When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract. Ordering Agency can contact Contractor to effect a faster delivery.

Title: Program Manager

Minimum Years of Experience: A minimum of three years of direct experience with an intelligence community or signals intelligence activity.

Functional Responsibility: Assists the Senior Program Manager in the overall responsibility for management of the entire program/contract and/or have overall program management responsibility for one or more project, functional area, or CLIN. Managing or participating in the requirements analysis, design, production, test and deployment for an Intelligence community system. Expertise in the management and control of funds and resources using complex reporting mechanisms. Earned Value Management.

Minimum Years of Education: Bachelor’s Degree

Title Software/System Engineer

Minimum Years of Experience: Minimum two years in a technical leadership role, leading projects and programs for Government or Industry customers with five years experience as a

Systems Engineer in programs that encompass system architecture, requirements analysis, process execution and evaluation. Experience in the following: Solaris and Linux; and Solaris, Linux, and Windows utilities and techniques to diagnose and correct performance bottlenecks.

Significant experience in designing complex collection systems; Integrating systems using multiple operating systems (Solaris, Linux, Windows); Performing tradeoff studies; and System performance analysis. Experience in Agile methods is desired.

Functional Responsibility: Provides system engineering support on large-scale systems, major system elements, and/or interfacing systems. (Large-scale information system is defined as having at least one of the following characteristics: Over 1000 users; Over 100 sensors; Over 1000 entities in the information model as represented by an Entity Relationship diagram or UML; or Over 20 distinct physical subsystems.) Experience in reverse engineering and re-engineering. Experience in developing system architecture and design including: Software, Hardware, Communications, Interface requirements. Experience in leading systems definition, trade-off and design activities.

Experience in leading analysis of system requirements and components. Experience in performing system audits to ensure intended functionality, operation and performance requirements are achieved. Experience in System performance analysis. Experience in planning the next generation system. Experience in Agile methods is desired.

Safeguard organization’s computer networks and systems. Plan and carry out security measures to monitor and protect sensitive data and systems from infiltration and cyber-attacks.

Minimum Years of Education: Associate’s Degree

Title: Configuration Manager

Minimum Years of Experience: Minimum one year relevant configuration management experience serving in a similar capacity and in an environment with tasks of similar scope, complexity, and technical difficulty. Experience with commercial software products (e.g., ClearCase, Razor, TeamWare) used for configuration management. Experience in Agile methods is desired.

Functional Responsibility: Provide software configuration for development, integration, testing and fielded systems. Develop documentation in the form of processes, procedures, and higher level coordination documentation. Work as a Technical SME (subject matter expert) on software configuration management best practices and tools. Independently address configuration management issues.

Minimum Years of Education: Associate’s Degree

Title: Test Engineer Intermediate

Minimum Years of Experience: Five years experience in testing through a full system development life cycle including designing, developing and implementing test plans, test cases, and test processes. Experience developing and enhancing test plans and procedures that define test strategies and coverage. Experience in documenting test results for corrective actions, reporting and audits. Experience testing systems from existing system and functional specifications. Experience developing test cases and plans from requirements documentation.

Experience with XML, Java, C++, database interface, SOLARIS and/or LINUX, and Windows system programming is highly desired. Working knowledge of and skills in the use of automated test tools and related CASE applications such as Rational TeamTest, Rational ClearQuest, WinRunner, etc. Experience with some of the following: Test automation development or some demonstrated development experience; Performance / load / stress testing; Data interface testing;

Data migration testing; User interface testing; Security testing; Code coverage tools; Systems integration testing; Web server, OS, and SQL database setup and administration.

Functional Responsibility: Performs software testing at all levels from module or unit testing through all levels of software integration testing. Interface with the software development group throughout the software development process. Supports the software configuration management process and understands all software components and their interface requirements. Involved in writing software test plans.

Title: Subject Matter Expert

Minimum Years of Experience: Minimum three years experience. Is a recognized technical or programmatic industry authority in system acquisition, system engineering, specialty engineering, software engineering, information technology, information assurance, or support disciplines. A recognized technical or programmatic industry authority is evidenced by an individual possessing at least two of the four items below: 1) doctorate degree or two masters degrees in fields/disciplines listed above, 2) published at least five articles, books, or papers, on relevant technical topics during the last ten years, 3) possess at least one professional certification in a technical field, or 4) delivered at least two technical presentations and/or speeches at technical/industry conference.

Functional Responsibility: Provide unique expertise in areas that are specific in a technical area or area of knowledge. Examples of a subject matter expert would be someone with experience required in a different intelligence agency, commercial experience, and signal intelligence or acquisition experience.

Title: Subject Matter Expert I

Minimum Years of Experience: Minimum five years’ experience. Is a recognized technical or programmatic industry authority in system acquisition, system engineering, specialty engineering, software engineering, information technology, information assurance, or support disciplines.

Provide unique expertise in areas that are specific in a technical area or area of knowledge. Must have ability to analyze and report on complex security cooperation issues, initiatives, legislative matters, executive orders, and agreements. Must read, write, and communicate professionally & effectively across the civilian and military spectrum.

Functional Responsibility: Provide unique expertise in areas that are specific in a technical area or area of knowledge. Examples of a subject matter expert would be someone with experience required in a different intelligence agency, commercial experience, international affairs and signal intelligence or acquisition experience.

Title: Technical Writer

Minimum Years of Experience: Minimum one-year technical writing experience preparing documents, reports, responses, and briefings targeted to a wide range of audiences including senior management. Experience in effectively formatting/editing technical publications to include writing, editing and illustration. Experience in PowerPoint, MS Word, MS Project. Experience in

Rational products desired. In-depth experience with word processing, presentation, spreadsheet, and database software is required. Support Web Design and maintenance of web pages.

Functional Responsibility: Prepare complex technical manuals and training manuals (Text Book and web based) from electronic source data, other material and development teams. Update and draft program documentation. May be tasked with Web Documentation or development, Work

Break Down Structures, CCB Secretariat or other board secretary, PMO support, and work package drafting and tracking.

Minimum Years of Education: Associate's Degree

Title: Sr. Program Analyst Minimum Years of Experience: Must have three years of experience

Functional Responsibility: A Sr. Program Analyst is responsible for the analysis of the organization business strategic needs. Work in team settings to support the business process modeling, reengineering and improvement efforts.
