21. SERVICE CONTRACT ACT (SCA)
The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Mission Oriented Business Integrated Services (MOBIS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in the cancellation of the contract.

44. SECURITY REQUIREMENTS
In the event security requirements are necessary, the ordering activities may incorporate, in their delivery orders, a security clause in accordance with current laws, regulations, and individual ordering activity policy; however, the burden of administering the security requirements shall be with the ordering activity. If any costs are incurred as a result of the inclusion of security requirements, such costs will not exceed ten percent (10%) or $100,000, of the total dollar value of the order, whichever is less.
45. OVERSEAS ACTIVITIES
The terms and conditions of this contract shall apply to all orders for installation, maintenance and repair of equipment in areas listed in the pricelist outside the 48 contiguous states and the District of Columbia, except as indicated below:
Upon request of the Contractor, the ordering activity may provide the Contractor with logistics support, as available, in accordance with all applicable ordering activity regulations.
Such ordering activity support will be provided on a reimbursable basis and will only be provided to the Contractor's technical personnel whose services are exclusively required for the fulfillment of the terms and conditions of this contract.
46. BLANKET PURCHASE AGREEMENTS (BPAS)
Federal Acquisition Regulation (FAR) 13.303-1(a) defines Blanket Purchase Agreements (BPAs) as “…a simplified method of filling anticipated repetitive needs for supplies or services by establishing ‘charge accounts’ with qualified sources of supply.” The use of Blanket Purchase Agreements under the Federal Supply Schedule Program is authorized in accordance with FAR 13.303-2(c)(3), which reads, in part, as follows:
“BPAs may be established with Federal Supply Schedule Contractors, if not inconsistent with the terms of the applicable schedule contract.”
Federal Supply Schedule contracts contain BPA provisions to enable schedule users to maximize their administrative and purchasing savings. This feature permits schedule users to set up “accounts” with Schedule Contractors to fill recurring requirements. These accounts establish a period for the BPA and generally address issues such as the frequency of ordering and invoicing, authorized callers, discounts, delivery locations and times. Agencies may qualify for the best quantity/volume discounts available under the contract, based on the potential volume of business that may be generated through such an agreement, regardless of the size of the individual orders. In addition, agencies may be able to secure a discount higher than that available in the contract based on the aggregate volume of business possible under a BPA. Finally, Contractors may be open to a progressive type of discounting where the discount would increase once the sales accumulated under the BPA reach certain prescribed levels. Use of a BPA may be particularly useful with the new Maximum Order feature. See the Suggested Format, contained in this Schedule Pricelist, for customers to consider when using this purchasing tool.

47. CONTRACTOR TEAM ARRANGEMENTS
Contractors participating in contractor team arrangements must abide by all terms and conditions of their respective contracts. This includes compliance with Clauses 552.238-74, Contractor’s Reports of Sales and 552.238-76, Industrial Funding Fee, i.e., each contractor (team member) must report sales and remit the IFF for all products and services provided under its individual contract.

1. ADVANCED CUSTOMER SUPPORT (ACS) ENGINEER
Minimum/General Experience: Must have ten (10) years of experience providing Advanced Customer Support in the form of extensive and deep technical assistance. Requires excellent knowledge of best practices and industry standards.
Functional Responsibilities: The Advanced Customer Support Engineer is responsible for design, development, testing and implementation efforts, focusing on areas such as architecture review, development and coding best practices, performance tuning, and integration. Other responsibilities include providing problem resolution assistance for high-severity issues; advising on enterprise-level design, implementation, operations engineering and support problems; providing complete software life cycle assistance with adoption of best practices; assisting with technology refreshes and migration efforts; providing recommendations of best practices; evaluating system and application performance; and ensuring alignment of IT to enterprise and business goals and objectives.
Minimum Education: A B.A. or B.S. degree in Computer Science, Management Information Systems (MIS), or another applicable field.
2. INFORMATION TECHNOLOGY ENTERPRISE ARCHITECTURE SME (SUBJECT MATTER EXPERT)
Minimum/General Experience: Must have at least ten (10) years of experience designing and developing enterprise-wide Information Technology architecture solutions. Experience also includes thought leadership in enterprise architecture strategies and governance.
Functional Responsibilities: The Information Technology Enterprise Architecture SME provides high-level architectural expertise to managers and technical staff. The person in this role designs and develops architecture (integrated process, application, data and technology) solutions to business problems in accordance with the standards, processes and policies of the operational business lines and in alignment with the organization’s goals, objectives and future needs. The Information Technology Enterprise Architecture SME defines technical architecture – including development tools, interfaces and security – and

