TERMS AND CONDITIONS APPLICABLE TO MAINTENANCE FOR GOVERNMENT
OWNED GENERAL PURPOSE COMMERCIAL INFORMATION TECHNOLOGY
EQUIPMENT, RADIO/TELEPHONE EQUIPMENT, (AFTER EXPIRATION OF
GUARANTEE/WARRANTY PROVISIONS AND/OR WHEN REQUIRED SERVICE IS NOT
COVERED BY GUARANTEE/WARRANTY PROVISIONS)
(SPECIAL ITEM NUMBER 811212)
1. SERVICE AREAS
a. The types/levels of maintenance, geographic scope of availability, and applicable rates vary by Manufacturer and are generally set forth in an applicable Manufacturer’s
Maintenance Services Policy. If any additional charge is to apply because of distance from the Contractor’s service locations, the mileage rate or other distance factor shall be negotiated at the Task Order level.
b. When repair services cannot be performed at the Ordering Activity installation site, the repair services will be performed at the Contractor's, Manufacturer’s or authorized service provider’s plant(s).
2. LOSS OR DAMAGE
a. When the Contractor, through the Manufacturer, or its authorized service provider removes equipment to its establishment for repairs, the Contractor shall be responsible for any damage or loss, from the time the Equipment is removed from the Ordering Activity installation, until the equipment is returned to such installation.
3. SCOPE
a. In exchange for the applicable fees, the Contractor, through the Manufacturer or its authorized service provider shall provide Maintenance Services for all Equipment listed herein, as requested by the Ordering Activity during the contract term. Repair service and repair parts/spare parts shall apply exclusively to the Equipment types/models within the scope of this Information Technology Category.
b. Equipment placed under Maintenance Service shall be in good operating condition.
(1) In order to determine that the Equipment is in good operating condition, the
Equipment shall be subject to inspection by the Contractor through the
Manufacturer or its authorized service provider without charge to the Ordering
Activity.
(2) Costs of any repairs performed for the purpose of placing the Equipment in good operating condition shall be borne by the Contractor, provided the Equipment was under the Contractor's guarantee/warranty or maintenance responsibility prior to the effective date of the maintenance order.
(3) If the Equipment was not under the Contractor's responsibility, the costs necessary to place the Equipment in proper operating condition shall be borne by the
Ordering Activity, in accordance with the provisions of Special Item Number
811212 (or outside the scope of this contract).
4. RESPONSIBILITIES

a. For Equipment not covered by a maintenance contract or warranty, the Contractor, through the Manufacturer’s or its authorized service provider’s repair service personnel shall complete repairs as soon as reasonably possible after notification by the Ordering
Activity that service is required.
b. If the Ordering Activity task or delivery order specifies factory authorized/certified service personnel then the Contractor is obligated to provide such factory authorized/certified service personnel for the Equipment to be repaired or serviced, unless otherwise agreed to in advance between the Ordering Activity and the Contractor.
5. MAINTENANCE RATE PROVISIONS
a. For Equipment under monthly Maintenance Services, the Contractor shall bear all costs of maintenance, including labor, parts, and such other expenses as are necessary to keep the
Equipment in good operating condition, provided that the required repairs are not occasioned by fault or negligence of the Ordering Activity.
b. REGULAR HOURS. The basic monthly rate for each make and model of Equipment shall entitle the Ordering Activity to the Maintenance Services as set forth in the applicable
Manufacturer’s Maintenance Services Policy.
c. AFTER HOURS. Should the Ordering Activity require that maintenance be performed outside of Regular Hours, charges for such maintenance, if any, will be specified in the pricelist or in the applicable Manufacturer’s Maintenance Services Policy. Periods of less than one hour will be prorated to the nearest quarter hour.
d. TRAVEL AND TRANSPORTATION. If any charge is to apply, over and above the regular maintenance rates, because of the distance between the Ordering Activity location and the Contractor’s service area, the charge will be negotiated at the Task Order level.
e. QUANTITY DISCOUNTS. Quantity discounts from listed Maintenance Services rates for multiple Equipment owned and/or leased by an Ordering Activity are not provided under this schedule contract unless otherwise specified by a Manufacturer in the pricelist.

