Some example questions to consider are: Which office management applications does your service/solution manage (e.g. Microsoft 365, Google Workspace, etc.)? How do you associate Office Management documents with a records schedule? How do you apply metadata to Office Management documents?
Metric5’s primary approach for office records management applications leverages Microsoft 365. Through Microsoft 365, there are methodologies that can be implemented based on customer preference and/or licensing considerations. One, GS-35F-299GA 14 | P a g e manage records in a SharePoint Records Center. This methodology is akin to an archive or “holding library” ahead of disposal for temporary records or migration to NARA for permanent records. It also affords convenient capabilities like auditing, reporting, searchability. Another method is to manage the records in-place in active SharePoint libraries utilizing retention labels. In either scenario, we work with customers to establish columns and content types within the libraries
(effectively serving as these retention labels) and marry these metadata fields up with the established file plan. This means assigning retention schedules, workflows, and/or metadata as dictated (e.g., whether there is sensitive data, legal holds). These methodologies make it easy for the end user to declare records, such as simply uploading a document to a library that has a specified retention schedule or choosing a label. Records areas/types may be locked down, read only, or set to another permission structure as designated by the customer. Outlook may also be customized, allowing the user to tag emails as records, or, alternatively, an automated approach could be leveraged (e.g., a Capstone policy pertains to emails from select leadership). If the customer prefers, another methodology is to leverage Microsoft Purview, which offers an integrated, dynamic file plan directly into the repository.
Element 2 - Electronic Messages
Please provide a brief summary of your awarded offerings (products/services/solutions) under SIN 518210ERM that help agencies meet Element 2. Some example questions to consider are: Which electronic messages does your service/solution manage (e.g. SMS/MMS, iMessage, WhatsApp, social media messages, voicemail, etc.)? Are you able to capture SMS/MMS at the carrier-level? How do you apply metadata to electronic messages? Where are records stored
(e.g. managed in the system in which they were created or in a dedicated recordkeeping system)?
Metric5's solution efficiently manages a diverse array of electronic messages, including SMS/MMS, iMessage, WhatsApp, social media messages, and voicemail. Our approach ensures that client's records management practices capture all forms of electronic communication utilized within the organization, maintaining compliance and appropriate management of all relevant communications.
Element 3 - Social Media
Please provide a brief summary of your awarded offerings (products/services/solutions) under SIN 518210ERM that help agencies meet Element 3. Some example questions to consider are: Which social media platforms does your solution/services capture and manage (e.g. Facebook, YouTube, Instagram, WordPress)? What technology is used to capture social media records? What frequency can your solution/services capture? How do you address changes in what social media platforms allow for capture?
Our solution manages a broad array of social media platforms, including Facebook, YouTube, Instagram, and social media messages, ensuring that all forms of electronic communication are captured and managed appropriately. We utilize social media archiving tools, web scraping tools, and records management software. These technologies ensure automated data capture, data integrity, security, and compliance with regulatory requirements.
Questions for Element 4 - Websites
Please provide a brief summary of your awarded offerings (products/services/solutions) under SIN 518210ERM that help agencies meet Element 4. Some example questions to consider are: What technology do you use to crawl websites? Do you have the capability to capture internal and external sites? What formats do you use for web captures? Can you capture websites in NARA-acceptable formats? What quality assurance processes/tools do you offer?
Our electronic records management solution for websites involves using Heritrix to crawl, capture, and format. Heritrix is an open source application built in java created and maintained by the Internet Archive. While there are other open source web crawlers, Heritrix was designed for archival purposes and the Internet Archive uses it to collect websites on behalf of
NARA. Heritrix can be configured and used for internal and external websites. It captures websites in the NARA acceptable Web Archive (WARC) file format. WARC files can then be loaded into a WARC viewer, like ReplayWeb.page for testing and quality assurance reviews.
Questions for Element 5 - Photographs (Born-Digital and Scanned Images)
GS-35F-299GA 15 | P a g e
Please provide a brief summary of your awarded offerings (products/services/solutions) under SIN 518210ERM that help agencies meet Element 5. Some example questions to consider are: How do you associate Photographs with a records schedule? How do you apply metadata for categorization and searchability to Photographs?