The Information Technology Enterprise Architecture SME monitors the enterprise’s IT systems and addresses any issues to ensure their efficient and effective operation. This resource analyzes potential future projects and advises management on their feasibility and assesses the compatibility and integration of proposed products and services into the enterprise to ensure an integrated architecture across interdependent technologies.
Minimum Education: B.A. or B.S. degree in Computer Science, Management Information Systems (MIS), or another applicable field.
3. Data Governance SME (Subject Matter Expert)
Minimum/General Experience: Must have at least ten (10) years of experience in Project Management, Software Development Life Cycle, Enterprise Architecture (EA), Data Architecture (DA), and Service Oriented Architecture (SOA).
Functional Responsibilities: The Data Governance SME ensures that enterprise data assets are effectively managed and utilized to support the organization’s IT strategic goals. The Data Governance SME facilitates working sessions and client briefings, and reviews and provides advice on Data Governance Strategy, Policy, Compliance and Measurement consistent with Enterprise Information Management principles and Industry Standards. The Data Governance SME also provides strategic insight on how to gain incremental adoption of enterprise data strategy components through practical operational business-level tactics, and thought leadership in data management strategies, governance, and data architecture.
Minimum Education: B.A. or B.S. degree in Management Information Systems (MIS), Finance, Computer Science, or another applicable field.
4. TECHNICAL SME (SUBJECT MATTER EXPERT)
Minimum/General Experience: Must have ten (10) years of demonstrable work experience in the information technology full life cycle environment, including design, development, testing and implementation. Proven subject matter expertise in the associated field is required, as well as superior oral and written communications skills to effectively convey progress, issues, reports, and other customer deliverables with clarity and value. The Technical Subject Matter Expert must also be able to resolve complex problems/errors that occur for processes and applications.
Functional Responsibilities: The Technical Subject Matter Expert facilitates working sessions and client briefings, and reviews and provides advice on Strategy, Policy, Compliance and Measurement consistent with industry standards and best practices. The Technical Subject Matter Expert evaluates the technology environment and proposes changes that can be achieved through practical operational business-level tactics. Additional responsibilities include developing policies and procedures for maintenance of systems and project documentation, ensuring that systems and deliverables address all compliance requirements, and providing oversight of such activities as deployment, performance tuning and testing, and IT Security.

5. INFORMATION TECHNOLOGY PROJECT MANAGER I
Minimum/General Experience: Must have seven (7) years’ experience directing the performance of a variety of related Information Technology (IT) projects, which may be organized by technology, program, or client. Oversee the technology development and/or application, marketing, and resource allocation within program client base. Program areas typically represent more than three functional areas that may include engineering, GIS and geospatial, systems analysis, quality control, administration, etc.
Functional Responsibilities: The Information Technology Project Manager I assist in establishing a Project Management Office to oversee multiple projects, liaising with stakeholders such as project personnel, vendors, and end-users regarding project requirements. Have experience with outlining, defining, and initiating the project.
Implementing document control policies and documentation templates while maintaining a good working knowledge of assigned component projects. Monitor project progress and implement changes where necessary and monitor expenditures in accordance with the budget. In addition, ensuring compliance with objectives, organizational policies, procedures, and standards. The ability to compile project reports and inform management regarding problems. Ensuring project complies with best practices, SOPs, PMO policies, and other policies. Must have outstanding verbal and written communication skills and strong people skills.
Minimum Education: Bachelor’s degree or equivalent and seven (7) years of general experience. With a master’s degree, eight (8) years of general experience is acceptable. PMP Certification is highly preferred.
6. PRINCIPAL ARCHITECT
Minimum/General Experience: Must have fifteen (15) years of work experience leading teams of architects on large and complex Information Technology (IT) projects involving the Software Development Life Cycle from inception to deployment, with demonstrated ability to guide and direct tasks.
Functional Responsibilities: The Principal Architect provides subject matter expertise in systems, data and enterprise architecture. The Principal Architect identifies, reviews, and documents the available sources of data relevant to the system(s) associated with the project. The Principal Architect identifies reviews and formulates predictive analytic tasks that should be taken into consideration in system design. Additional responsibilities include synthesizing and documenting conceptual system design.
Minimum Education: B.A. or B.S. degree in Computer Science, Management Information
7. INFORMATION SYSTEMS SECURITY OFFICER (ISSO)
Minimum/General Experience: Must have at least five (5) years of ISSO experience with three (3) years hands-on experience or equivalent work experience supporting Federal Government agencies. Must have excellent analytical, communication, teamwork, leadership, and conflict management skills.

