Information for Ordering Activities Applicable to All Special Item Numbers
SPECIAL NOTICE TO AGENCIES: Small Business Participation SBA strongly supports the participation of small business concerns in the Federal Acquisition Service. To enhance Small Business Participation SBA policy allows agencies to include in their procurement base and goals, the dollar value of orders expected to be placed against the Federal Supply Schedules, and to report accomplishments against these goals.
For orders exceeding the micropurchase threshold, FAR 8.404 requires agencies to consider the catalogs/pricelists of at least three schedule contractors or consider reasonably available information by using the GSA Advantage!™ on-line shopping service (www.gsaadvantage.gov). The catalogs/pricelists, GSA Advantage!™ and the Federal Acquisition Service Home Page (www.gsa.gov/fas) contain information on a broad array of products and services offered by small business concerns.
This information should be used as a tool to assist ordering activities in meeting or exceeding established small business goals. It should also be used as a tool to assist in including small, small disadvantaged, and women-owned small businesses among those considered when selecting pricelists for a best value determination.
For orders exceeding the micropurchase threshold, customers are to give preference to small business concerns when two or more items at the same delivered price will satisfy their requirement.

SCI ICS Family of Products The SCI TOCNET® system is a modular, highly scalable, adaptable intercom system operating on a high speed, digital ring bus architecture designed so that a cable fault affects at most one user station. TOCNET performs radio bridging and voice crossbanding using its high performance data processing and routing digital core architecture. The TOCNET central gateway, receives the baseband audio signal from any radio, converts it to a digital format, and depending on programmable settings, distributes the digitized voice information to one or more other radios. This functionality is radio-agnostic, meaning that TOCNET can interoperate with virtually any radio, civilian or military, foreign or domestic. All TOCNET inputs and outputs are programmable for levels and thresholds, making the central gateway a truly universal bridging device.
TOCNET’s telephone interfaces (VoIP, PSTN, E1/T1, and MSE) provide additional and unique bridging/crossbanding capabilities. The gateway can use any of these interfaces as if the interface was a radio, in the sense that someone using a telephone can dial-in to a tactical or civilian radio and use the radio as if using a conventional handset (the telephone’s * and # keys are used to operate the radio’s PTT signal). This capability is not limited to wired telephone networks. TOCNET is routinely used to bridge from a cellular phone network to radio assets, using a commercially-available cellular gateway connected to TOCNET’s PSTN interface. This same strategy has been applied to satellite phones.
In addition to radio bridging and voice crossbanding, TOCNET provides all of its users with universal conferencing, enabling any radio asset to participate in a conference. Conferences can include multiple radios, VoIP calls, conventional calls, and TOCNET operators from around the world. TOCNET permits multiple conferences to occur simultaneously without interference with each other. TOCNET provides multiple Extended Voice Channels (EVCs) that are highly bandwidth efficient protocols but retain full toll-quality audio.
When combining tactical and civilian radios, VoIP, and other TOCNET capabilities, the TOCNET gateway truly serves as a tactical network gateway for radio bridging and voice crossbanding. Any single TOCNET system provides full radio access and VoIP connectivity to other systems on the WIN-T network including Local, State and Federal Agencies. With two or more TOCNET systems connected via the WIN-T network, any TOCNET system user can access and use any other TOCNET communication asset for which he/she has access rights providing a unique global footprint. Further facilitating interoperability, the TOCNET system is regularly tested with WIN-T, and is both JITC-certified and accredited with Authority to Operate (ATO) on the SIPRnet.
SCI’s Integrated Secure Wireless Intercommunications System (ISWICS) is the only NSA-certified Type 1 wireless intercommunications system on the market today. ISWICS is TEMPEST qualified and approved for secure communication up to TOP SECRET for communications. ISWICS allows the warfighter to connect to all platform communication assets while eliminating the tethered connection and increasing the warfighters freedom of movement in and around the platform.
ISWICS is comprised of a Secure Wireless Base Station (SWBS, KOV-53) and a Secure Wireless Transceiver (SWT, KOV-54). The ISWICS SWT extends the warfighters communications link up to 3,700 feet (1 km) from the platform. It provides superior audio quality, a secure communications link and robust functionality that allows access to all radios as well as peer-to-peer intercommunications within the platform environment. SWBS connects through a variety of system interfaces (1394b, analog audio or Ethernet) to support quick and easy integration.
SCI Technology, Inc’s (SCI), Integrated Wireless Intercommunications System (IWICS) allows the warfighter to connect to all platform communication assets while eliminating the tethered connection and increasing the warfighters freedom of movement in and around the platform.
IWICS is comprised of a Wireless Base Station (WBS) and a Wireless Transceiver (WT).
The IWICS WT extends the warfighters communications link up to 3,700 feet (1 km) from the platform. It provides superior audio quality and robust functionality that allows access to all radios as well as peer-to-peer intercommunications within the platform environment. The WBS connects through a variety of system interfaces (1394b, analog audio or Ethernet) to support quick and easy integration.
ISWICS and IWICS operate with SCI’s FireComm® and TOCNET systems, or can be integrated into any platform’s existing intercommunications system using the Base Station.
Designed to operate in the harshest environments, ISWICS and IWICS provide warfighters with the freedom and security to complete their mission. Please contact SCI Technology, Aircraft Systems at DAS@sci.com or +1.256.882.4569 for more information about these products.
