Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

LABOR CATEGORY DESCRIPTIONS

Program Manager

Minimum Related Experience: Fifteen years of experience.

Functional Responsibility: Serves as the program manager for mid to large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order level COR(s), government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. Responsible for providing overall technical management and supervision of the personnel assigned to this support contract including development of project plans, preparation of monthly contract status and project reports and oversight of continuous process improvement and onsite coordination of contract tasks and day-to-day tracking of status of each project. Excellent communications and presentation skills.

Minimum Education: Bachelor's degree.

Project Manager Minimum Related Experience: Twelve years of experience.

Senior Systems Engineer Minimum Related Experience: Ten years of experience.

Functional Responsibility: Implements engineering principles, techniques and processes. Decides appropriate tests to evaluate, debug and check systems. Documents the result of complex analysis and design tasks. May design moderately complex systems; assists in developing standards and techniques.

May act in a lead role of a project team. Analyzes and studies complex system requirements. Designs software tools and subsystems to support software reuse and domain analyses and manage their implementation. Manages software development and support using fonnal specifications, data flow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools.

Reviews existing program and assist in making refinements, reducing operating time, and improving current techniques. Supervises software configuration management.

Minimum Education: Bachelor's degree.

Senior Network Engineer Minimum Related Experience: Seven years experience.

Functional Responsibility: Evaluates communication hardware and software, troubleshoots LAN/MAN/WAN and other network related problems, provides technical expertise for performance and configuration of network. Performs general LAN/MAN/W AN administration, provides technical leadership in the integration and test of complex large-scale computer integrated networks.

Schedules conversions and cutovers. Oversees network control center. Supervises maintenance of systems. Coordinates with all responsible users and sites. Supervises staff.

Minimum Education: Bachelor's Degree.

Network Engineer Minimum Related Experience: Four years of experience.

Functional Responsibility: Evaluates communication hardware and software, troubleshoots LAN/MAN/WAN and other network related problems, provides technical expertise for performance and configuration of network. Performs general LANIMAN/W AN administration, provides technical support in the integration and test of complex large scale computer integrated networks.

Responds to customer requirements, plan and design complete distributed network systems and effectively communicate them in writing. Performs Network design using Ethernet 1 OBaseT, IOBaseFI and FDDI cable plants. Provides configuration support of various routers and connection devices particularly within the realms of a TCP/IP based WAN connected via Frame Relay telecommunications circuits.

Minimum Education: Bachelor's Degree.

Lead Systems Analyst Minimum Related Experience: Six years of experience.

Functional Responsibility: The Lead Systems Analyst has responsibility for day to day management and Analyzes and develops overall technical leadership of the project. Develops plans for automated information systems from project inception to conclusion. Analyzes user interfaces, maintain hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze down times, analyze proposed system modifications, upgrades and new COTS.

Analyzes the problem and the information to be processes. Defines the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests. Coordinates closely with programmers to ensure proper implementation of program and system specifications. Develops, in conjunction with functional users, system alternative solutions. The Lead Analyst will work closely with customer to assure the administrative functions are being performed in accordance with the contract requirements. The lead must understand the information requirements of the customer, measure service, and maintain satisfaction of the customer with meeting the requirements. Excellent communications and presentation skills, are required, with planning experience to effectively develop and maintain technology improvement and project management plans.

Information Systems Analyst Minimum Related Experience: Six years of experience.

Applications Programmer Minimum Related Experience: Five years of experience.

Functional Responsibility: Analyzes functional business applications and design specifications for functional activities. Develops block diagrams and logic flow charts. Translates detailed design into computer software. Tests, debugs, and refines the computer software to produce the required product.

Prepares required documentation, including both program-level and user- level documentation.

Enhances software to reduce operating time or improve efficiency. Provides technical direction to junior programmers to ensure program deadlines are met. Performs as an applications programmer on large-scale data base management systems, uses knowledge of computer equipment and ability to develop complex software to satisfy design objectives. Works independently or under only general direction.

Minimum Education: Bachelor's degree.

Junior Applications Programmer Minimum Related Experience: Two years of experience.

Functional Responsibility: Participates in the design of software tools and subsystems to support reuse and domain analysis. Assists Applications Programmer to interpret software requirements and design specifications to code, and integrate and test software components.

Minimum Education: Bachelor's degree.

Database Management Specialist Minimum Related Experience: Six years of experience.

Functional Responsibility: Provides highly technical expertise in the use of DBMS. Evaluates and recommends available DBMS products to support validated user requirements. Defines file organization, indexing methods, and security procedures for specific user applications.

Documentation Specialist Minimum Related Experience: Three years of experience.

Functional Responsibility: Gathers, analyzes, and composes technical information. Conducts research and ensures the use of proper technical terminology. Translates technical information into clear, readable documents to be used by technical and non- technical personnel. Provides end-to- end technical document processing, including online production /update/revision, quality assurance, distribution, electronic and hardcopy archiving, managing, and tracking. Maintains and audits area specific document libraries.

Minimum Education: Associate's degree.

Help Desk Specialist Minimum Related Experience: Two years of experience.

Functional Responsibility: Provides telephone tech support, operation and maintenance of computer and peripheral equipment, particularly Microsoft NT Installation and configuration experience with PC software packages.

Minimum Education: Bachelor’s Degree.

Systems Integrator Minimum Related Experience: Ten years of experience.