Functional Responsibilities: The Information Systems Security Officer is the principal point of contact for information assurance activities at the IT system level and is responsible for ensuring the implementation and effectiveness of security/privacy controls in accordance with IT Security and Privacy Policy and Procedures. In addition, the ISSO is responsible for procedural tasks relating to information systems and conducts regular security audits and tests to verify that the technical security controls are functional, and that system configuration is compliant with the terms of the system security plans.

Functional Responsibilities: The Information Technology Project Manager II assist in establishing a Project Management Office to oversee multiple projects, liaising with stakeholders such as project personnel, vendors, and end-users regarding project requirements. Have experience with outlining, defining, and initiating the project.
Implementing document control policies and documentation templates while maintaining a good working knowledge of assigned component projects. Monitor project progress and implement changes where necessary and monitor expenditures in accordance with the budget. In addition, ensuring compliance with objectives, organizational policies, procedures, and standards. The ability to compile project reports and inform management regarding problems. Ensuring project complies with best practices, SOPs, PMO policies, and other policies. Must have outstanding verbal and written communication skills and strong people skills.
Minimum Education: Bachelor’s degree or equivalent and seven (10) years of general experience. With a master’s degree, twelve (12) years of general experience is acceptable.
PMP Certification is highly preferred.
9. IT CONSULTANT
Minimum/General Experience: Must have five (5) years of experience working on a full life cycle environment that includes design, development, maintenance, and support of complex enterprise level applications, as well as other system software. Additional requirements include proficiency in web-development tools/technologies that include service-based architecture, and experience in resolving complex problems/errors that occur for processes and applications.
Functional Responsibilities: The IT Consultant is responsible for designing, building, maintaining and implementing integrated web-based solutions in a Service Oriented

Architecture (SOA) environment. The IT Consultant provides technical assistance administering, optimizing, evaluating, and troubleshooting processes and applications.
Responsibilities also include configuration and support of server hardware and infrastructure.

Minimum/General Experience: Must have seven (7) years of experience in planning and delivering software platforms used across multiple products and organizational units.
Functional Responsibilities: The Senior Software Application Developer provides lead experience maintaining and supporting applications and computer/network operation systems. The Senior Software Application developer designs, codes, tests, debugs, documents and implements changes to new and existing software applications. The Senior Software Application Developer performs application quality testing to assure the delivery of a product that meets the user's specifications. In addition, this resource provides technical advice to senior IT management or project managers and provides leadership to project efforts, ensuring that project requirements and timelines are met.

11. SENIOR SYSTEM ARCHITECT
Minimum/General Experience: Must have seven (7) years of experience in managing various types of application development methods and approaches, planning and delivering software platforms used across multiple infrastructure hosting platforms and organizational units. The System Architect has experience in Agile and Waterfall Software Development Life Cycle methodologies.
Functional Responsibilities: The Senior System Architect is a hands-on technologist responsible for all operations relating to the organization's technology needs, including the development and maintenance of enterprise systems. The System Architect is a hands-on technologist with experience in Agile development and Waterfall Software Development Life Cycle methodologies. The Senior System Architect supports business and IT strategic planning by maintaining an in- depth knowledge of IT industry best practices, technologies, architectures and emerging technologies. The Senior System Architect guides the development and induction of new technologies and develops a long-term technology roadmap in partnership with other parts of the organization. The Senior System Architect is also responsible for maintaining the governance policies to help ensure the direction and control of employees, strategies, and risks, while responsibly using the organization’s resources related to software development and system infrastructure.

Minimum/General Experience: Must have seven (7) years of experience developing data models and integration designs consistent with Enterprise Information Management principles. Experience also includes thought leadership in data management strategies, governance, and design.
Functional Responsibilities: The Senior Data Architect provides technical leadership in the research, experimentation, business analysis and use of systems technology including architecture, integration capabilities and database management. The Senior Data Architect provides technical and data leadership to the application development IT group and the enterprise, including being conversant with and cognizant of the future direction of systems, how that direction will impact the enterprise, and how future and current systems can be exploited for the benefit of the enterprise. In addition, the Senior Data Architect recognizes and identifies potential areas where existing policies and procedures require change, or where new ones need to be developed, especially regarding future business expansion.