QUALIFICATIONS FOR LABOR CATEGORIES
Category 01-01 MANAGEMENT CONSULTANT
Responsibility: Assuming management oversight responsibilities within the organization or program including planning, monitoring, administering and reporting. Reviewing high-level functional areas of an organization or project. Planning, recommending, and administering management policies in those areas. Developing “strength and weakness” analysis for organizational improvement. Communicating policy, direction, and operational information to the staff. Tools and methods used within the execution of those tasks include conducting interviews, collecting data, and compiling financial and other management reports.
Education and Experience: Minimum of Bachelor degree with ten years of relevant experience or equivalent.
Category 02-01 PROJECT MANAGER
Responsibility: Managing projects with consultation and coordination with Government Contracting Officer and Contracting
Officer’s Technical Representative (COTR) to accomplish required objectives in a cost-effective and efficient manner.
Planning, managing and controlling all aspects of a project including security, resources allocation, timely delivery of deliverables, quality assurance, accounting, budgeting, quality assurance, status reports, contract administration, etc..
Providing a communication channel between the client and corporate management. Resolving problems that may arise during the course of project implementation. Ensuring that all project activities are in full compliance with contractual terms and conditions, and clients are satisfied.
Education and Experience: Minimum of Bachelor degree with ten years of relevant experience or equivalent. Must have demonstrable project management skills and knowledge in Government contract rules and regulations.
Category 02-02 TASK LEADER
Responsibility: Managing and monitoring tasks assigned by the Project Manager including reporting encountered problems and effected solutions. Focusing on the implementation of each task, anticipation of unexpected problems, and identification of effective solutions. Serving as the on-site liaison for the Project Manager to direct employees assigned to work at clients’ sites. Providing technical direction and leadership for tasks that are within the areas of expertise. Using own technical expertise to develop solutions for ad-hoc problems that are beyond the skill levels of subordinates. Directing technical personnel such as analysts, programmers, and engineers.
Education and Experience: Minimum of Bachelor’s degree in a technical field and five years of relevant experience or equivalent.
Category 03-01 SENIOR MANAGEMENT INFORMATION SYSTEM (MIS) ENGINEER
Responsibility: Analyzing integrated MIS requirements and recommending appropriate solutions. Reviewing client’s needs in accounting, purchasing, inventory management, material planning, payroll, electronic commerce, etc..
Determining appropriate database infrastructure based on requirements and budgetary constraints. Reviewing, evaluating and recommending office automation solutions including word processing, spreadsheet, database, graphics, scheduling, and e-mail. Consulting with telecommunication experts to integrate LAN and WAN interfaces into MIS and office automation solutions.
Education and Experience: Minimum of Bachelor’s degree in Computer Science or related field and seven years of relevant experience or equivalent. Knowledgeable in programming languages, LAN and WAN technologies.

Category 03-02 MANAGEMENT INFORMATION SYSTEM (MIS) ENGINEER
Responsibility: Implementing MIS solutions. Integrating, installing and setting up software. Debugging problems and engaging manufacturers for technical assistance. Providing training to system administrators and users on newly installed software. Coordinating with network personnel to integrate communication interfaces into MIS system.
Implementing database structure.
Education and Experience: Minimum of Bachelor degree in Computer Science or related field and three years of relevant experience or equivalent. Knowledgeable in programming languages, LAN and WAN technologies.
Category 03-03 SENIOR TELECOMMUNICATIONS ENGINEER
Responsibility: Analyzing and recommending LAN, WAN and telephony solutions to meet client’s telecommunication requirements. Determining the suitability of a LAN and/or WAN technology for the client’s environment. Guiding client in selecting customer premise equipment and establishing connection with local and long distance carriers and Internet access provider. Analyzing phone traffic patterns and recommending appropriate telephone systems and services. Recommending strategy for integrating telephone system to a LAN. Supervising the implementation and installation of LAN, WAN and telephone equipment.
Education and Experience: Minimum of Bachelor degree in Computer Science or Electrical Engineering or related fields and seven years of relevant experience or equivalent.
Category 03-04 TELECOMMUNICATIONS ENGINEER
Responsibility: Implementing telecommunication solutions. Installing and configuring LANs including workstations, servers, interconnection equipment. Implementing backup and redundancy strategies. Integrating
WAN interfaces and coordinating with telephone and access provider for connection to the Internet. Installing and setting up e-mail and other messaging software. Coordinating installation, configuration and setup of telephone systems and their integration into LANs. Debugging problems encountered and engaging manufacturers for technical assistance.
Education and Experience: Minimum of Bachelor degree in Computer Science or Electrical Engineering or related fields and three years of relevant experience or equivalent.
Category 03-05 SENIOR NETWORK DESIGN ENGINEER
Responsibility: Planning, designing, and supervising the implementation of life cycle voice, data and video solutions for local, wide, and enterprise network solutions including the development, integration, implementations, testing, and monitoring of policies and procedures. Analyzing technical environmental requirements, conferring with research personnel to clarify and resolve problems, presenting feasible alternatives and recommendations based on thorough research and analyses. Planning and developing rapid prototype experimental solutions. Conferring with engineering personnel and preparing design modifications. Conducting interviews with subject matter experts to retrieve essential information. Using computer assisted design software to perform engineering and design tasks.
Evaluating engineering test results for practical application. Collecting, compiling, and assembling data for management and technical reports.
Education and Experience: Minimum of Bachelor degree in Computer Science, Electrical Engineering, or related field and ten years of relevant experience or equivalent.