Functional Responsibilities: Document visions, goals, concepts of operations and implementation plans Assist in determining and defining new IT requirements for software applications Create use cases, scenarios and associated screen mock ups as appropriate Work with various business representatives to translate business requirements into ―build to level system requirements -- Excellent verbal and written communication skills --Strong interpersonal skills. Analyzes and develops technical documentation detailing the integration and system performance. Coordinates the activities of system integration engineers assigned to specific systems integration projects.

Minimum Education: Bachelor's degree.

Tester Minimum Related Experience: Ten years of experience.

Functional Responsibilities: Writes detailed test plans, procedures and scenarios. Documents the successes and failures of all executed test procedures. Maintains currency on tools, methodologies, technologies and programming languages. Ability to write clear, concise and effective correspondence, test plans, procedures and scenarios in accordance with organization policies.

Web Developer Minimum Related Experience: Five years of experience.

Functional Responsibilities: Implement expertise using web technologies such as Ruby on Rails, CSS, Java, JavaScript, XML, PL/SQL, PHP, and others in a Unix environment and Oracle 10g database.

Requires coordination with the other program resources to establish interface standards. PMF and Agile processes will be followed to support project documentation, brief stakeholders on technical aspects, and Quality Assurance measures/test scenario

Minimum Education: Bachelor's degree.

Information Systems Security Manager Minimum Related Experience: Twelve years of experience.

Functional Responsibilities: Serves as the process owner for all ongoing activities related to the availability, integrity, and confidentiality of patient, provider, employee, and business information in compliance with the organization’s information security policies and procedures. Intimately involved in Vulnerability Assessment and Abatement, Anti virus program management, Security Training and Awareness, CERT and CND OPS.

Minimum Education: Bachelor's degree.

Information Systems Security Specialist Minimum Related Experience: Seven years of experience.

Functional Responsibilities: Responsible for the monitoring, evaluation and maintenance of systems designed to protect the data systems and databases from unauthorized users within and outside of the organization. Familiar with ISO 27002, FISMA, or other DoD Certification and Accreditation Process via DITSCAP SSAA, SABI/TSABI and DCID 6/3. Performs risk assessments of technology activity and processes and develops risk based work plans to complete and control objectives.

Minimum Education: Bachelor's degree.

LAN /WAN Technician Minimum Related Experience: Four years of experience.

Functional Responsibilities: Performs direct technical work on projects. Works under general supervision and installs, operates, configures, troubleshoots, tests, and repairs information system resources.

Minimum Education: High School Diploma.

Systems Administrator Minimum Related Experience: Ten years of experience.

Functional Responsibilities: Provides leadership and management for all systems/network administration. Assumes responsibility to assure that all information technology meets service requirements and performance objectives. Configures, manages and maintains network security functions such as firewalls, traffic shaping and management. Implements strong network security configurations, installs firmware and software patches, remediate vulnerabilities, and research security incidents.

Minimum Education: Bachelor’s Degree.

Systems Engineer Minimum Related Experience: Six years of experience.

Functional Responsibilities: Apply broad management skills and specialized functional and technical expertise to guide project teams in delivering client solutions or to manage the day-to-day operations of projects. Provide subject matter expertise in industry, process, or technology areas Perform such tasks as: Plan and manage the work of information systems project teams. Design and implement new organization structures. Conceptual design and development of training curricula. Assist organizations translate vision and strategy into core human resource and business processes. Lead clients through streamlining, reengineering and transforming business processes. Develop and execute project budgets.

Minimum Education: Bachelor’s Degree.

Program Manager

Minimum Related Experience: Five years of experience.

Functional Responsibilities: Lead and manage large, complex programs from initiation through completion. Oversee multiple projects within a program, ensuring they are aligned with business goals, meet stakeholder expectations, and deliver desired outcomes. Manage and mentor a team of project managers, technical staff, and cross-functional team members. Provide guidance on program strategy, execution, and problem-solving. Act as the primary point of contact for program- related communication. Regularly update stakeholders (including executives) on the progress, risks, and issues of the program. Facilitate regular meetings to ensure alignment and resolve issues. Develop and manage detailed program plans, including timelines, resources, and budgets. Track milestones and deliverables to ensure programs stay on track. Identify potential risks and issues affecting program progress. Develop mitigation strategies and action plans to minimize disruptions and ensure project success. Ensure that the program has the necessary resources (personnel, budget, tools, etc.) and that these resources are effectively allocated across projects. Ensure all program deliverables meet quality standards, are fully tested, and align with business requirements. Implement continuous improvement practices to enhance program efficiency and effectiveness. Work to streamline program management processes, drive efficiencies, and implement best practices for all aspects of program delivery. Budget and Financial Manage the program's budget, ensuring that the program is delivered within financial constraints. Monitor expenses and adjust program plans as needed to stay within budget. Change Management: Facilitate and support the adoption of new technologies, processes, or tools. Ensure that all changes are well-managed and communicated effectively to stakeholders. Maintain program documentation, including detailed plans, reports, and logs. Produce executive-level program status reports and post-project evaluations to capture lessons learned.

Data Scientist SME Minimum Related Experience: Five years of experience.

Functional Responsibilities: Lead the end-to-end execution of advanced analytics projects, from defining the problem to implementing solutions and measuring impact. The ISSO will act as the primary advisor on all matters related to the security of information systems and will oversee the execution of security controls, vulnerability assessments, incident response, and system certifications.
