Note 1: All non‐professional labor categories must be incidental to and used solely to support hardware, software and/or professional services, and cannot be purchased separately.
Note 2: Offerors and Agencies are advised that the MAS– Information Technology Schedule is not to be used as a means to procure services which properly fall under the Brooks Act. These services include, but are not limited to, architectural, engineering, mapping, cartographic production, remote sensing, geographic information systems, and related services. FAR 36.6 distinguishes between mapping services of an A/E nature and mapping services which are not connected nor incidental to the traditionally accepted A/E Services.
Note 3: This solicitation is not intended to solicit for the reselling of IT Professional Services, except for the provision of implementation, maintenance, integration, or training services in direct support of a product. Under such circumstances the services must be performance by the publisher or manufacturer or one of their authorized agents.
Note 4: Order‐Level Materials SIN Description: Order‐Level Materials (OLMs) are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) contract or FSS blanket purchase agreement (BPA). OLMs are not defined, priced, or awarded at the FSS contract level. They are unknown before a task or delivery order is placed against the FSS contract or FSS BPA.
OLMs are only authorized for inclusion at the order level under a Time‐and‐Materials (T&M) or Labor‐Hour (LH) Contract Line Item Number (CLIN) and are subject to a Not to Exceed (NTE) ceiling price. OLMs include direct materials, subcontracts for supplies and incidental services for which there is not a labor category specified in the FSS contract, other direct costs (separate from those under ODC SINs), and indirect costs. OLMs are purchased under the authority of the FSS Program and are not “open market items.” Items awarded under ancillary supplies/services or other direct cost (ODC) SINs are not OLMs. These items are defined, priced, and awarded at the FSS contract level, whereas OLMs are unknown before an order is placed. Ancillary supplies/services and ODC SINs are for use under all order type CLINs (Fixed‐Price (FP), T&M, and LH), whereas the Order‐Level Materials SIN is only authorized for use under T&M and LH order CLINs. The Order‐Level Materials SIN is only authorized for use in direct support of another awarded SIN. Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to
OLMs. OLMs are defined and priced at the ordering activity level in accordance with GSAR clause 552.238‐82 Special Ordering Procedures for the Acquisition of Order‐Level Materials. Prices for items provided under the Order‐Level Materials SIN must be inclusive of the Industrial Funding Fee (IFF). The cumulative value of OLMs in an individual task or delivery order cannot exceed 33.33% of the total value of the order.

LABOR CATEGORY DESCRIPTIONS
Lead Enterprise Architect Functional Responsibilities: Leads and directs large teams with diverse functional and technical disciplines to include enterprise architects, systems engineers, business analysts, and network engineers. Works directly with senior executives of the enterprise to consult, coach, and advise on strategy, business alignment, enterprise architecture, information technology solutions, and the associated impact on the organization and its stakeholders. Coordinates resolution of highly complex problems and tasks, selling new ideas and concepts in support of operational goals and objectives. Provides technical and analytical guidance to enterprise architecture team. Integrates and translates complex concepts into tactical action plans. Directs high‐level enterprise architecture analysis, evaluation, design, integration, documentation, and development. Has a deep understanding of DoD business transformation and processes, DoD organizational structure, experience in developing briefings and responses to GAO, OMB, and executives within the department, and coordinated and developed BEA Compliance Guidance criteria and various BEA evolution strategies. Possesses extensive knowledge of the DoDAF, the DoD Net‐Centric and Data Strategies, the DoD Information Assurance Guidance, and the DoD Federation Strategy, and has had hands‐on experience with the Business Enterprise Architecture and Enterprise Transition Plan, Service Oriented Architecture, and the Business Mission Area Federation Strategy and Roadmap.

IT Systems Solution Architect Functional Responsibilities: Participates in the design, creation, and maintenance of computerized databases. Responsible for the quality control and auditing of Telelogic System Architect (SA) databases to ensure accurate and appropriate use of data. Consults with and advises users on access, works directly with users to resolve data conflicts and inappropriate data usage, and directs the maintenance and use of the enterprise architecture encyclopedia.
Consults with SA programming personnel to resolve system performance issues. Responsible for the installation, maintenance, configuration, and integrity of SA. Implements application enhancements that will improve the reliability and performance of the application. Works with network engineers to schedule installations and upgrades and maintains them in accordance with established IT policies and procedures. Responsible for file maintenance, control, and product support and facilitates change control, problem management, and communication among architects, engineers, and analysts. Establishes and enforces processes to ensure a consistent, well‐managed, and well‐integrated application infrastructure. Develops appropriate application and process documentation. Expertise with the BEA SA repository and its internal structure, Visual Basic, SA macros, Windows XT server, SQL server, and DoDAF modeling methodology. Has a deep understanding of BTA business transformation and enterprise architecture’s role in it, the BTA organizational structure, and experience in coordinating delivery and publishing of the BEA.

Senior Program Manager Functional Responsibilities: Responsible for all aspects of the development and implementation of assigned projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Reviews and evaluates work plans, schedules, project estimates, resource plans, and status reports generated by project managers. Conducts project meetings and is responsible for project tracking and analysis.
Maintains quality control of multiple projects and coordination between customers, management and development teams. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to managers of project teams.
Minimum Education: MA or MS in a related field

Principal Analyst Functional Responsibilities: Recognized for strong expertise in industry issues and trends.
Utilizes functional area expertise gained through direct industry experience to assess the operational and functional baseline of an organization and its organizational components.
Works with senior managers and executives to provide industry vision and strategic direction with regard to their enterprise. Guides the determination of information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals. Generates functional area strategies for enhanced IT operations in a cross‐functional area mode throughout the organization. Participates in account strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products. Provides guidance and direction to other professionals, acts in a consulting and/or advisory capacity; coordinates resolution of highly complex problems and tasks, possesses ability to meet and operate under deadlines. Must be expert in MS SQL.

