SPECIAL NOTICE TO AGENCIES: Small Business Participation SBA strongly supports the participation of small business concerns in the Federal Supply Schedules Program. To enhance other Small Business Participation SBA policy allows agencies to include in their procurement base and goals, the dollar value of orders expected to be placed against the Federal Supply Schedules, and to report accomplishments against these goals.

12b. ORDERING PROCEEDURES FOR FEDERAL SUPPLY SCHEDULE CONTRACTS Ordering activities shall use the ordering procedures of Federal Acquisition Regulation (FAR) 8.405 when placing an order or establishing a BPA for supplies or services. These procedures apply to all schedules.

Blanket Purchase Agreement Federal Supply Schedule

BEST VALUE BLANKET PURCHASE AGREEMENT

FEDERAL SUPPLY SCHEDULE

Federal Supply Schedule contract BPAs eliminate contracting and open market costs such as: search for sources; the development of technical documents, solicitations and the evaluation of offers. SIN OLM ORDER-LEVEL MATERIALS (OLM)

OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) program contract or BPA. OLM pricing is not established at the FSS contract, but at the order level. Since OLMs are identified and acquired at the order or BPA level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs using FAR 15.404 techniques for commercial price determinations.

Using this procedure, ancillary supplies and services that are unknown at the time of the Schedule contract award may be included and priced at the order level or BPA level.

Senior Executive Manager Minimum Year Experience: 25 years Minimum Education: B.S. Degree in Computer Science or related field. Project Management Professional (PMP) certification or equivalent experience.

Responsibilities: The Project Manager serves as the leader of a task order and assists a Program Manager in working with the Government's Contracting Officer's Representative (COR), other government management personnel, and customer agency representatives. Under the guidance of the Program Manager, the Project Manager is responsible for the overall management of the specific task order(s) and ensuring that the solutions and schedules in the task order are implemented in a timely manner. Onsite Project Manager has administrative oversight, financial tracking, cost projection, personnel evaluation and support responsibilities.

This position leverages team management skills to ensure effective coordination / prioritization of team tasks and deliverables, seeking to leverage resources for project delivery. Responsible for tracking assigned tasks against project plan(s) and work breakdown structure (WBS) to support customer requirements, implementation and close out.

Senior Software Engineer Minimum year experience: 3 years Minimum education: Must possess a Bachelor of Arts (BA) degree or a Bachelor of Science (BS) degree from an accredited college or university in Computer Science, Computer Engineering or Information Systems.

Responsibilities: The Software Engineer will analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system. Confer with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Write detailed description of user needs, program functions, and steps required to develop or modify computer program. Engineer will reviews computer system capabilities, workflow, and scheduling limitations to determine if requested program or program change is possible within existing system. Studies existing information processing systems to evaluate effectiveness and develops new systems to improve production or workflow as required. Prepares workflow charts and diagrams to specify in detail operations to be performed by equipment and computer programs and operations to be performed by personnel in system. Responsibilities also include conducting studies pertaining to the development of new information systems to meet current and projected needs. Plans and prepares technical reports, memoranda, and instructional manuals as documentation of program development. Upgrades system and corrects errors to maintain system after implementation.

SCI’s Software Engineer develops and maintains software applications in both web and client-server environments. Develops program code to meet the specifications of the application, utilizing a variety of programming languages, including but not limited to C#, HTML, Java etc.

Senior Electrical Engineer Minimum Year Experience: 4 Years Minimum Education: B.S. Degree in Computer Science or related field, preferred.

Auto CAD Operator Minimum year experience: No set industry related experience.

Minimum education: 2 Year Computer Aided Drafting (CAD) degree with emphasis on Mechanical and Electrical systems.

Responsibilities: The CAD Operator will follow as assigned by operations and/or estimating, produce computer assisted drawings and specifications for the projects worked on.

Administrative Assistant I Minimum Year Experience: Zero Years Minimum Education: High School Diploma Responsibilities: Applies fundamental concepts, processes, practices, and procedures on technical assignments. Performs work that requires practical experience and training. Work is performed under supervision. Provides direct secretarial support to an assigned manager, and may support his/her direct reports. Composes correspondence regarding administrative matters and general office policies for supervisor’s approval. Prepares materials needed for conferences, correspondence, appointments, meetings, telephone calls, etc. Prepares special one-time reports, summaries, or replies to inquiries, selecting relevant information from a variety of sources such as reports, documents, correspondence, other offices, etc.

Establish plans and schedules for data processing activities, strive for optimum use of computing capacity, and ensure maintenance and back-up processes. Works under the general supervision of more experienced personnel.

Computer Operations II Minimum Year Experience: 3 years of experience data center support or back office support.

Minimum Education: High School Diploma

Responsibilities: Monitor, control, and operate computer equipment and peripherals. Establish plans and schedules for data processing activities, strive for optimum use of computing capacity, and ensure maintenance and back-up processes. May provide task direction and guidance to less experienced team members.

Subject Matter Expert I Minimum Year Experience: 4 Years Minimum Education: A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business or other related scientific or technical discipline.

Responsibilities: Confers with client management to understand the client’s strategic information technology business goals and information technology strategy. Analyzes client requirements and recommends development or acquisition strategies. Assists in developing strategic plans and concepts. Demonstrates exceptional oral and written communication skills. Possesses requisite knowledge and expertise so recognized in the professional community that the individual is considered "expert" in the technical/specialty area being addressed.

Data Base Administrator I Minimum Year Experience: Zero Years Minimum Education: A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.

Responsibilities: Performs database administration, backups and recoveries, and works with users to resolve database questions or problems. Provides assistance to users on equipment operations. Maintains and updates databases and data dictionaries.
