Labor Category Descriptions

Program Manager

Minimum/General Experience and Years of Experience

Six years of IT related experience, eight of which must be specialized, experienced organizer and project director; solving challenges to ensure project deliverables are on time. Primary interfacing with clients.

Functional Responsibility

Team lead on projects, organizing workflow to maximize efficiency and minimize cost, managing timelines and budgets and ensuring a client’s expectations for projects are met.

Creates and enforces work standards, schedules; reviews work discrepancies; supervises personnel; Responsible for contract performance.

Educational Requirements

Master’s degree in Software Engineering, Computer Science, Business Management or a related field. Ten years of specialized field experience is considered equivalent.

Chief Security Officer (CSO)

Minimum 5 years of experience in Certification and Accreditation on U.S. Government networks. Minimum 5 years experience implementing FISMA standards.

Functional Responsibility

Responsible for design and implementation of all Federal Cybersecurity compliance measures on company projects. Plans, implements and ensures client networks and web systems are in full compliance with FISMA standards. Leads effort for the company in seeking compliance with RMF requirements.

Educational Requirements

Masters Degree in Information Technology CISSP Certified.

System Architect

Nine years of general experience on system design and engineering tasks of major enterprise systems development and integration.

Functional Responsibility

Plans and performs systems and networking engineering research, design development, and other assignments in conformance with system and network design, engineering, and customer specifications. Supervises team on system and network engineering projects.

Educational Requirements

Bachelor’s degree in Information Technology or five years experience for managers.

Associates degree or three years experience for analysts.

Security Engineer

Minimum four years experience in detection, mitigation, C&A or Risk Management

Framework

Functional Responsibility

Runs tests to detect, identify vulnerabilities. Mitigate network threats and selects appropriate measures to strengthen networks and web systems. Troubleshoots and solves security issues.

Educational Requirements

Bachelor’s degree in Information Technology with 2 years experience in risk detection, mitigation, C&A related work.

UX Design Lead

Superior UI and Visual design skills verified by strong portfolio of work. Six+ years experience in user interface design

Functional Responsibility

Responsible for leading UX and Design process for the organization. Ensures design is based on human interaction factors. Based on scope of task, there may be several Senior UX designers working under him/her.

Bachelors Degree or five years experience as equivalent.

Database Administrator

Minimum six years of specialized experience in software engineering and managing operations for mission-critical systems.

Functional Responsibility

Organizes and configures data into logical systems to maximize access of information in company projects. Designs, configures and implements of new databases. Optimizes existing databases to maximize efficiency. Manage teams of administrators as required

Educational Requirements

Master’s degree in Computer Science, Engineering or a related field. A Bachelor’s degree with

4 years of experience may be used in lieu of a Master’s degree

Quality Assurance Analyst

Two years of general experience establishing and maintaining a process for evaluating systems and associated documentation. Determines the resources required for quality control.

Maintains the level of quality throughout the project life cycle.

Functional Responsibility

Designs and maintains test cases; plans and develops testing processes to ensure compliance with industry standards and practices. Document test procedures and finding, and reconcile these results among team members and clients. Works with a team of analysts, technical support staff and application developers, to identify, troubleshoot and solve problems.

Educational Requirements

Bachelor’s degree in Information Technology or five years experience for in Quality

Assurance related field.

Software Engineer

Software Engineer position requires six years of experience, four of which must be specialized. Experience in designing and developing systems software and enhancing and modifying those designs is necessary.

Functional Responsibility

Lead team of engineers or configures, develops, and/or maintain operating systems, applications software, database packages, and utility programs individually. Modifies and creates special purpose software and ensure systems efficiency and integrity. Ability to design, configure, test, debug, and refine the computer software to produce the required product.

Provides technical oversight for design and management of systems as required.

Educational Requirements

Master’s degree in Computer Science, Software Programming, Engineering or a related field.

A Bachelor’s degree, with four years of specialized experience, may be used in lieu of a

Master’s.

Training Specialist

Five+ years experience in Quality Control, Help Desk Management, or Information

Technology Systems..

Functional Responsibility

Develops technical courses or instruction, generates audience appropriate lesson plans, curricula. Conducts research to develop and revise technical training courses that are up to date with the industry.

Bachelor’s degree in technical field of instruction.

System Administrator

Five+ years experience in Quality Control, Help Desk Management, or Information

Technology Systems.

Functional Responsibility

The position requires installing systems and integrating computer operating systems and network software and hardware and making sure systems are com- pliant with multi-user computer systems. Supervision of daily activities of configuration operation and business systems, and optimizing operation, is also required.

Educational Requirements

Bachelor’s degree in Computer Science, Systems Engineering, Computer Programming or a related field.

Graphic Designer

Two years experience using hardware and software tools to generate graphic design. Artist must be up to date with the latest trends and design tools.

Functional Responsibility

Designs graphics for web-based projects, documentation and promotional materials and various charts and manuals as related to various contracts. Overall knowledge of technical concepts and system upkeep are also necessary.

Bachelor’s degree in graphic design or AA with four years experience.

Help Desk Specialist

One year of experience serving as the initial point-of-contact for troubleshooting hardware/software, PC, and printer problems.

Functional Responsibility

Responsible for phone and in-person support to users in the areas of e-mail, directories, standard Windows desktop applications, and applications developed or deployed under this contract. The personnel serve as the first point-of-contact for troubleshooting hardware/software, PC, and printer problems.

Educational Requirements

Associate’s or Bachelor’s degree in Computer Science, Information Systems, Engineering, Computer Programming or a related field.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple

Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,

22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for

SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