13. COMMUNICATION/NETWORK ENGINEER
Minimum/General Experience: Must have at least seven (7) years of work experience performing installations and configuring software and hardware, including Windows Workstation/Server, Microsoft Office, and peripheral equipment such as printers, scanners, and external storage devices.
Functional Responsibilities: The Communications/Network Engineer provides system requirements to design, monitor, and maintain computer networks; install servers and software components; and gather data on systems, routers, and other hardware. The Communications/ Network Engineer also set up and configure networks, remote access systems, computers, and peripheral equipment.
14. BUSINESS ARCHITECT
Minimum/General Experience: Must have at least ten (10) years of experience designing and developing business processes, functions, and organizational structures. Experience interacting with executive and management-level personnel, and leading teams of Analysts.
Must also have expertise in aligning technical solutions with business needs and in performance management.
Functional Responsibilities: The Business Architect provides expert consultation to business units for the design and development of business processes, functions and organizational structures. This resource works collaboratively with an Enterprise Architect, or with another Information Technology resource or team, to align technical solutions with business needs. The Business Architect leverages analytical methods to describe current-state and future-state structure and behavior of an organization's processes, information

This resource assists the organization’s managers in addressing performance management and may guide the work or one or more Business Analyst.

15. ALTERNATIVE INFORMATION SYSTEMS SECURITY OFFICER (AISSO)
Minimum/General Experience: Must have two (2) years of Information Systems Security Officer experience with one (1) year hands-on experience or equivalent work experience supporting Federal Government agencies.
Functional Responsibilities: The Alternative Information System Security Officer (AISSO) provides alternative assistance to the Information Systems Security Officer to ensure information assurance activities at the IT system level and is responsible for ensuring the implementation and effectiveness of security/privacy controls in accordance with IT Security and Privacy Policy and Procedures. In addition, the AISSO is responsible for procedural tasks relating to information systems and conducts regular security audits and tests to verify that the technical security controls are functional, and that system configuration is compliant with the terms of the system security plans.
16. WEB APPLICATION DEVELOPER
Minimum/General Experience: Must have five (5) years of work experience with application development or equivalent leading-edge technology. Must have work experience with Object Oriented Programming methodologies.
Functional Responsibilities: The Web Application Developer works to create, maintain and implement multiple large- scale web projects and applications. The Web Application Developer programs and tests websites’ web and mobile applications using industry best practices and standards. The Web Application Developer defines, implements and builds powerful extensible web applications for the client’s web technology solutions.
17. SENIOR DATA ANALYST
Minimum/General Experience: Must have seven (7) years of experience in the appropriate area and proficiency in performing detail analysis for large complex projects or systems. The Senior Data Analyst is an expert with extensive knowledge and experience developing and applying analytic methodologies and principles.

Functional Responsibilities: The Senior Data Analyst is recognized as a leader within the team. The Senior Data Analyst leads the application of analytic techniques and helps define project objectives and strategic direction and is responsible for providing leadership and vision to client and project teams around the methodology. The Senior Data Analyst independently interprets results using a variety of techniques ranging from simple data aggregation via statistical analysis to complex data mining. In addition, the Senior Data Analyst works with main clients, project teams and business leaders to identify analytical requirements for the design, development, implementation and maintenance of business solutions.

18. DATABASE DEVELOPER
Minimum/General Experience: Must have at least five (5) years of work experience in the development and/or support of applications used by non-technical customers in order to support or enhance business processes. Requires experience using such development technologies as Java, C#, and/or ADO.NET.
Functional Responsibilities: Under general direction, the Database Developer designs, implements and maintains complex databases with respect to JCL, access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods. The Database Developer supports business functions through use of internally developed and third-party software solutions, contributes to database and software specifications, and is responsible for development of enhancements to computer software programs. The Database Developer also performs business analysis, quality assurance testing and database modeling, database development, reporting development and data migration while assisting the Database Administrator in defining architectural standards for database applications. The Database Developer assists in application development, debugging, configuration and optimization from a database perspective, defines and develops data migration strategies that takes into consideration different products and platforms.
19. SENIOR DATABASE LIBRARIAN
Minimum/General Experience: Must have at least seven (7) years of experience with excellent administrative, customer engagement and communication skills. The Senior Data Librarian is expected to have experience maintaining large databases, creating SQL queries, and using ETL Tools.
Functional Responsibilities: The Senior Database Librarian provides administrative support specifically dedicated to the requirements of the project team. The Senior Database Librarian documents set-up and development of data upload processes, tracks timelines and timely delivery of data media, and performs data research queries and report generation activities.
The Senior Database Librarian maintains and updates data queries and secures information by completing database backups and verifying entered data. The Senior Database Librarian

