (2) years of experience in software and application testing. Ability to configure and execute application programs. Familiarity with various programming languages and operating environments. Ability to document software and system defects. Familiarity with testing tools and quality methodologies; e.g., Six Sigma or CMMI a plus.
Functional Responsibility:
Writes up test cases and test application software; configures and maintains test lab baseline; supports report generation. Responsible to write test cases and test application software. Help senior tester engineers in identifying and documenting test cases.
Configure and maintain test lab baseline (CM). Support report generation, coordinate with CM team to keep the test bed in sync with the stated environments. Participates in formal and informal reviews at pre‐determined points throughout the development life cycle.

Test Engineer – Level II
Minimum / General Experience:
Two (2) – Five (5) years of hands-on software testing experience with increasing levels of responsibility and technical skill. Familiarity with testing tools and certifications in QA methodologies; e.g., Six Sigma or CMMI a plus.
Functional Responsibility:
Analyses the requirements and understands the high level system integration needs and application interactions. Identifies and methodically develops test cases and helps generate various test cases. Responsible to see the test cases cover all aspects of application, system and integration tests. Besides using commercial tools, generate custom software tools to test backend processes. Configure various applications and

Supports design reviews and coordinates with QA, CM, IV&V and subsystem teams. Defines and manages test bed and help senior management in budget planning. Implements test processes and procedures. Responsible for testing reports.

Software Architect

Eight (8) years of hands on software/systems development experience.
Functional Responsibility:
Designs and develops complex business solutions using a variety of computer technologies. Work as a liaison among stakeholders to elicit, analyze, and validate business requirements and processes. Work with the customer to detail and convert business requirements into system functional, non‐functional, and operational requirements.
Provide clear and concise requirements documentation to include business, functional, and nonfunctional requirements. Develop, review, maintain, and provide feedback for the ILC and process documentation.