Associating photographs with a records schedule is crucial for effective records management, ensuring compliance, and maintaining an organized system for storing and retrieving images. The process involves identifying and classifying photographs by analyzing content and collecting metadata. It's essential to determine retention requirements based on legal regulations and business needs. Photographs should be categorized according to the records schedule, assigning retention periods aligned with legal and business requirements. Implementing a Digital Asset Management (DAM) system, integrated with a Records Management System (RMS), facilitates the tagging, categorizing, and managing of photographs. Essential metadata fields include title, description, date, photographer, location, event, tags, category, and retention period. Utilizing metadata standards and a controlled vocabulary ensures consistency. Metadata application tools and batch processing facilitate efficient tagging.
Questions for Element 6 - Digital Audio and Video
Please provide a brief summary of your awarded offerings (products/services/solutions) under SIN 518210ERM that help agencies meet Element 6. Some example questions to consider are: How do you associate Digital Audio and Video files with a records schedule? How do you apply metadata for categorization and searchability to Digital Audio and Video?
In our approach, Digital Audio and Video files are handled in a similar manner to most documentation. Digital audio and/or video files are either uploaded or migrated to our customer’s records repository. Metadata tags are also applied in the same fashion – either dependent on their location in a specific library or when a user selects an appropriate tag – largely based on subject area. It is standard practice that recordings of “high-level officials” are permanent whereas other recordings are assigned a retention schedule in accordance with documentation in matching subject areas/workstreams.
Since the preference for most agencies and organizations is to minimize the volume of multimedia files, recordings for lesser purposes like minutes are usually disposed of after transcription. Searchability in our records repository should be supported by not only the naming convention assigned to the multimedia file but also the file type, which can be sortable/filterable.
Questions for Element 7 - Structured Data
Please provide a brief summary of your awarded offerings (products/services/solutions) under SIN 518210ERM that help agencies meet Element 7. Some example questions to consider are: What is your approach to managing structured data?
Do you offer solutions additional to what the agency uses, work with their current systems, or both?
Metric5’s approach to handling structured data in records management is dependent on being adaptable and understanding the customer-specific metadata that must be captured. As a repository, SharePoint is highly customizable to feature metadata that would make it easier for a customer to tag, search, etc. to provide zero interruption to their business processes. If the documentation is already inventoried with structured data, it is usually less of an issue to incorporate this extended data into the data required for a standard records lifecycle than it is to launch a mature records lifecycle process entirely from scratch – which would include an inventory, comprehensive content review, possibly digitization, re-organization, file plan, etc. Essentially, we would offer a hybrid approach of our records solution with their enterprise data.
Questions for Element 8 - Shared Drives
Please provide a brief summary of your awarded offerings (products/services/solutions) under SIN 518210ERM that help agencies meet Element 8. Some example questions to consider are: What capabilities does your solution/services provide for identifying duplicates? What other organizational methods do you employ for managing shared drives?
After years in a digital world without records management, it is not uncommon for agencies and users to have voluminous and unorganized shared drives. This certainly leads to issues like duplication. We use programs like Auslogics duplicate file finder or even run a few series of PowerShell scripts to weed out these duplicates, even if they are amongst tiered folder structures. However, ultimately it is our preference to manage the data in SharePoint/Records Center or the
GS-35F-299GA 16 | P a g e customer’s chosen records repository. It is best to centralize the data for the organization into a single, searchable repository. Plus, shared drives may sometimes present other challenges like access issues if there is staff turnover. We assist the customer with creating a mapping document and run PowerShell scripts to export the data from the drives – either to libraries with pre-organized file structures that have assigned metadata (e.g., retention schedules) or to a library staging area where users may assign the metadata post-migration. If the customer would prefer to utilize shared drives as their path forward, then we are sure to evaluate the structure of the drives’ folders and assign retention schedules directly to the folders (this includes capturing the item’s title, applicable dates, file format, etc.), thereby dictating the records lifecycle of the contents within.
Malik Consulting, Inc. DBA Metric5 hereby certifies that we are capable of meeting all standards described in the solicitation and NARA’s Universal Electronic Records Management Requirements attachment for each of the sections of