20. ANALYTIC TOOLS DEVELOPER
Minimum/General Experience: Must have five (5) years of experience utilizing statistical methods and developing programs and data for data analysis and presentation. Requires experience developing predictive models and database tools, along with experience utilizing Agile software development, and handling large volumes of data.
Functional Responsibilities: The Analytic Tools Developer is responsible in assisting with conducting research and collecting data that will meet client needs, ensuring that the highest quality and integrity of data is collected. The Analytic Tools Developer is also responsible for analyzing, collecting, and preparing data for modeling, and participating in model development. The Analytic Tools Developer performs studies and reviews of management, organizational or technical structures to evaluate performance relative to business objectives. The Analytic Tools Developer provides advice on business and technical strategies, as well as on realignment issues. In addition, the Analytic Tools Developer provides assistance in evaluation, auditor service, and implementation support of quality standards to achieve certification.
Minimum Education: B.A. or B.S degree in Computer Science, Physics, Business, or another applicable field.
21. SENIOR CLOUD SOFTWARE ENGINEER
Minimum/General Experience: A Senior Cloud Software Engineer shall have experience as a senior cloud developer including 3+ years of related experience with Google Cloud and/or Microsoft Azure development. Prior experience with Agile methodologies is preferred.
Functional Responsibilities: The Senior Cloud Software Engineer shall have capabilities with serverless architectures (Google Apps Script, AWS Lambda, Firebase Functions / Google Cloud Functions, etc.) and experience with realtime and/or NoSQL databases (Firebase, MongoDB, Google Cloud Datastore, Amazon DynamoDB, etc.). The Sr. Cloud Software Engineer will have experience with server-side JavaScript/TypeScript and Node.js. They will have experience authoring, testing, and deploying code to high volume production applications. Be capabale of demonstrating an understanding of User Interface design principles, including the ability to build small interfaces independently. Google Cloud Developer certification is desirable. On hands experience supporting change management, Agile, Application Lifestyle Management (ALM), and DevOps. Experience with VersionOne or ServiceNow IT Service Management (ITSM). Demonstrated ability to work with technical and non-technical business peers and managers. Effective written and verbal communication skills to work with a blended government and contractor team. Strong experience in Google Cloud workspace environment. Supporting end user requirements and business needs with analyzing, designing, developing, testing, and debugging modules.

Minimum/General Experience: The Senior Cloud Software Architect shall have 5-7 years of cloud system architecture/design experience and technical cloud support experience.
Preferred Google Cloud Professional Level Certification, 5+ years’ experience as an Infrastructure support with a demonstrated ability to play a significant role and successfully complete complex projects in a Google Cloud environment, preferably in the Federal space.
Familiarity with ServiceNow, JIRA and Confluence. Exceptional interpersonal and communication skills. Experience in virtualization, network load balancing, hyperscale storage solutions, database management (including NoSQL stores), and container orchestration like GKE. Working knowledge of FedRAMP and the Risk Management Framework.
Functional Responsibilities: Work with a multidisciplinary team to translate project-specific needs into a cloud architecture that will suit those needs, giving due consideration to resource usage and scalability. Carrying out deployment, maintenance, monitoring, and management tasks within assigned platforms including documentation development for implementations. Participate in platform security reviews, improvements, and audits.
Develop project plans for the integration of new and migrating applications into the cloud environment. Assist in scope definition, requirements analysis, functional and technical design, application build, product configuration, unit testing, and production deployment.

24. NETWORK ANALYST
Minimum/General Experience: The Network Analyst is responsbile for providing IT services. The ideal candidate will possess 3-5 years of experience and responsible to assist with the planning, implementation, maintenance and documentation of all facets of reliable, efficient, integrated computer information networks for the staff. In addition, the Network Analyst will provide assistance and training to all members of the staff for the use of their computer network, desktop workstations, laptop, printers and overall IT equipment. The Network Analyst services will consist of Help Desk Tier 1, along with occasional Tier 2 and other IT services as required. Experienced with supporting IT help desk services. Extensive knowledge of Windows Operating System, Internet Explorer (IE), Google Chrome, MS Edge and Microsoft Suite of tools (Outlook, Word, PowerPoint, Excel) and Office 365.
