CRS001. PROJECT MANAGER
Education: B.A. or B.S. degree.
Specialized Experience: 8 years of progressive technical and/or managerial experience in information resources management. Four years in supervising and managing substantive IT/telecommunications projects. Two years managing large and complex development projects involving a large number of people.
Duties: Plans and directs highly technical projects, involving all aspects of information resources management with emphasis on software development. Directs completion of tasks within estimated timeframes and budget constraints.

Specialized Experience: For Program Manager, the educational requirement is: A 4-year course of study leading to a bachelor's degree with a major in any field that included or was supplemented by, at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, engineering, math, science or organization and management is required. Relevant experience requirement is 15 years. Experience: Must have a minimum of 10 years of experience.
Specialized Experience: At least 7 years of specialized experience, which may include facilitation, training, methodology development and evaluation, process reengineering across all phases, identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices, and supervision of Business Process Reengineering Specialist.
Duties: Applies process improvement and reengineering methodologies and principles to conducting process modernization projects. Responsible for effective transitioning of existing project. Responsible for effective transitioning of existing project teams and for facilitating project teams' accomplishment of project activities and objectives. Provides group facilitation, interviewing, training, and additional forms of knowledge transfer. Duties: Plans installations, transitions, and cutovers of network components and capabilities. Coordinates requirements and schedules with users and suppliers. Installs, tests, and operates voice and data network communications equipment, including hardware and software for network systems (e.g., switches, modems, controllers, terminals, and multiplexers).

Specialized Experience: Leads team on large projects or significant segment of large complex projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Provides applications systems analysis and programming activities for a government site, facility or multiple locations. Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources. CRS0031. SATCOM SENIOR PROGRAM ANALYST
Education: Bachelor of Arts or Bachelor of Science degree or equivalent
Experience: 8 years of experience with acquisition of satellite communications systems
Specialized Experience: Provides high-level subject matter acquisition expertise in support of commercial satellite planning and analytical activities. Familiar with FAR and can apply the concepts in the context of SATCOM task orders.
Familiar with the Government's process for acquisition programs and the various program reviews required for acquisition approval. CRS0034. INFORMATION ASSURANCE MANAGER
Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, or related hard technical discipline
Experience: 6 years of experience directly related to information assurance / information technology
Specialized Experience: Performs duties on tasks that require expertise in firewall, cyber, cloud computing, implementation/configuration, security assessment/risk analysis of satellites, security design of local area networks and wide area networks, security analysis of network operating systems and applications, continuity of operations, planning, policy development and disaster recovery. Services performed include, but are not limited to, engineering, and implement integrated security system solutions that will ensure proprietary/confidential data and systems are protected. Gathers and organizes technical information about commercial satellite vendors existing security products, and ongoing programs in computer security in the strategic design process to translate security and business requirements into technical designs. Duties include architecture design, system/network analysis, vulnerability and risk assessments, and security assessment of hardware and software of potential commercial satellite vendors. Advising the Government of risks associated with COMSATCOM solutions. Preparing COMSATCOM documentation for Authorizing Official acceptance. Communicating IA Program Status to Senior Leadership. Developing project plans and schedules outlining work activities necessary to successfully complete IA –related initiatives. Identifying new and additional IA requirements; conducting an analysis of these requirements and making recommendations that allow the Government to take proactive steps to integrate these requirements, enhancing the process, and ensuring customers are in compliance with DoD and DISA polices and directives. CRS0035. OPERATIONAL PLANNING ANALYST I
Education: Bachelors of Arts or Bachelor of Science degree
Experience: 5 years of experience in satellite communications. Experience with commercial satellite communications preferred. Specialized Experience: Monitor, oversee, and verify accuracy of Transmission Plans and satellite line-ups.
Monitor communications status for all task orders. Coordinate anomalies and Electro-magnetic Interference (EMI) reporting, tracking, and resolution and compile a weekly summaries of outages from all sources. Maintain and disseminate global situational awareness for COMSATCOM. Create, submit and update trouble tickets into the DISA Trouble Management System (TMS) for all outages. Identify constraints and tradeoffs needed to make transponder capacity available to support other requirements and to ensure maximum operational support for Warfighter requirements, efficient utilization of leased capacity, and responsiveness. Processing SATCOM Access Request (SAR) to authorize access to and the use of space and ground terminal resources via the SATCOM Access Authorization (SAA). Prepare white papers, technical reports, briefings, studies, and records of proceedings (i.e., meeting minutes)
CRS0036. SENIOR INFORMATION TECH EXPERT
Experience: 6 years of experience in the field of help desk and/or customer support in the area of commercial satellite services.
Specialized Experience: Developing and maintaining Tier III level standard operating processes and procedures. Provide a monthly report of submitted trouble tickets and the status of their resolution. This shall include limited remote system management and phone support to lower-tier commercial satellite vendors. Activities shall include assistance with system configuration and troubleshooting in addition to providing guidance and direction to deployed users and production suite support staff as required. Technical engineering expertise for resolution of operational issues/problems. Coordinate with Tier II when Hub and User problems cannot be resolved; Also require the coordination and resolution of issues with all commercial satellite hardware and software vendors.
CRS0037. PROCESS IMPROVEMENT ANAYLYST
Experience: 6 years of experience in the field Business, Management, Operations Research, Engineering, or related scientific or technical fields in the area of commercial satellite services.
Specialized Experience: Performs studies, analyses, and evaluations related to business processes and organizations, such as requirements analyses, feasibility studies, surveys, performance assessments, business process improvement initiatives, cost/benefit analyses, or strategic planning. Leverages knowledge of best practices.
CRS0038. TRAINER
Experience: 6 years of experience in the field of assessing, designs, and conceptualizing training scenarios, approaches, objectives, plans, tools, aids, curriculums, and other state of the art technologies related to training and behavioral studies.
Specialized Experience: Identifies the best training approach requirements to include, but not limited to hardware, software, simulations, course assessment and refreshment, assessment centers, oral examinations, interviews, computer assisted and adaptive testing, behavior-based assessment and performance, and team and unit assessment and measurement. Develop and revises training courses. Prepares training catalogs and course materials. Trains personnel by conducting formal classroom courses, workshops, and seminars. Experience: 15 years of experience in satellite communications
Specialized Experience: High technical competence in DoD SATCOM gateway architecture including terminals, baseband systems, transport, terrestrial infrastructure, and control systems. Perform holistic analysis of technical and functional dependencies among terminals, baseband suites, control systems, and selected end-user applications for management, modeling, and end-to-end system planning. Review and revise engineering design to current and emerging SATCOM capabilities. Nominate and produce draft versions of new documentation to anticipate and mitigate dependencies across capabilities from government and industry developers.
