Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Associate Program Manager Functional Responsibilities: Under immediate supervision, oversees the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities. Oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.

Entry-Level Technician Functional Responsibilities: Works under close supervision. Provides technical support in one or more technology areas including but not limited to: Tier I Help desk/service desk, technology deployments, warranty services.

Facilities Manager Functional Responsibilities: Under indirect supervision, assists in developing & monitoring assigned department budget and risk management efforts directly supporting Enterprise infrastructure and infostructure IT goals and projects. Junior Technician Functional Responsibilities: Performs direct technical work on projects. Follows standard work methods on recurring assignments but receives instruction on unfamiliar assignments. Assembles, constructs, services, and/or repairs simple or standard equipment or parts. Coordinates with the Project Manager, Senior Technician, and Government user representatives to ensure accurate solutions and user satisfaction on technical matters. Conducts tests using established procedures, adjusts and operates equipment, records test data, and presents data in a prescribed form.
Minimum Education: High School Minimum Experience: 2 years of professional experience required.
Nlyte Integration Specialist Functional Responsibilities: Leads highly complex and uncommon solution design when required. Tasks and document deliverables are highly complex and architectural in nature (i.e. functional requirements, solution design, database design, high-availability and disaster recovery planning.) Management of a large project or program (multiple projects) with complex planning required. Multiple deliverables and a large resource team to deliver. Working knowledge of, and proficiency in Data Center Infrastructure Management (DCIM). Knowledge of Windows Server, SQL, IIS, and VMWare, Knowledge of Building Management Systems (BMS), and Enterprise Management System (EMS), Knowledge of how industrial cooling and power functions.
Minimum Education: Bachelors degree in computer science or related field or equivalent education and experience.

Nlyte Project Manager Functional Responsibilities: A Nlyte Project Manager is responsible for managing enterprise-scale implementations of Nlyte Software products, including designing the implementation to facilitate the capabilities of new and existing IT infrastructures. This individual has knowledge of all aspects of operations management and provides technical leadership and architectural direction for project objectives. This individual effectively leads large teams of multi-disciplined personnel to implement complex, business-centric IT solutions. This individual is effective at performing customer briefings, is articulate and communicates to diverse levels the intricacies of IT architectures and their applicability to solving business solutions. ITIL Foundation Certified. PMP Certification. ITIL Foundation Certified.

Nlyte Senior Consultant Functional Responsibilities: Responsible for configuring Nlyte solutions to address specific client needs and objectives. Can design project approach and tailor Nlyte methodology to client's needs and priorities. Expert in particular Nlyte products and solutions. Leads teams of consultants to plan, execute, and deliver project phases. Can train client personnel on proper use of Nlyte products and/or Nlyte solutions. Interacts with client project leads and client management. ITIL Foundation Certified. Working knowledge of, and proficiency in Data Center Infrastructure Management (DCIM). Knowledge of Windows Server, SQL, IIS, and VMWare, Knowledge of Building Management Systems (BMS), and Enterprise Management System (EMS), Knowledge of how industrial cooling and power functions.

Delivers training courses to support customer implementations. Capable of deliver one or more of the following Nlyte Courses: Nlyte Standard; Nlyte Advanced; BDM Workshop; Workflow; Workflow Workshop; Dashboards; RDBMS Reporting; and Cube Reporting. Working knowledge of, and proficiency in Data Center Infrastructure Management (DCIM) and Nlyte software platform. Knowledge of Windows Server, SQL, IIS, and VMWare, Knowledge of Building Management Systems (BMS), and Enterprise Management System (EMS), Knowledge of how industrial cooling and power functions.

Project Manager Functional Responsibilities: Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concepts through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. May serve as Task Lead or Technical Lead.

Senior Engineer/Analyst Functional Responsibilities: Provide design, programming, documentation and implementation of applications which requires knowledge of government information technology systems for effective development and deployment of software modules. Directs and participates in all phases of software development with emphasis on analysis, coding, testing, documentation, and acceptance phases.
Responsible for identifying new and emerging technology to support strategic planning initiatives required to meet business needs. Conducts assessments, evaluations, selections, site surveys, requirements analysis and definition, technology prototyping, and cost analysis related to information technology. Designs and prepares technical reports and documentation to record results. Applies process improvement and reengineering methodologies and principles to conduct process modernization projects including process and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. May be required to serve as Task Leader with responsibility for ensuring the quality and services delivered for that particular task(s) meets customer performance levels.

Senior IA Engineer/Analyst Functional Responsibilities: Under general direction, responsible for all activities relating to information assurance procedures and systems. Develops information systems assurance programs and control guidelines. Confers with and advises subordinates on administrative policies and procedures and resolving technical problems, priorities, and methods. Consults with and advises other sections regarding internal controls and security procedures. Prepares activity and progress reports relating to the information systems audit function. May serve as Task Lead or Technical Lead for IA specific tasks or projects.

Subject Matter Expert/Consultant Functional Responsibilities: Subject Matter Experts (SMEs) have twelve (12) years of progressive experience in supporting large information technology projects related to the individual’s subject matter expertise. These senior personnel are proven experts in technical disciplines (e.g., computer security, network engineering, etc.) with many years of experience. SMEs serve as technical experts in areas relevant to a particular project. SMEs produce and/or review substantive and/or complex technical documentation reflecting detailed knowledge of technical areas as identified in the SOW.
Documentation subjects include but are not limited to systems/security design, system/security architecture, feasibility studies, and system specifications.
Minimum Education: Bachelors or higher in Information Systems, Computer Science, Engineering, Business, or related field Minimum Experience: 12 years of professional experience required.
Technician Functional Responsibilities: Performs direct technical work on projects. Selects and adapts plans, techniques, designs, or layouts.