Senior Software Engineer Functional Responsibilities: Under minimal direction, responsible ensuring software development team adheres to best practices. Analyzes and evaluates complex systems, both current and proposed, translating customer requirements into system development requirements. Develops appropriate application and process documentation. Expertise with the BEA SA repository and its internal structure, Visual Basic, SA macros, Windows XT server, SQL server, and DoDAF modeling methodology. Provides technical leadership and input to Software Engineers. Works on more complex tasks that require irregularly utilized programming techniques. Establishes processes to ensure a consistent, well‐managed, and well‐integrated application infrastructure. Responsible for performing in‐depth analysis and technical support of systems software products, including complex problem resolution, design, development, testing, operational integration, and user support. Responsible for the design, coding, benchmark testing, debugging and documentation of programs. Interfaces with other system support groups to resolve problems, setting standards and improving overall efficiency of the operating system. Designs, codes, tests and implements tools for automation. Works on most phases of software systems programming applications, and may require instruction and guidance in other phases.

IT Certified Professional Functional Responsibilities: Under general direction, responsible for the most complex testing and analysis of all elements of the network facilities including: power, software, communications devices, lines, modems and terminals. Monitors and controls the performance and status of the network resources. Requires full software development life‐cycle support ability, as well as working in an agile development environment. Responsible for performing in‐ depth analysis and technical support of systems software products, including complex problem resolution, design, development, testing, operational integration, and user support.
Responsible for the design, coding, benchmark testing, debugging and documentation of programs. Interfaces with other system support groups to resolve problems, setting standards and improving overall efficiency of the operating system. Designs, codes, tests and implements tools for automation. Works on most phases of software systems programming applications, and may require instruction and guidance in other phases. May function in a lead capacity within the department.

Software Engineer ‐ Associate Functional Responsibilities: Under direct supervision, assists in designing and developing compilers and assemblers, utility programs, and operating systems. Respond to and diagnose problems through discussions with remote users. This includes problem recognition, research, isolation, and recommendations on resolution procedures/steps. Ability to develop instructions in a logical, detailed flow. Must possess the ability to isolate the cause/effect and prioritize problems using monitoring tools and understanding of software applications relating to the recruiting mission.
Minimum Education: Relevant IT industry certification

Quality Professional Staff ‐ Senior Functional Responsibilities: Under indirect supervision, responsible for managing comprehensive quality management program to satisfy the quality‐related expectations of the customer. Ensures compliance with various international and national standardization organizations such as ISO 9001:2000, CMMI, etc. Collects, organizes and analyzes organizational project data to assess how satisfied customers are. Authors program related documentation as appropriate. Determines/evaluates Root Cause and Corrective/Preventive Action. Develops and initiates Corrective Action Plans. Verifies corrective action and implementation. Performs product quality control, peer reviews and/or audits to assess compliance with stated requirements. Ensures focus on organizational continuous improvement plans and programs.
Authors QA products. Provides mentoring and training to program employees where appropriate. Develops quality plans, processes and procedures. Manages the process infrastructure governance & maintenance of service processes, program process baseline and PEPs, SIAs, compliance matrix, and procedures related to QMS process infrastructure.
Responsible for providing technical and management of existing business processes, implement current process initiatives, and develop and implement future initiatives.

Support Engineer Functional Responsibilities: Under general direction, conducts or participates in multidisciplinary research and collaborates with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems software. Determines computer user needs; advises hardware designers on machine characteristics that affect software systems such as storage capacity, processing speed, and input/output requirements; designs and develops compilers and assemblers, utility programs, and operating systems.

UX Designer Functional Responsibilities: Renders all reasonable duties expected of User Experience Designer, such as proactively seeking feedback from the customer about their satisfaction, new features and experiences. Takes broad, conceptual ideas and turns them into something useful and valuable for our community. Conducts user research and defines the user model and user interface. Creates wireframes, storyboards, user flows, process flows and site maps to effectively communicate interaction and design ideas. Partners with program and project managers, developers, and content strategists to oversee the user experience from conception to implementation to operation and maintenance.

Data Scientist ‐ Senior Functional Responsibilities: Works closely and collaborates with the product development, Information technology software development and implementation team and management team. Serves as the lead across the company, for all data and analytics needs. Builds forecasting models for quarterly and annual traffic patterns. Leads analytical projects that deliver key insights, including revenue modeling, trend analysis, and product impact analysis.
Designs, develops, and maintains all the aspects of IT projects including reports, dashboards and reporting portals. Builds IT product KPI dashboard reports. Identifies data quality and consistency issues in IT team and work with other teams to improve data collection and processing. Implements and analyzes A/B or Multi ‐Variate tests with Information Technology QA teams. Develops effective data visualizations for IT managers as well as other executives.

Technical Writer Functional Responsibilities: Prepares instruction manuals, journal articles, and other supporting documents to communicate complex information more easily. May serve in a lead, principal, senior, or managerial role on a team.
